Pinckneyville City Council met March 13.

Here is the minutes provided by the Council:

Roll Call:

Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 6:03 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Sammy D. Peradotta, David M. Stone, William B. Stotlar and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. There were no changes to the agenda and Mayor Spencer then announced that the agenda was set. Administrative staff present: City Clerk Larry S. West, City Attorney Donald Bigham, City Treasurer Arthur Reese, Police Chief John Griffin, and Fire Chief James Gielow.

The Pledge of Allegiance was led by Commissioner David M. Stone.

Previous Minutes:

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to approve the minutes of the regular meeting of February 27, 2017. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Treasurer’s Report:

Treasurer Reese stated that unrestricted funds at the end of February, 2017 was $431,897.72 which is $31,165.39 higher than last year. However, it is $418,167.35 less than two years ago. Ms. Beth Boling asked how much the state owes the city. Clerk West replied they owe $836,837.83. Mayor Spencer reported that the Governor’s office called and that we can expect another payment. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Stone. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Accounts Payable:

Commissioner Stotlar made a motion to approve accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Correspondence:

Commissioner Stotlar stated that the capital campaign for the pool repairs has been kicked off. The campaign is off to a good start. Clerk West reported that Ms. Alexis Rice, a junior at Pinckneyville Community High School, developed a logo for the effort. He displayed the logo for council and the audience. He then told all how to make donations to the pool repair effort.

Perry County Humane Society Collection:

Commissioner Hicks informed council that he has a request from the Perry County Humane Society for collection of funds around the square and at the four-way stop On October 21, 2017 from 8:00 a.m. until 4:00 p.m. Ms. Michelle Eisenhauer, board member and volunteer for the Humane Society said that the organization runs solely off of donations. They recently had to increase the adoption fees for shelter animals. The roadblock is profitable and will help them make it through the winter months when adoption of animals slows. Commissioner Peradotta asked if they have bright vests to wear. Ms. Eisenhauer said that they have their own vests and all volunteers will be over 18 years old. Commissioner Hicks made a motion to approve the collection of funds. The motion was seconded by Commissioner Stone. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Heroes and Handcuffs 5k Run:

Commissioner Hicks stated he has received a request from Heroes and Handcuffs to hold their second annual 5K runs on the streets of the city on June 17, 2017. Ms. Bailey Lee, of the organization, said this is the second year for this event and is profitable for them. They draw participants from all over. She stated that they would need a little assistance from the police. Commissioner Hicks made a motion to approve the event. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Request to Close Ballpark Road:

Commissioner Hicks reported he has received a request from Mr. Jamie Benbrook to close Ballpark Road on April 7, 2017 from 5:30 p.m. until 11:00 p.m.; on April 8, 2017 from 6:30 a.m. until 11:00 p.m.; and on April 9, 2017 from 6:30 a.m. until 6:00 p.m. for a baseball tournament. Mr. Benbrook said this is a fundraiser for the Pinckneyville baseball league. So far, 20 teams have registered to play. The road needs to be closed for the safety of the participants and the fans. He stated they do have proof of insurance. Pinckneyville Junior Baseball will run the concessions. Commissioner Peradotta clarified how people would be able to enter the park. Ms. Boling asked if there would be an admission fee. Mr. Benbrook responded no, but they would accept donations in the amount of $5.00. The participants are kid’s age 9-12 years of age. Commissioner Hicks made a motion to approve the request. Commissioner Stotlar seconded the motion. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

St. Paul’s UCC 5k Run/Walk:

Commissioner Hicks said he has received a request from St. Paul’s United Church of Christ to host a 5K run/walk through the city streets on May 20, 2017. Ms. Rhonda Shubert said the proceeds would help fund their mission trip. She stated that the group has done this in the past and that no police assistance would be necessary. Commissioner Hicks made a motion to approve the request. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Ordinance No. O-2017-06 Possession of Cannibis and Drug Paraphernalia:

Commissioner Hicks tabled this ordinance.

Ordinance No. O-2017-02 Vacating Alleyways

Commissioner Peradotta explained where the three locations of the alleyways to be vacated. He then made a motion to approve Ordinance No. O-2017-02, an ordinance placed on file at the February 27, 2017 meeting to vacate certain streets and alleyways within the City of Pinckneyville, Perry County, Illinois. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Purchase of a New Slide at the City Pool:

Commissioner Stone made a motion to approve the purchase of a new slide from Poolzoom at a price of $18,249.89. He said the funds were available from a donation by The Foundation for Pinckneyville. He complimented the people of the city that are donating funds for pool repairs. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried.

Ordinance No. O-2017-04 Intergovernmental Agreement with Hospital:

Commissioner Peradotta moved to approve Ordinance No. O-2017-04, an ordinance as placed on file at the February 27, 2017 city council meeting approving and authorizing an intergovernmental agreement between the City of Pinckneyville and the Pinckneyville Community Hospital District. The motion was seconded by Commissioner Stotlar. When Mayor Spencer asked for discussion on the matter, Mr. George Culley asked to be recognized. Mr. Culley asked that the city strike paragraphs A, B, C, and D on page four and paragraphs E, F, G, and H on page five of the agreement. Mr. Culley would like the city to donate the property to him so he could construct a soup kitchen. He stated the Least of the Brethren feeds numerous people each month. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea to approve the agreement as written. Nays: None. Motion declared carried.

Public Comment:

Mr. George Culley stated the 10th annual food fair would be held March 23, 2017 from 10:00 a.m. until 1:00 p.m. Mr. Jim Beatty asked if the city would notify him of the alley being vacated. Attorney Bigham stated that this will be filed with the County Clerk and he may request a copy.

Adjournment:

Commissioner Hicks made a motion to adjourn the regular meeting. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted Yea. Nays: None. Motion declared carried and the regular meeting was adjourned at 6:37 p.m.
