Pinckneyville City Council met March 27.

Here is the minutes provided by the Council:

Roll Call:

Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Sammy D. Peradotta, David M. Stone, William B. Stotlar and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. There were no changes to the agenda and Mayor Spencer then announced that the agenda was set. Administrative staff present: City Clerk Larry S. West, City Attorney Donald Bigham, City Treasurer Arthur Reese, Police Chief John Griffin, and Fire Chief James Gielow.

The Pledge of Allegiance was led by Commissioner David M. Stone.

Previous Minutes:

Motion by Commissioner Hicks, seconded by Commissioner Stone to approve the minutes of the regular meeting of March 13, 2017. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Treasurer’s Report:

Treasurer Reese stated that total payroll was up $22,797.02 over last year. Total payroll hours were up 1,365.15 over last year but overtime hours were down 147 hours over last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Accounts Payable:

Commissioner Stotlar made a motion to approve accounts payable. The motion was seconded by Commissioner Stone. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Correspondence:

Commissioner Hicks announced the Fireman’s Association is holding their annual fish fry on April 14, 2017 from 11:00 a.m. to 2:00 p.m. This is the primary benefit activity to raise money for the fire department. A certificate of insurance has been provided to the city. The Knights of Columbus will be helping again this year and the fish fry will held at the KC hall. The bar area will be closed and no alcohol will be served.

Clerk West reported that he had received correspondence from Ameren Illinois that they will be trimming trees in the area in the near future. He has a list in city hall of the locations affected.

Perry County Soccer Collection:

Commissioner Hicks informed council that he has a request from the Perry County Soccer for collection of funds around the square and at the four-way stop on April 8, 2017 from 8:00 a.m. until 4:00 p.m. Commissioner Hicks asked Dr. James Denny if this was a first. Dr. Denny responded that no, the organization has done this in the past. New leadership within the organization decided to do the collection again. Commissioner Stone reminded Dr. Denny to have reflective clothing. He responded that Commissioner Peradotta had spoken to him regarding this issue. Commissioner Hicks made a motion to approve the collection of funds. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Ordinance No. O-2017-06 Cannibis and Drug Paraphernalia:

Commissioner Hicks moved to approve Ordinance No. O-2017-06, an ordinance prohibiting the possession of cannabis and the possession of drug paraphernalia in the City of Pinckneyville, Perry County, Illinois. He explained that this ordinance was necessary to be in compliance with SB 2228 which was signed into law on July 29, 2016 by Governor Rauner. Attorney Bigham stated this ordinance brings the city in compliance with state law. He has checked with the Judge and the Circuit Clerk and the ordinance is ready for action. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Ordinance No. O-2017-07 Amending and Replacing Ordinance No. O-15-07:

Commissioner Hicks introduced Ordinance No. O-2017-07, an ordinance amending, replacing, and superseding Ordinance No. O-15-07 entitled “An Ordinance Establishing Administrative Fee on Towed Vehicles in the City of Pinckneyville, Perry County, Illinois.” He said this ordinance is related to Ordinance No. O-2017-06. Ms. Beth Boling asked how it was related. Attorney Bigham said that the city had to change the ordinance to be in compliance with the new state law and to make the towing ordinance enforceable. Commissioner Hicks made a motion to approve Ordinance No. O-2017-07. Commissioner Stotlar seconded the motion. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

None.

Adjournment:

Commissioner Hicks made a motion to adjourn the regular meeting. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried and the regular meeting was adjourned at 6:14 p.m.
