The city of Waterloo Zoning Board of Appeals met Oct. 20 to review special use permit requests.

MINUTES OF THE ZONING BOARD OF APPEALS
MEETING HELD ON OCTOBER 20, 2016
The meeting was called to order by Chairman Ken Hartman at 7:35 PM.
Roll call was taken: Present: Mueller, Hagenow, Boothman, Loerch, Kaempfe, Gibbs and
Hartman.
Chairman Hartman asked if there were any additions or corrections to the minutes of the
September 15, 2016 meeting. Mueller mentioned that under Petition Z-16-09-01 his first name is
spelled wrong. It should be “Allan” not Allen. A motion was made by Kaemfpe and seconded by
Mueller to approve the amended minutes of the September 15, 2016 as amended. Motion carried.
The Chairman asked if there were any citizens to address the Zoning Board of Appeals. There
were none.
The Chairman also asked if there were any corrections or deletions to the agenda. There were
none.
OLD BUSINESS:
The Chairman asked if there was any old business. There was none.
PETITIONS:
Z-16-10-01 Review and Comment on proposed Special Use Permit for a Home
Occupation at 628 Timberline Drive by Mr. J. Andrew Glessner to operate a Firearms
Brokerage Service.
Mr. John Andrew Glessner, petitioner, was present to speak on behalf of this petition, and Mr.
Glessner presented the postal notification receipts to the Zoning Administrator. The Zoning
Administrator commented that the public notice for this petition was published in the Waterloo
Republic Times on October 5, 2016. Mr. Glessner stated that his father recently retired, and he
would like to fill his father’s role as a firearms dealer. The Zoning Administrator mentioned that
the Planning Commission heard this petition at their October 10, 2016 meeting and gave the
petition a favorable recommendation.
Motion was made by Kaempfe and seconded by Boothman to recommend approval for a
Special Use Permit for a Home Occupation at 628 Timberline Drive by Mr. J. Andrew
Glessner to operate a Firearms Brokerage Service.
Members voted as follows: YES – Mueller, Hagenow, Boothman, Loerch, Kaempfe, Gibbs
and Hartman.
Motion carried.
Z-16-10-02 Review and Comment on proposed Expansion of a Special Use Permit and
an Area Bulk Variance from Michael Schneider on behalf of the Immanuel Lutheran
Church for a Building Addition.

Mr. Mike Schneider, petitioner, was present to speak on behalf of this petition, and Mr.
Schneider presented the postal notification receipts to the Zoning Administrator. The Zoning
Administrator commented that the public notice for this petition was published in the Waterloo
Republic Times on October 5, 2016. Mr. Schneider stated that the Immanuel Lutheran Church
would like to add on to their sanctuary, creating a narthex area with accessible restrooms, a
lobby, a social area and coat room. The addition would also include a covered drop-off entrance.
Currently, members with mobility challenges are dropped off at the curb, travel about twentyfive
(25) feet and enter a side door, in order to use a chair lift to enter the church. The proposed
drop-off area would connect to the existing alley and Hoener Street. Zoning regulations require a
setback of fifty (50) feet from the center of the street. The proposed building addition complies
with the setback requirement, however, the roof and columns of the covered drop-off addition
extends beyond the setback requirement. The columns are within ten (10) feet of the street. The
Zoning Administrator mentioned that the Planning Commission heard this petition at their
October 10, 2016 meeting and give the petition a favorable recommendation.
Motion was made by Gibbs and seconded by Mueller to recommend approval to the
Expansion of a Special Use Permit and an Area Bulk Variance from Michael Schneider on
behalf of the Immanuel Lutheran Church for a Building Addition.
Members voted as follows: YES – Mueller, Hagenow, Boothman, Loerch, Kaempfe, Gibbs
and Hartman.
Motion carried
