I. Call to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

The minutes of the Regular City Council Meeting held Monday, April 3, 2017 were submitted for approval.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the minutes of the Regular Meeting of the City Council held Monday, April 3, 2017 as on file at City Hall. Motion Passed 7 to 0.

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police and the Communication Departments were presented to the Council.

1. Employ Valerie Pape as Temporary Administrative Assistant for Police Department

Motion:

It was moved by Alderman Reis, and seconded by Alderman Niemietz, to accept the recommendation of the Chief of Police and employ Valerie Pape as a temporary Administrative Assistant for the Police Department contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

1. Ordinance No. 3317 - Approval of the Columbia Centre Subdivision Platill Subdivision

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve Ordinance No. 3317, an ordinance approving the Columbia Centre Subdivision Platill Subdivision. Motion Passed 7 to 0.

2. Architectural Approval-Burger King

Motion:

It was moved by Alderman Agne, and seconded by Alderman Niemietz, to accept the recommendation of the Architectural Review Board and approve the architectural plan for the proposed Burger King building. Motion Passed 7 to 0.

3. Ordinance No. 3318-Special Use Permit- Burger King

Motion:

It was moved by Alderman Reis, and seconded by Alderman Martens, to approve Ordinance No. 3318, an ordinance for conditional approval to grant a Special Use Permit for real estate having the Tax identification Number 04-17-481-026-000 for Bart Berneking and Brad Eaton, to allow a Restaurant, Drive-Thru Type in a C-2 (General Business) zoned district. Motion Passed 7 to 0.

4. Ordinance No. 3319-Zoning Code Variances - Burger King

Motion:

It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to approve Ordinance No. 3319, an ordinance to grant Zoning Code Variances to Bart Berneking and Brad Eaton from Chapter 17.44 Off-Street Parking and Loading, Section 17.44.020(F)(7) "Additional Parking Regulations" and Section 17.44.050(B)(1) "Design and Schedule of OffStreet Loading and Unloading Space" for the property having the assigned Tax Identification Number 04-17-481-026-000 to construct a Restaurant, Drive-Thru Type. Motion Passed 7 to 0.

Motion:

6. Special Event Permit Application - #marlaStrong Block Party

Motion:

It was moved by Alderman Martens, and seconded by Alderman Ebersohl, to approve the Special Event Permit Application for #marlaStrong Block Party, as submitted and on file at City Hall. Motion Passed 7 to 0.

E. City Engineer

The report of the City Engineer was presented to the Council.

1. MFT Material Letting Bid Proposals

Mr. Smith informed the Council no bids were received for slag and an alternate material would be discussed at the next committee meeting. Mr. Smith then stated the Council would only be approving MFT Bids for items 3, 4, 5, 6a, 6b, 6c, 6d, 6e, 6f, 7, 7a, and 9.

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Agne, to accept the recommendation of the City Engineer and accept the low bids from Beelman logistics, LLC for items 3, 4, 5, 7, and 7a, the low bids from Concrete Supply of Illinois for items 6a, 6b, 6c, 6d, 6e, and 6f, and the low bid from Don Anderson for item 9 for the MFT Material Letting Bid Proposals as submitted and on file at City Hall. Motion Passed 7 to 0.

F. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Ebersohl, to authorize the payment of vouchers received through April 13, 2017 in the amount of two hundred twelve thousand, six hundred ninety-two dollars and fifty-three cents ($212,692.53). Motion Passed 7 to 0.

2. Resolution No. 2017-06 - Fund Transfer S50,000

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve Resolution No. 2017-06, a resolution directing the Treasurer of the City of Columbia to transfer from the Garbage Fund of the City to the General Corporate Fund of the City the sum of fifty thousand dollars ($50,000). Motion Passed 7 to 0.

3. Resolution No. 2017-07 - Fund Transfer S300,000

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve Resolution No. 2017-07, a resolution directing the Treasurer of the City of Columbia to transfer from the Capital Development Fund of the City to the General Corporate Fund of the City the sum of three hundred thousand dollars ($300,000). Motion Passed 7 to 0.

4. Ordinance No. 3320 - New Fees and Charges for City Services and Business Licenses

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve Ordinance No. 3320, an ordinance to amend Title 18 of the City of Columbia, Illinois Municipal Code to enact fees and charges to be assessed for City Services and Business Licenses in the City for the City's fiscal year commencing May 1, 2017 and until said Title 18 of the City's Municipal Code is again amended by ordinance of the City enacted to change said fees and charges. Motion Passed 7 to 0.

5. Ordinance No. 3321 - Budget for Fiscal Year 2017-2018.

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve Ordinance No. 3321, an ordinance to establish the budget for the City of Columbia, Illinois for the fiscal year of said City commencing May 1, 2017 and ending April 30, 2018. Motion Passed 7 to 0.

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss personnel and collective bargaining as permitted under 5 ILCS 120/2(c)(1) and (2).

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to direct the Mayor to go into Executive Session at 7:20 p.m. to discuss personnel and collective bargaining as permitted under 5 ILCS 120/2(c)(1) and (2). Motion Passed 7 to 0.

Upon return to Regular Session, Aldermen Ebersohl, Agne, Niemietz, Roessler, Reis, Holtkamp, Martens, and Mayor Hutchinson were present. Mayor Hutchinson inquired if there was any action to be taken by the Council as a result of the Executive Session.

It was moved by Alderman Reis, and seconded by Alderman Ebersohl, to accept the recommendation of the City Administrator and approve the side letter between AFSCME Local 2817-2 and City of Columbia, Illinois as discussed and amended in Executive Session. Motion Passed 7 to 0.
