Mount Vernon CSD implements smarter lunch plans

The Mount Vernon City Schools, District 80 Board of Education met Nov. 9 to implement smarter lunch plans.

Here are the meeting's minutes, as provided by the board:

November 9, 2016

The Mount Vernon City Schools, District 80 Board of Education met in a regular meeting on Wednesday, November 9, 2016, at the Board of Education Office, 2710 North Street, Mt. Vernon, Illinois, at 6:00 p.m. President Matt Reynolds called the meeting to order at 6:02 p.m. The following board members answered roll call: Jaymie Nunnery, Brishanta Lee, Cindy Zirkelbach, Lora Greathouse, Merle Hollmann, Matt Reynolds. Board members absent: Cleo Also present were: Travis Morse – Register News, Shawn Singleton - Sentinel, Ashley Hoffman – U of I Extension , Nancy Herzing, Amy Spotanski, Keven Meyer - FGM, James Rippy - CCJC, Dan Black – CCJC, Bob Shaw – CCJC, Don Bounds – CCJC, Scott Williams, Mary McGreer, Superintendent Aletta Lawrence, Assistant Superintendent Ryan Swan, and Connie Knowles, recorder.

AUDIENCE TO VISITORS President Reynolds asked if anyone would like to address the Board. No one wanted to address the Board.

SCHOOL BOARD MEMBER APPRECIATION RESOLUTION Superintendent Lawrence read a resolution in Recognition of November 15, 2016 as School Board Member Day. She expressed appreciation to the board and the professional manner in which they contribute to the success of District 80.

CONSENT AGENDA President Reynolds stated that the following items would be placed on the Consent Agenda: Minutes of October 12, 2016 meetings, Approval of Bills, Treasurer’s Report, Budget Report, Disposal of Closed Session Tape (February, 2015), American Education Week (November 16- 20) Library Circulation Report, Illinois State Report Card, Cedarhurst Craft Fair, First Viewing of updated policies – Head Start.

Motion by Hollmann, second by Nunnery to approve all of the above items under the Consent Agenda, as presented.

Roll Call: Ayes – Hollmann, Lee, Zirkelbach, Greathouse, Nunnery, and Reynolds.

Nays - None. Absent Cleo Holt. Motion carried.

SUPERINTENDENT’S REPORT

HEALTH/LIFE/SAFETY The results of the Health/Life/Safety Inspection conducted by FGM were reviewed.

Kevin Meyer of FGM gave an overview of the inspection and answered questions. A large part of the findings at the buildings were the need for electrical upgrades mostly due to the age of the structures.

SMARTER LUNCHROOM MOVEMENTS Ashley Hoffman from the University of Illinois Extension Office gave an informative presentation of the Smarter Lunchroom Movement to be implemented in our school cafeterias. The mission of the Smarter Lunchrooms Movement is to equip school lunchrooms with evidence based tools that improve the eating behaviors in children and thus improve the health of children.

HEAD START UPDATE The October 2016 update was given by Head Start Policy Council Representative, Akeelia Nabors. Highlighted items included ERSEA (Eligibility, Recruitment, Selection, Enrollment, Attendance), Social Services – Red Ribbon activities, Family Service Specialists (Parent Support Group held in partnership with American Heart Association), School Readiness and Data Collection, Mental Health, Disabilities, Education (Fire Safety and a trip to Marlow’s Pumpkin Patch), and the Fall party. The Policy Council governing board sought action, contingent upon approval of Policy Council, on the ERSEA Plan, Standards of Conduct, and Impasse Procedure. Ms. Nabors reported upcoming November events on the calendar for Head Start.

PRINCIPAL REPORT – ZADOK CASEY MIDDLE SCHOOL Mary McGreer, Principal, and Scott Williams, Assistant Principal of Zadok Casey Middle School were introduced by Superintendent Lawrence. The demographics, athletics/clubs/organizations, and new staff members at Casey were reported by Mrs. McGreer, while Mr. Williams reported on school safety and security. School spirit, outside resources, and citizenship/stewardship was noted as a focus at Casey Middle School.

MOUNT VERNON CITY SCHOOLS FOUNDATION Mrs. Lawrence advised that the 2016/2017 Foundation Grant winners are: Jodi Brookman-Girvan, Kathleen Winchester, Ashley Moore, Margie Schwartz, Janet Sinks, Sara Wiggins, Michele Harpole, Chelsey Duncan, Megan Taylor, and Kelsei Green.

PARENT-TEACHER CONFERENCES Parent Teacher conferences were held on October 20 and October 25, 2016. Mrs. Lawrence gave an update regarding the conferences.

STATE PAYMENTS Mrs. Lawrence gave an update. The amount due from the State as of October 31, 2016 is $1,206,988.37.

NEW BUSINESS

RESOLUTION REGARDING ESTIMATED AMOUNTS NECESSARY TO BE LEVIED FOR THE YEAR 2016

The resolution regarding estimated amounts necessary to be levied for the year 2016 is enclosed. State law requires that the resolution to levy local property taxes be adopted at least 20 days prior to the extension of the levy. The 2016 levy must be filed with the County Clerk in December, 2016. We are a tax-cap county, and we will not be able to access any amount over what is allowable by law.

Motion by Hollmann, second by Lee, to adopt the Resolution regarding estimated amounts necessary to be levied for the year 2016.

Roll Call: Ayes – Hollmann, Lee, Nunnery, Zirkelbach, Greathouse, and Reynolds.

Nays – None. Absent – Holt. Motion carried.

CLOSED SESSION Motion by Lee, second by Zirkelbach, to enter into closed session for the purposes of hearing information regarding appointment, employment, compensation, discipline, performance or dismissal of specific employees. (5 ILCS 120/(c)(1) and Security Procedures and the Use of Personnel and Equipment to Respond to an actual, a Threatened, or a Reasonably Potential Danger to the Safety of Employees, Students, Staff, the Public, or Public Property (5 ILCS 120/2(c)(8).

Roll Call: Ayes – Lee, Zirkelbach Greathouse, Nunnery, Hollmann, and Reynolds.

Nays - None. Absent – Holt. Motion carried.

The Board adjourned to closed session at 7:50 p.m.

OPEN SESSION The Board returned to open session at 9:27 p.m.

EMPLOYMENT LIST

TRANSFERS Motion by Hollmann, second by Greathouse, to transfer the following classified personnel.

Lisa Burke from Part-Time Early Childhood Individual Aide/Part-Time Early Childhood ABA Aide at Dr. Andy Hall Early Education Center to Individual Aide at Dr. Nick Osborne Primary Center.

Roll Call: Ayes – Hollmann, Greathouse, Nunnery, Lee, Zirkelbach, and Reynolds.

Nays - None. Absent – Holt. Motion carried.

LETTER REMOVED Motion by Lee, second by Hollmann, to revisit, in one year, a request by an employee to have a letter removed from their personnel file, as presented.

Roll Call: Ayes – Lee, Hollmann, Nunnery, Greathouse, Zirkelbach, and Reynolds.

Nays - None. Absent – Holt. Motion carried.

ADJOURNMENT Motion by Greathouse , second by Nunnery, to adjourn the meeting.
