Jefferson County Highway Committee met Wednesday, March 23.

The Jefferson County Highway Committee is made up of members of the Jefferson County Board.

MINUTES Highway Committee Meeting

Jefferson County Court House 100 S. 10th Street Mt. Vernon, HL 62864 Wednesday

March 23, 2016 P.M.

5:30 p.m.

1. Call to Order

Highway Committee Chairman called the Highway Committee of the Jefferson County Board to order at 5:38P.M., in County Board Room.

2. Roll Call

Upon the call of rols, the following committee members were present: Randy Edwards, Steve Draege, and Justin Fulkerson.

Jeff Williams arrived at 5:58 P.M. Others present: Tim Marlow, Connie Simmons, Sean Wilkey James Malone, Joyce Damron, Wayne Hicks, Bob Watts, Dan Doug Hoffman, Lee Ann Crunk, Anson Meador, Brandon Simmons, Sandra Weilmaker and various media,

4. Items to be Presented for Action.

A. Pay Monthly bills,

- Motion by Randy Edwards and seconded by Justín Fulkerson to recommend to the full board to approve monthly claims as presented.

- Motion carried: Ayes 3 (Draege, Edwards, and Fulkerson}, –0 Nay

B. Monthly fuel; diesel and gasoline

-Motion by Randy Edwards and seconded by Justin Fulkerson to recommend to the full board to award diesel to Gateway FS at the price of $1.50 per gallon for diesel, and $1.40 per gallon for gasohol, combined price $2.90 - Motion carried; 3 Ayes-(Draege, Edwards, and Fulkerson) ~ 0-Nay

C. Approval of Preliminary Engineering for Agreement-Richview Road. -Motion by Randy Edwards and seconded by Justin Fulkerson to recommend to the full board to approve the engineering agreement with HLR Engineering for a bridge on Richview Road.

- Motion carried: 3 Ayes- (Draege, Edwards and Fulkerson) - 0. Nay

D. Approval of the County Motor Fuel Tax Materias,

-Motion by Randy Edwards and seconded by Justin Fulkerson to recommend to the full board to approve the 2016 County Motor Fuei Tax maintertance material.

- Motion carried: 3 Ayes-(Draege, Edwards and Fulkerson)

E. Approval of the Road District Motor Fuel Tax Road Oil and Emulsified Asphalt,

- Motion by Randy Edwards and seconded by Justin Fulkerson to recommend to the full board to approve the

2106 Road District, Road Qil and Emulsified Asphalt.

– Motion carried 3 Ayes- (Draege, Edwards, and Fulkerson) -0 Nay

F. Approval of the Road District Motor Fuel Tax Aggregate Material

- Motion by Randy Edwards and seconded by Justin Fuskerson to recommend to the full board to approve the

2016. Road District, aggregate material, -

- Motion carried; 3 Ayes- (Draege, Edwards, and Fulkerson) –0 Nay

G. Rejection of Dodds Township Road District Motor Fuel Tax Aggrégate Material.

-Motion by Randy Edwards and séconded by justin Fulkerson to recommend to the full board to reject Dodds

Road District aggregate material.

- Motion carried: 3 Ayes-(Draege, Edwards, and Fulkerson) –0 Nay

H. Traffic Control at Wells By Pass/Ambassador Lane,

Illinois Department of Transportation will not allow traffic signals to be installed without studies being done. County engineer would like to proceed with getting 3 way stop signs, with LED flashing stop signs, approximately cost $ 10,000.00.

-Motion by randy Edwards and seconded by Justin Fuskerson to table installation of 3 way LED flashing stop signs,

-Motion carried: 4 Ayes- { Draege, Edwards, Fulkerson, and Williams) - 0. Nay.

I. County Owned Properties. County Board is the trustee on property that taxes were not paid on, and did not sell at tax annual tax sale. Each property is held in an individual trust. County is only responsible for fiability, of what property is worth. Highway Department does not want to demolish and remove structure and debris because of possibility of asbestos. -Motion by Justin Fulkerson and seconded by Randy Edwards to forward this to Land tax and Committee, - Motion carried: 4 Ayes- (Draege, Edwards, Fulkerson and Williams) - 0. Nay.

J. Approval of Poole Sub-Division - Motion by Randy Edwards and seconded by Justin Fulkerson to recommend to the full board to approve the

Poole Sub Division in Pendleton Road District, - Motion carried; 4 Ayes- (Draege, Edwards, Fulkerson, and Williams) -0 Nay

A. Report of monthly Motor Fuel Tax Allotments 

B. Any other business necessary and proper.

6. Executive Session

A. Discuss the appointment(S), Employment, Compensation, discipline, real Estate, Collective Bargaining, Negotiating Matters and Update of Pending Litigations if Needed (51LC?,120/2 (C) {1} {2011),
