Anna City Council met April 18.

Here is the minutes provided by the Council:

The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Steve Hartline. Commissioner David Isom was absent.

The FY 2017-18 Annual Budget hearing was open for public comment with no public comments.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be Resolved that the Special Session of the Anna City Council Meeting of April 18, 2017 Be Adjourned At 4:45 PM. A Vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on April 18, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb. Commissioner David Isom was absent.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved to Approve the March 21, 2017. Anna City Council Regular Session Minutes as Submitted as the Official Minutes Ofsaid Meeting. A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Budget Officer Steve Guined previously submitted a Financial Report as of March 31, 2017 for council review.

City Administration Steve Guined updated the council on the following projects. 1) The work on the tennis and basketball courts at the park has begun. The estimated completion is mid June. 2) The concession stand in the park has been torn down and work is progressing. The proposed completion is July 31, 2017. 3) E.T. Simonds is set to start paving downtown on LaFayette, Washington, and W. Davie.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be Resolved To Pay All Approved Bills. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined discussed the three insurance proposals submitted to the FY 2017-18.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve City Of Anna Property Liability Insurance Fy 2017-18 Bid To Consolidated Insurance. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined discussed the following additional insurance proposed by Consolidated Insurance. 1) Increasing Umbrella Coverage 2)Back Wages Coverage 3) Increasing the Impound Vehicle limits to $30,000, 4) Adding Terrorism and Cyber liability.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved to Approve the Additonal Liability Insurance Recommended by Consolidated Insurance with a Estimated Cost of $10,042. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved to Approve the Downtown Improvement Project Bid. E. Tsimonds Construction For $84, 737.37. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be Resolved to Approve Resolution 2017-10 U.S. Specialty/Tokyo Marine Settlement. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Kamp that it be Resolved To Approve Resolution 2017-Ii

Mayoral Appointments. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp,

Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be Resolved To Approve Resolution 2017-12 Fy 2017-18 Part-Time Salaries. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve Resolution 2017-13 Financial Institution Authorization For A-J National Bank. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bierstedt that it be Resolved to Approve Resolution 2017-14 Financial Institution Authorization for Anna State Bank. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Resolution 2017-15; Page Estates Preliminary Plat Approval was tabled.

Resolution 2017-16. Page Estates Subdivision Agreement was tabled.

Resolution 2017-17; Page Estates Final Plat Approval was tabled.

City Administrator Steve Guined discussed the proposed utility rates ordinance, with no increases for gas, water, and trash at this time. He explained the possibility of rate increase in August for water and trash, once prospective new contracts were submitted to the city. Effective May 1, 2017 the Sewer rates will be increased by 2.9%.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Kamp that it be RESOL Ved To Approve Ordinance 20i7-0i Utility Rates. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve Ordinance 2017-02 Fy 2017-18 Annual Operating Budget. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

No action was taken on the Daniel Page Building Permit

No action was taken on the Daniel Page Utility Tap Application

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be Resolved To Approve Zoning Permit For Lincoln School Submitted By Lunsford Architects At I08 Warrenstand Waived Building Permit Application Fees. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined discussed the letter submitted by Superintendent Chuck Goforth for road closure during the construction on Lincoln School.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved to Direct City Administrator Steve Guined to Assist Lincoln School With The Road Closure During Construction. A. Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be RESOL Ved to Approve a Park Usage/Street Closure Application Forjdrf Walk on May 5, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be RESOL VED to Approve a Park Usage/Street Closure Application for Anna District 37 Year End Field Trips On May 22, 23 & 24, 2017. A Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Code Enforcement Officer Rider submitted a monthly update.

Police Chief Hunter submitted a monthly stats report and stated he would have a update on the cameras in the future.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Enter Closed Session To Discuss Pending Litigation And Annual Review Closed Session Minutes. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Exit Closed Session. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve The Closed Session Minutes Of April 18, 2017 As Previously Read As The Official Closed Session Minutes Of Said Meeting. A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt,

Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve To Leave Closed Session Minutes Closed For April 2016 TO MARCH 2017. A vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined and Attorney Tim Denny explained the Subdivision process to Daniel & Amanda Page, specifically the preliminary plat approval process. Daniel decided not to submit the proposed plat for approval. The Page's will return after they obtain a preliminary plat.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved That The Regular Session Of The Anna City Council Meeting Of April 18, 2017 Be Adjourned AT 7:45 PM. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

The Anna City Council met in special session at the Anna City Hall at 12:00 p.m. on April 25, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Steve Hartline.

Attorney Tim Denny discussed the Page Preliminary Plat and Subdivision agreement for Daniel & Amanda Page. Tim explained J.T. Blankenship Engineering reviewed and their concerns.

The Page's signed the Preliminary Plat and Subdivision agreement to proceed. With the Zoning permit and Utility taps to be approved after the final plat.

A motion was made by Commissioner Bierstedt and seconded by Mayor Hartline that it be Resolved To Approve Resolution 2017-15 Approving The Preliminary Plat And Subdivision Agreement Presented By Daniel & Amanda Page And Tom & Tracey Smith, For The Creation Of Page Estates. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be Resolved That The Special Session of The Anna City Council Meeting Of April 25, 2017 Be Adjourned at 12:20 PM. A. Vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
