Minutes Board of Education August 15, 2016

Board President Grant Capel called the meeting to order at 5:00 p.m. The following members answered the roll call:

A motion was made by Dave Sullivan and seconded by Craig Dillman to approve the agenda for the meeting. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Tina Waller and seconded by Dave Sullivan to approve the consent agenda of the following items: Minutes of July 18, 2016 regular meeting, activity fund report, community activity fund report, revolving fund report, treasurer’s report, cafeteria report, insurance report, bills and payroll. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Craig Dillman and seconded by Dale Foster to approve the proposed 2016-2017 Booster Club agreement. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Dave Sullivan and seconded by Craig Dillman to approve the 2016-2017 Interagency Agreement with Migrant Education Head Start. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Dave Sullivan and seconded by Grant Capel to approve the date for the budget hearing to be September 19, 2016 as part of the regular meeting beginning at 5:00 p.m. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Tina Waller and seconded by Dave Sullivan to approve a $200,000 inter- fund loan from working cash fund to education fund. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

Superintendent Goforth reported on the following:

• Update on Grant, Construction and Maintenance Projects

• Legislative Update

• Bid notices for Athletic Pictures will be in the Paper Soon

• Discussion about Flowers/Remembrances for Deceased Long Time District Employees

• Discussion of the Recent Supreme Court “Stay” relating to Transgender Cases.

Mark Laster, Charlotte Massey and Rob Lannom discussed their building reports.

A motion was made by Craig Dillman and seconded by Pam Needling to enter into executive session for the purpose of:

• The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against legal counsel for the public body to determine its validity. 5 ILCS 120/2/(c)(1).

• Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 5 ILCS 120/2/(c)(2

• Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

Board went into executive session at 5:37 p.m. Board returned to open session at 6:06 p.m.

A motion was made by Pam Needling and seconded by Grant Capel to approve the executive session minutes of July 18, 2016. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Tina Waller and seconded by Dave Sullivan to employ Janice Osman as cheerleading coach for the 2016-2017 season. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Dave Sullivan and seconded by Pam Needling to accept the resignation of Marla Williams effective August 18, 2016. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Dale Foster, yea; Pam Needling, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Pam Needling and seconded by Dale Foster to adjourn at 6:09 p.m. with the next meeting being a regular meeting scheduled for September 19, 2016. Voice vote: Motion carried.
