Anna City Council approves park usage applications

The Anna City Council met Oct. 4 to approve park usage applications.

Here are the meeting's minutes, as provided by the council:

The Anna City Council meets at 5 p.m. on the first and third Tuesday of every month.

MINUTES OF THE REGULAR SESSION OF THE ANNA. CITY COUNCIL OCTOBER 4, 2016

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on October 4, 2016. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, and Commissioner Martha Webb and Mayor Steve Hartline. No council members were absent.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE THE 9-20-16 ANNA. CITY COUNCIL MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OF SAID MEETING. A Vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Kathy Bryan discussed the possibility of an ordinance allowing street performers. The council agreed to look into the matter.

City Administrator Guined updated the council on the status of the Main St. and Park Projects.

City Administrator Guined discussed the Shawnee Mass Transit Project price of land at $36,000 for 3 acres and allowing use of a temporary building for up to 24 months. The council instructed the city administrator to proceed under the parameters discussed.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Isom that it be RESOLVED TO SET TRICK OR TREAT HOURS ON OCTOBER 31, 2016 FROM 6:00 PM TO 8:00 PM. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE ORDINANCE 2016-09. GOLF CART USAGE, A Vote Was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

The following bids for public works department trucks were presented for council review: 1) 2016 Ford F-250; state bid was $23,009.00 and Coad's bid was $23,362.00 2) 2016 Ford F-350XL: state bid was $34,584.00 and Coad's bid was $35,141.00. City Administrator Guined suggested that the council consider awarding the bids to Coad Chevrolet since the bids were close and they are a local business.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE FOLLOWING BID FOR PUBLIC WORKS DEPARTMENT TRUCK. AWARD BID OF S23,362.00 ON A 2016 FORD F-250 TO COADS. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE FOLLOWING BID FOR PUBLIC WORKS DEPARTMENT TRUCK. AWARD BID OF S35,141.00 ON A 2016 FORD F-350XL TO COADS. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE A PARK USAGE APPLICATION TO FIRST BAPTIST CHURCH OF ANNA. ON OCTOBER 16, 2016. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A PARK USAGE APPLICATION TO SHAWNEE ARTS COUNCIL REINDEER 5K ON NOVEMBER 26, 2016. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE AN OUTSIDE CITY WATER TAIP APPLICATION FOR ELLIE MCDANIEL AT 2325 STATE ROUTE 146 EAST. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Commissioner Kamp discussed Colorfest and upcoming activities.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL. A Vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF OCTOBER 4, 2016 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OFSAID MEETING. A Vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Guined discussed the police car fleet and upcoming plans and agreed to keep the council informed.

A motion was made by Commissioner Webb and seconded by Commissioner Bierstedt that it be RESOLVED THAT THE REGULAR ANNA CITY COUNCIL MEETING OF OCTOBER 4, 2016 BE ADJOURNED. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
