Village of Hanna City Council met March 7.

Here is the minutes as provided by the Council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on March 7, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb. No council members were absent.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE FEBRUARY 21, 2017. ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OFSAID MEETING. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Ms. Sandy Roberts discussed late fee reimbursement due to not receiving a bill. She requested removal of all penalty charges and questioned the policy on owner responsibility of utility bills. Mayor Hartline quoted the ordinance and agreed to remove the 5% penalty but not the $15.

City Administrator Guined updated the council on the following projects: 1) Progress of 623 E. High St. demolition, 2) 209 W. Vienna St. demolition, 3) PreBid and site visit at the Anna City Park on 3/7/17 with Bid Opening on 3/16/17, 4) Main St. project is in Phase 3 which includes LaFayette, Washington, & Davie with Bid Opening on 3/22/17.

Fire Captain Rich Elliott turned in his resignation due to health issues. City Administrator Steve Guined thanked him for all his Service.

City Administrator Steve Guined informed the council that he spoke with Brandon

Craig regarding SIBSA Summer concession stand.

Police Chief Michael Hunter discussed the vandalism at the Anna City Park and gave bid information on cameras at the park. Chris Clark gave a bid of 2

standalone units with 8 cameras with no installation of $2500-$3000. Tech Guys gave a bid of 1 standalone unit with 8 cameras with installation of $4400. City Administrator Steve Guined explained how the system would work. Mayor Hartline instructed Chief Hunter to continue looking to the process.

City Attorney John Foley discussed the Paige Estate Subdivision. A plat was provided with road construction and other issues to be resolved at a later date. City Administrator Steve Guined explained the Subdivisions Ordinance requirements and Zoning Permits.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE 209 W. VIENNA ST, DEMOLITION BID TO TERRA PRO EXCAVA TING FOR SI 500. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE TO HIRE LAUREN LENCE FOR THE POSITION OF GENERAL CLERK. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be RESOLVED TO APPROVE A PARK USAGE APPLICATION FOR UNION COUNTY ALLIANCE OF CHURCHES NATIONAL DAY OF PRAYER ON MAY 4, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Commissioner Bierstedt discussed the issue of El Jalapeno getting a Liquor License for their patio and stated the construction is progressing.

Commissioner Bierstedt discussed the 4" of July events in the park and the specifics of the ordinance regarding alcohol consumption at the park.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS ACOUISITION OF PROPERTY AND PENDING LITIGATION. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF MARCH 7, 2017 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO AUTHORIZE MAYOR HARTLINE, CITY ADMINISTRATOR STEVE GUINED, AND CITY ATTORNEY JOHN FOLEY TO NEGOTIATE THE BEST POSSIBLE SETTLEMENT DEAL IN THE R.A. V. E. LA WSUIT. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF MARCH 7, 2017 BE ADJOURNEDAT 7: 10 PM. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
