Mount Vernon City Schools, District 80 Board of Education met Oct. 12.

Here is the minutes as provided by the Board:

October 12, 2016 The Mount Vernon City Schools, District 80 Board of Education met in a regular meeting on Wednesday, October 12, 2016, at the Board of Education Office, 2710 North Street, Mt. Vernon, Illinois, at 6:00 p.m. President Matt Reynolds called the meeting to order at 6:00 p.m. The following board members answered roll call: Jaymie Nunnery, Brishanta Lee, Cindy Zirkelbach, Cleo Holt, Lora Greathouse, Merle Hollmann, Matt Reynolds. Also present were: Travis Morse, Greg Peterson, Nancy Herzing, Amy Spotanski, Shannon Marler, Susan Staples, Sara Wiggins, Rowdy Fatheree, Jim Luety, Dakota Buchanan and Family, Kevin Raya and Family, Chelsie Horner and Family, Timothy Westbrook and Family, Brilliance Lee and Family, Superintendent Aletta Lawrence, Assistant Superintendent Ryan Swan, and Connie Knowles, recorder. AUDIENCE TO VISITORS President Reynolds asked if anyone would like to address the Board. No one wanted to address the Board. RED RIBBON PROCLAMATION Students from the Primary Center attended the meeting and read the Red Ribbon Proclamation in observance of Red Ribbon Week, which is October 21st – October 29th, 2016. Students participating were Dakota Buchanan, Kevin Raya, Chelsie Horner, Timothy Westbrook, and Brilliance Lee. Primary Center Counselor, Sara Wiggins, attended with the students and gave a report on what the Primary Center will be doing to support and pledge to be drug free. CONSENT AGENDA President Reynolds stated that the following items would be placed on the Consent Agenda: Minutes of September 21, 2016 meetings, Approval of Bills, Treasurer’s Report, Budget Report, Disposal of Closed Session Tape (January, 2015), Closed Session Minutes, TAG Talented and Gifted Program, Principal Appreciation Day (October 2016). Motion by Holt, second by Lee to approve all of the above items under the Consent Agenda, as presented. Roll Call: Ayes – Holt, Lee, Nunnery, Zirkelbach, Hollmann, Greathouse, and Reynolds. Nays - None. Motion carried. At this time, the order of the agenda was changed. NEW BUSINESS AUDIT BY KREHBIEL AND ASSOCIATES Superintendent Lawrence advised that Mr. James Leuty of Krehbiel and Associates is present to give a review of the 2016 audit conducted by their firm. Mr. Leuty and Jennifer Spotanski of Krehbiel and Associates, met with Mrs. Lawrence, Mr. Reynolds, Mr. Holt, Mr. Hollmann, Mrs. Herzing, and Mrs. Spotanski on October 4, 2016, and presented to them the full audit report. Mr. Leuty reported that they had audited the financial statements of Mt. Vernon City Schools, District 80 as of and for the year ended June 30, 2016. There were no audit findings relative to the major federal programs of Mt. Vernon City Schools, District 80. Mr. Leuty advised that the district is to be complimented for a job well done, with the audit scoring 3.45, which is at the high end of financial review and only a few points away from financial recognition. Mr. Leuty thanked the District for the cooperation given to Krehbiel and Associates during the audit. Motion by Hollmann, second by Holt to approve the audit as presented. Roll Call: Ayes – Hollmann, Holt, Nunnery, Lee, Zirkelbach, Greathouse, and Reynolds. Nays – None. Motion carried. SUPERINTENDENT’S REPORT PRINCIPAL REPORT – 21ST CENTURY PROGRAM Mrs. Susan Staples, Director of 21st Century Program was introduced by Superintendent Lawrence. Mrs. Staples gave a report on her program. Her report included activities for both Summer School and After School programs. Current enrollment in the kindergarten through 8th grade After School Program