MINUTES OF THE REGULAR MEETING OF THE LA SALLE CITY COUNCIL HELD IN THE COUNCIL CHAMBERS, 745 SECOND STREET, LA SALLE, IL. 7:00 P.M., Monday, November 7, 2016
The meeting was called to order at 7:04 p.m.
PLEDGE OF ALLEGIANCE
A moment of silence was held for former City Clerk Fran Baratta who served from 1977-1997 and then served as City Treasurer and whose son works for our Public Works department and also for longtime Mayor Don Baker who both passed away.

APPROVAL OF MINUTES Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting held on Monday, October 24, 2016 are accepted and placed on file. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
PETITIONS Moved by Alderman Herndon and seconded by Alderman Schneider to grant the petition of April Cullifer on behalf of the IVCC Criminal Justice Association to hold a Justice Walk on Saturday, November 19, 2016 beginning at noon at 500 Second Street proceeding to Crosat Street and back with proceeds benefiting Operation Santa. Moved by Alderman Lavieri and seconded by Alderman Duncan to approve the request from George Brewer to place a dumpster in the street in front of 1570 Illinois Street beginning November 11, 2016 for three to five days. Voice vote, all ayes. Motion carried.
Moved by Alderman Lavieri and seconded by Alderman Ptak to approve the request of Chad Gilbreth for a Solicitor’s Permit to go door-to-door on behalf of Edward Jones as long as “no solicitation” signs are respected. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
Moved by Alderman Schneider and seconded by Alderman Herndon to grant the request from Rephil’s/Carrie-All Inc. for a 2016 Raffle License. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
Moved by Alderman Duncan and seconded by Alderman Schneider to grant the request of ATT to break ground in the east ROW of Murphy Drive at Progress Pkwy, dig up existing buried 3’ x 3’ HH to access. From existing buried HH bore west placing 85’ of 2” IPP. At the end of bore place (1) 30” x 48” x 36” HH 750 over customers’ existing 4” pipe out of the ROW. Each and every alderman has a copy. Alderman Ptak gave notice that the City Council will hold a Special Meeting on Wednesday, November 9, 2016 at 8:00 p.m. for the purpose of discussion and potential action regarding the City of La Salle taking action in regard to purchasing and/or otherwise acquiring title to the property commonly known as 540 First Street within the City of La Salle, including, but no limited to, potential consideration and action on motions, ordinances and/or resolutions related thereto and to related matters. Mayor Grove stated that this is being done in order to provide the required 48 hour notice to the press and the public. Attorney McPhedran stated for the record that the legal description for this property is Lots 2 and 3 Block 130 in the Original Town now City of La Salle. This property is also known as the Vendome or former Elks Club.
REPORT OF CITY OFFICERS Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Annual Treasurer’s Report of the City of La Salle for Fiscal Year Ending April 30, 2016. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.
COMMUNICATIONS Clerk Brown read a thank you from Illinois Valley Animal Rescue regarding the city’s recent donation.
OLD BUSINESS Moved by Alderman Ptak and seconded by Alderman Herndon to approve, pay, and place on file Pay Estimate #1 to Universal Asphalt & Excavating Inc. for the 2016 Sidewalk Improvements totaling $78,336.90. NEW BUSINESS Alderman Schneider, on behalf of La Salle Little League Executive Board, expressed thanks to the Mayor, Jeff Bumgarner and his crew, as well at the Parks and Recreation department for the help with the oldest diamond at Hegeler Park and repairs made to the bathrooms.

COMMENTS Mayor Grove thanked all who assisted with the Hometown Halloween celebration including LPAC, City Businesses, City Employees and the Ax Church. Mayor reminded everyone that Miracle on First will take place on December 3, 2016 with our Celebration of Lights at Rotary Park opening on Tuesday, November 22, 2016. Small Business Saturday is scheduled for November 26, 2016. Mayor Grove thanked the Public Works department for their efforts with leaf pick-up which will continue until the first weekend of December.
Alderman Herndon stated that he has received several calls from residents who were not aware of the location of our drop off box in the alley for water bills. Previously, there was a drop off box inside the Police Station vestibule. With the Police Department no longer being open after hours, many do not know about the drop box behind the building. Finance Director Duncan stated that he intends to put a note in the next water bill stating the various ways bills can be paid which includes on-line bil pay, the hours City Hall is open, and the location of the drop box. The Mayor asked that a laminated sign be put on the Police Department door notifying the public of the drop box location. The Mayor reminded the public that the police call box can be used for any reason, not just emergencies.
Andy Bacidore thanked his department for the great job in the recent controlled burn of the old Rainbow Tap on Third Street.
Alderman Reynolds encouraged everyone to get out and vote. There were no comments from the public.
7:20 p.m. Moved by Alderman Herndon and seconded by Alderman Reynolds to exit regular session and enter into Executive Session Regarding pending and/or potential imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, appointment, performance and/or compensation of non-union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-3,5,6,and 11 thereof.
