Waterloo City Council considers amending ordinances

The Waterloo City Council met Jan. 3 to consider amending ordinances.

Here are the meeting's minutes, as provided by the council:

The Waterloo City Council, along with the mayor, approve all ordinances, resolutions and contracts with the city. The mayor and city council also review any programs to meet community needs. In addition, the council oversees the financing of city operations, approves appointments to various city boards and commissions, liaisons with other government agencies, and responds to the concerns of community groups and citizens.

MINUTES OF THE CITY COUNCIL MEETING JANUARY 03, 2017

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham,

Darter, Frederick and Heller. Alderman Row was absent.

3. Pledge of Allegiance led by Mayor Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Frederick to approve December 19, 2016 7:30 p.m. City Council Meeting Minutes. Motion passed unanimously to approve the minutes with Alderman Darter, Frederick, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items.

None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

Collector Kennedy reported on the increase which will appear on the water charges due to an increase by the State of Illinois.

B. Report of Treasurer.

No report.

C. Report of Zoning Administrator.

Administrator Nagel reported the Zoning Board will meet the 2nd Thursday of this month. He also distributed the report of building permits issued year to date 12/31/16.

D. Report of Director of Public Works.

Director Tim Birk reported on the water break on Grand Avenue Sunday.

E. Report of Chief of Police.

No report.

F. Report of City Attorney.

No report.

G. Report and Communication by Mayor.

Introduction and Swearing in of new City of Waterloo Police Officer, Mr. Daniel Pittman. Patrolman Pittman was sworn in by City Clerk, Barbara Pace. Chief of Police Michael Douglas welcomed Officer Pittman.

8. Report of Standing Committees.

No report.

9. Report of Special Committees.

Mayor Smith reported the New Year’s Eve celebration at the bandstand was attended by a crowd of over a 150 people. All participated in playing Auld Lang Syne on their kazoos.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1708 Amending the City of Waterloo, Illinois, Revised Code of Ordinances, Chapter 38 Utility Systems, Article IV Water Code, Section 38-4-36(A)(B)(C) Water Rates. Motion made by Alderman Trantham and seconded by Alderman Hopkins to approve Ordinance No. 1708 Amending the City of Waterloo, Illinois, Revised Code of Ordinances, Chapter 38 Utility Systems, Article IV Water Code, Section 38-4-36(A)(B)(C). Discussion. Collector Kennedy explained the increase in the City water bills is due to the Illinois American water increase. Motion passed unanimously with Aldermen Trantham, Darter, Frederick, Heller, Notheisen, Thomas, and Hopkins voting yea.

11. Unfinished Business.

None.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 549.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Warrant No. 549. Motion passed unanimously with Aldermen Darter, Frederick, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Sale of a 1999 Dodge Ram 2500 Pickup Truck, from the Bid Opening held on 12-22-16, 10:00 a.m., to the Highest Bidder in the Amount of $400 from John Luecking. Motion made by Alderman Hopkins and seconded by Alderman Frederick to approve the sale of a 1999 Dodge Ram 2500 Pickup Truck, from the bid opening held on 12-22-16, 10:00 a.m., to the highest bidder in the amount of $400 from John Luecking. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Frederick, Heller, Notheisen and Thomas voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Notheisen announced the Garden Club will meet Tuesday on the second floor of City Hall. The host will be the Picky Bee honey producers which will be informative.

Alderman Hopkins reported the roundabout (Route 156) is being completed and is very impressive and a nice addition.

Mayor Smith and the Aldermen wished everyone a Happy New Year.

14. Motion to Adjourn. Motion made by Alderman Heller and seconded by Alderman Notheisen to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:40 p.m.
