The Jackson County Real Property Committee met Sept. 13 to provide an update on probation lighting.

The Jackson County Real Property Committee reviews matters related to the county's real and personal property including land-use planning and matters concerning county taxing units. The committee also reviews matters related to roads and bridges and recommends any action to the County Board. The committee meets in the Jackson County House, 1001 Walnut St., Murphysboro.

Approval of Minutes
I. 16-0686 August 9, 2016
Minutes Redmond pointed out a couple of corrections that should be made to the minutes. The corrections are fixing the name of one of the attendees to the September meeting and correctly spelling an abbreviation in the Greater Egypt discussion. A motion was made by Redmond, seconded by S. Bost, to approve the August 9, 2016 minutes with stated corrections. The motion carried by unanimous vote.

II. 16-0687 Greater Egypt Regional Planning & Development Commission
III. 16-0688 Supervisor of Assessments-Road Maintenance Agreement Form The committee reviewed the Road Maintenance Agreement presented to them. A motion was made by Erbes, seconded by Chapman, to approve the Road Maintenance agreement as presented. The motion carried by unanimous vote.
IV. 16-0689 Jackson Growth Alliance Doherty gave a brief update to the committee. He talked about the Egyptian Electric enterprise zone project, it will be about a $10 million project and create about 35 jobs in the area.
V. 16-0690 SI BiCentennial Celebration Representative The Committee Coordinator informed the committee that the next BiCentennial Celebration meeting is scheduled for September 21, 2016 from 10:30am-1:30pm at the Centralia House Restaurant. Also, Dottie Miles has volunteered to be the Jackson County Representative at the BiCentennial Celebration meetings. Rowe and Endres both commented that Ms. Miles had spoken with them about her desire to be the county representative. The committee thought this was a good idea and this will be moved to the September County Board meeting.

VI. 16-0691 SIMPO-Southern IL Metropolitan Planning Org a. Surface Transportation Urban (STU) funds application
VII. 16-0692 Road Sign Maintenance
VIII. 16-0693 Highway Monthly Claims A motion was made by S. Bost, seconded by Chapman, to authorize the payment of the Highway monthly claims in the amount of $1,223,382.04. The motion carried by unanimous vote.
IX. 16-0694 Apartment4U LLC-Settlement Agreement and Release for Flood Damage Mr. Birka addressed the committee regarding flooding that occurred at his property on Boskydell Road. He requested time to review the settlement agreement that Mr. Guthman is working with him on. Mr. Birka also thanked Mr. Guthman for the time he has s pent working with him on this issue.
X. 16-0695 Vergennes Township Request for Matching Funds-Zoller Road A motion was made by Chapman, seconded by Redmond, to approve the Vergennes Township request for matching funds for Zoller Road. S. Bost abstained. The motion carried by unanimous vote.
XI. 16-0696 Vergennes Township Request for Matching Funds-Weil Road A motion was made by Chapman, seconded by Redmond, to approve the Vergennes Township request for matching funds for Weil Road. S. Bost abstained. The motion carried by unanimous vote. County Buildings & Grounds
XII. 16-0697 Courthouse Steps Bid Acceptance Mr. Siefert spoke with the committee about the bids that they received for the repair of the West Courthouse Steps. The lowest bid was just above $53,000 from Evard-Strang Construction. This amount is over the orginial budget but the county capital improvement fund can cover the cost. Ms. Endres asked Mr. Siefert what the other bids were and if they were local. Mr. Siefert was able to estimate the other bids and they both were over budget by more than Evard-Strong.
A motion was made by Endres, seconded by Redmond, to approve accepting the lowest responsible bid for the repair of the West Courthouse Steps. The motion carried by unanimous vote.
XIII. 16-0698 Board of Review Bi-Fold Doors Update The committee reviewed the photos of the installed bi-fold doors at the the Board of Review office and the Committee Coordinator stated that everyone is happy with the results.
XIV. 16-0699 Courthouse Windows Update
XV. 16-0700 Probation Lighting Update The landlord of the building being rented for the Probation offices is working on updating all the lighting fixtures. XVI. 16-0701 Courthouse Signage Update All of the doors and signs have been updated at the Courthouse. The metal signs to be attached to the steps on the west side of the Courthouse will be attached once the repair of the steps has been completed.
Old Business
Ms. Burke had requested an update on the Grand Tower Levee project. Mr. Rowe will have further information at the next meeting.
New Business
Mr. Guthman presented the committee with an Engineering Services agreement for inspections of county bridges. He explained that this agreement would allow the county to get their larger bridges inspected for half the cost because they will be sharing th e cost of rental of big equipment. He suggested that the county have six bridges inspected this year to get all the required inspections on the same timeline and to help keep the cost of inspection and rental of equipment down. The consensus of the committee was to move this issue to the September County Board meeting.
Mr. J. S. Rendleman informed the committee that the Chief Judge has decided to close the courts section of the building at 2pm on Friday, September 16, 2016 because of the Murphysboro Apple Festival Kids Parade.
