Anna City Council met May 2.

Here is the minutes as provided by the council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on May 2, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb. No council members were absent.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved to Approve the April 18, 2017. Anna City Council Special Session Minutes as submitted as the Official Minutes of said meeting, A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Webb that it be Resolved to Approve the April 18, 2017. Anna City Council Special Session Minutes as submitted as the Official Minutes of said meeting, A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and Seconded by Commissioner Kamp that it be Resolved to Approve the April 25, 2017. Anna City Council Special Session Minutes as submitted as the Official Minutes of said meeting, A. Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Edward Crowell was not present to discuss his Noise Nuisance issue.

City Administration Steve Guined updated the council on the following projects. 1) The paving on the tennis and basketball courts and parking lots are done at the park. The paving has to cure for 30 days, so estimated time of completion is the first week of June. 2) The work on the concession stand/bathrooms in the park has been delayed due to weather. 3) Josh Ditto with Tech Guy Consulting requested in Writing to be allowed to place radio equipment on the water tower for wireless internet. The council will review his request. 4) E.T. Simonds is set to start paving the third week of June on LaFayette, Washington, and W. Davie.

Union County Fair Board requested that the City Council consider amending the Licuor Ordinance. Terry Henderson and Bill Clutts presented information on the process for times of operation, Serving and controlling of the area. Vendors for the event have not been obtained at this time. Members of the community were present to voice their concerns and to oppose and Support the request. Attorney John Foley reminded everyone that this is a request to amend the liquor ordinance, not a vote

to allow alcohol at the park.

Commissioner Bierstedt reiterated that the event would be in a controlled environment and that he is in Support of amending the ordinance.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Hartline that it be Resolved to Approve Amending Liouor Ordinance 2016-08 to allow a special Use Permit at the Anna City Park. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, and Mayor Hartline voted yea. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb voted nay. Mayor Hartline declared the motion denied.

Union County Fair Board Submitted a building permit at the Anna City Park. The request was tabled pending further discussion with the fair board and Commissioner Kamp.

A motion was made by Commissioner Kamp and Seconded by Commissioner Webb that it be

Resolved to approve a Parking Lot Closure Application for Farmers Market May to October, 2017 at the E, Davie Parking Lot A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved to approve a Street Closure Application for Anna District 37 Year End Carnival on May 22, 2017 on S. Green St from W. Jefferson to W. High. A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Isom that it be Resolved to approve a Park Use/Parking Lot use /street Closure Application for Anna Belle Festival June 9th at W. Davie Parking Lot & Street and June 10th  at City of Anna Park. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Commissioner Bierstedt discussed the concerns of the city cemetery during the 4" of July firework display. Further discussion is to be held at the next council meeting.

Police Chief Hunter reported on the Security camera bids for the city park. Josh Ditto from Tech Guy Consulting gave a wireless camera with recurring cost monthly vs. a standalone camera without recurring cost proposal. Mayor Hartline directed City Administrator Steve Guined and Chief Mike Hunter to work on the Standalone proposal.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be Resolved to Enter Closed Session to. discuss Acquisition of Property and Personnel. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be Resolved to Exit Closed Session. A. Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and Seconded by Commissioner Kamp that it be Resolved to approve the Closed Session Minutes of May 2, 2017 as Previously Read as the Official Closed Session Minutes of said Meeting. A. Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be Resolved that the Regular Session of the Anna. City Council Meeting of May 2, 2017 be Adjourned at 7:35 pm.A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
