Columbia City Council abates levies taxes

The Columbia City Council met Dec. 19 to abate and levy taxes.

The Columbia City Council consists of the mayor and eight aldermen, who are elected to serve four-year terms. The council meets at 7 p.m. on the first and third Mondays of each month at City Hall, 208 S. Rapp Ave.

Cal To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

The minutes of the Regular City Council Meeting held Monday, December 5, 2016 were submitted for approval.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Agne, to approve the minutes of the Regular Meeting of the City Council held Monday, December 5, 2016 as on file at City Hall. Motion Passed 6 to 0.

1. Resolution No. 14-2016 - CDAP Loan to Sunset Overlook, LLC

Motion: It was moved by Alderman Huch, and seconded by Alderman Niemietz, to approve Resolution No. 14-2016, a resolution authorizing a Community Development Assistance Program (CDAP) Revolving Loan to Sunset Overlook, LLC. Motion Passed 6 to 0.

City Engineer/Public Works The report of the City Engineer was presented to the Council.

Finance

1. Vouchers ?? Be Paid

Motion: it was moved by Alderman Huch, and seconded by Alderman Martens, to authorize the payment of vouchers received through December 15, 2016 in the amount of five hundred sixteen thousand, seven hundred eighty-three dollars and seventy-four cents ($516,783.74). Motion Passed 6 to 0.

Motion: It was moved by Alderman Huch, and seconded by Alderman Martens, to approve Ordinance No. 3294, an ordinance authorizing the issuance of General Obligation Bonds, Series 2016, of the City of Columbia, Monroe and St. Clair Counties, Illinois, and providing the details of such bonds and for the levy of Direct Annual Taxes to pay such bonds, and related matters. Motion Passed 6 to 0.

The report of the City Administrator was presented to the Council.

1. Ordinance No. 3295 - Abate Certain Taxes

Motion: It was moved by Alderman Reis, and seconded by Alderman Huch, to approve Ordinance No.3295, an ordinance to abate certain taxes of the City of Columbia, Monroe and St. Clair Counties, Illinois. Motion Passed 6 to 0.

2. Ordinance No. 3296 - Tax Levy for Fiscal Year Ending April 30, 2017

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve Ordinance No. 3296, an ordinance levying the taxes for the fiscal year ending April 30, 2017. Motion Passed 6 to O.

4. Purchasing Agreement with Outdoor Warning Consulting, LLC for Omni Directional Sirens

and Related Equipment

Motion: It was moved by Alderman Huch, and seconded by Alderman Martens, to accept the recommendation of the City Administrator and authorize the Mayor to sign a Purchase Agreement with Outdoor Warning Consulting, LLC for the purchase of Omni Directional Sirens, and related equipment at a cost of $127,784.00. Motion Passed 6 to 0.