is 160 Primary students, 63 J.L. Buford students, and 59 Casey Middle School students. HEAD START UPDATE The September 2016 Head Start update was given by Superintendent Lawrence. Highlighted items included ERSEA (Eligibility, Recruitment, Selection, Enrollment, Attendance), Family Service Specialists, Education, Program Management, and Family Fun Night. Mrs. Lawrence reported upcoming dates for October Program Activities. PARENT TEACHER CONFERENCES Superintendent Lawrence advised that Parent-Teacher Conferences are scheduled for October 20, 2016 and October 25, 2016 from 4:30 p.m. until 7:30 p.m. She noted the District Office will be open until 7:30 p.m. during Parent-Teacher Conference days. STATE PAYMENTS Superintendent Lawrence reported that the state owes District 80 $833,349.88. OLD BUSINESS None. CLOSED SESSION Motion by Lee, second by Nunnery, to enter into closed session for the purposes of hearing information regarding appointment, employment, compensation, discipline, performance or dismissal of specific employees. (5 ILCS 120/(c)(1). Roll Call: Ayes – Lee, Greathouse, Nunnery, Zirkelbach, Hollmann, Holt, and Reynolds. Nays - None. Motion carried. The Board adjourned to closed session at 6:32 p.m. OPEN SESSION The Board returned to open session at 8:04 p.m. PERSONNEL EMPLOYMENT LIST CERTIFIED Motion by Hollmann, second by Greathouse, to employ the following Certified personnel. Alma Mueller as ESL Coordinator for District 80. Susan Cain as Homebound Instructor for 6th Grade Student. Carrie Plummer as Homebound Instructor for 1st Grade Student. Roll Call: Ayes – Hollmann, Greathouse, Nunnery, Lee, Zirkelbach, Holt, and Reynolds. Nays – None. Motion carried. CLASSIFIED Motion by Holt, second by Lee, to employ the following Classified personnel. Armondo Settles as Session Assistant for Mount Vernon Conference. Elizabeth Bradford as Session Assistant for Mount Vernon Conference. Shayla Tracey as Session Assistant for Mount Vernon Conference. Shirley Bravard as Session Assistant for Mount Vernon Conference. Roll Call: Ayes – Holt, Lee, Nunnery, Zirkelbach, Hollmann, Greathouse, and Reynolds. Nays - None. Motion carried. EXTRACURRICULAR Motion by Nunnery, second by Zirkelbach to employee the following Extracurricular employee. Mariah Fleming as JV Girls Basketball Coach at Zadok Casey Middle School. Roll Call: Ayes – Nunnery, Zirkelbach, Lee, Hollmann, Holt, Greathouse, and Reynolds. Nays - None. Motion carried. RESIGNATIONS Motion by Lee, second by Holt to accept the resignations of the following employee. Ryan Maurer as JV Girls Basketball Coach at Zadok Casey Middle School Roll Call: Ayes – Lee, Holt, Nunnery, Zirkelbach, Hollmann, Greathouse, and Reynolds. Nays - None. Motion carried. APPOINTMENT Motion by Lee, second by Nunnery, to appoint Amy Spotanski as Head Start Fiscal Officer as part of her duties as Business Manager for District 80. Roll Call: Ayes – Lee, Nunnery, Zirkelbach, Hollmann, Holt, Greathouse and Reynolds. Nays - None. Motion carried. RETIREMENT Motion by Holt, second by Greathouse, to approve the retirement of Patty Workman at the end of the 2017-2018 school year. Roll Call: Ayes - Holt, Greathouse, Nunnery, Lee, Zirkelbach, Hollmann, and Reynolds. Nays - None. Motion carried. Motion by Holt, second by Greathouse, to approve the retirement of Kevin Alvis at the end of the 2019-2020 school year. Roll Call: Ayes - Hollmann, Lee, Nunnery, Zirkelbach, Holt, Greathouse, and Reynolds. Nays - None. Motion carried. ADJOURNMENT Motion by Lee, second by Greathouse, to adjourn the meeting. Roll Call: Ayes – Lee, Greathouse, Nunnery, Zirkelbach, Hollmann, Holt, and Reynolds. Nays - None. Motion carried.
