Cobden Board of Trustees eliminate police captain position

The village of Cobden Board of Trustees met March 7 to eliminate the police captain position.

Here are the meeting's minutes, as provided by the board:

The Murphysboro City Council meets at 7 p.m. on the second Tuesday of the month in Council Chambers, 202 N. 11th St.

OF THE BOARD OF TRUSTEES

OF THE VILLAGE OF COBDEN, ILLINOIS

HELD ON MONDAY, MARCH 7, 2016

AT THE VILLAGE HALL

Call to Order

Village President Paul Z. Tomazzoli called the meeting to order at 6:00 P.M.

Roll Call

Upon roll call, the following Trustees were present: Jean A. Britt Dennis Maze

Patrick Brumleve Elvis Pearson

Alma Gomez David Stewart

Also Present

William C. Eads, B. J. Hale, Jesse Adams

Minutes of the February 15, 2016 Regular Meeting

Motion was made by Stewart, seconded by Brumleve, to approve the Minutes of the February 15,

2016 regular meeting as presented. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Building Permit

Motion was made by Brumleve, seconded by Gomez, to issue Building Permit No. 930 to Jesus  Trevino and Irene Godinez for a deck. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Revisions to Employee Job Descriptions

Motion was made by Pearson, seconded by Brumleve, to approve revisions to Employee Job Descriptions as presented. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried. The revisions eliminate the positions of Police Captain and Assistant Public Works Superintendent.

Approval of Bills and Salaries

Motion was made by Maze, seconded by Stewart, that presented bills in the amount of $217,006.05 and regular salaries be approved for payment. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Budget Report

Motion was made by Pearson, seconded by Brumleve, to approve the Budget Report for the period ending February 29, 2016, as presented. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Line Item and Other Transfers

Motion was made by Brumleve, seconded by Maze, to authorize line item and other transfers as presented.

Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Employee Wage and Overtime Report

The Employee Wage and Overtime Report for the period ending February 29, 2016 was presented.

Budget Request – Police Department

Motion was made by Maze, seconded by Gomez, to approve the Budget Request presented by Chief Hale for the Police Department. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried. It is understood that these are proposed expenditures and additional approval is required for out of the ordinary expenses.

Motion was made by Brumleve, seconded by Maze, to approve the Budget Request presented by Superintendent Eads for the Public Works Department. Upon roll call, the vote was:

Absent: 0 – None

Motion declared carried. It is understood that these are proposed expenditures and additional approval is required for out of the ordinary expenses.

Monthly Police Report

The Police Report for February 2016 was presented.

Community Yard Sale

The Cobden Community Yard Sale will be held on May 7, 2016.

Millis Scholarship Auction

The Millis Scholarship Auction will be held on May 7, 2016.

Community Litter Clean Up Day

The Community Litter Clean Up Day will be held on Saturday, April 9, 2016 from 9:00 a.m. to 11:00 a.m. with the downtown park being the meeting place for volunteers.

Street Dance Fundraiser

Trustee Stewart is making arrangements for a street dance fundraiser in the downtown park on Saturday, May 14, 2016. He will have additional information at the March 21 meeting.

Application for Use of Park – UPAC Girl Scouts

Motion was made by Pearson, seconded by Brumleve, to approve the Application for Use of Park submitted by the UPAC Girl Scouts for day camp activities June 13 – June 17, 2016. Upon roll call,

the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Request to Donate Trees to Community Park as Memorial to George and Monique Burklin

Motion was made by Brumleve, seconded by Pearson, to approve a request submitted by Lisa

Barnes to donate two black gum trees to the Community Park as a memorial to George and Monique Burklin. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried.

Liquor Advisory Board – Proposed Ordinance No. 2016-935

The Minutes of the February 15, 2016 Liquor Advisory Board meeting were presented along with  proposed Ordinance No. 2016-935. At the time of the meeting, Tara Davis stated she did not want to apply for a liquor license at this time. However, she has since changed her mind and wishes to apply for a license. Proposed Ordinance No. 2016-935 will be presented at the March 21, 2016 meeting.

2016 Scholarship

Motion was made by Brumleve, seconded by Pearson, to contribute Three Hundred Dollars ($300.00) toward the two Five Hundred Dollar ($500.00) R. G. Williams – Millis Auction Scholarships for 2016. Upon roll call, the vote was:

Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart

Nays: 0 – None

Absent: 0 – None

Motion declared carried. The Millis Auction Service contributes Seven Hundred Dollars ($700.00) to the scholarship each year.

The Scholarship Committee consisting of Patrick Brumleve, Dennis Maze and Jean A. Britt will meet on May 2, 2016 at 5:00 p.m. to review the scholarship applications. The deadline for applying is 5:00 p.m. Friday, April 29, 2016. The awards will be presented on May 9, 2016 at the Cobden Unit School

Award Ceremony.

Review of Revised Code of Ordinances

Proposed revisions to Chapter 11 – Employees and Chapter 27 - Offenses of the Revised Code were reviewed for submittal to Illinois Codification Services. The Board will further review Article XVII of Chapter 11 at the March 21, 2016 meeting.

Adjournment

Motion was made by Brumleve, seconded by Pearson, that the Regular Meeting of the Village Board of Trustees be adjourned. Motion carried and the meeting adjourned at 7:03 p.m.
