City of Columbia City Council met May 1.

Here is the minutes provided by the Council:

I. Call to Order

Mayor Hutchinson, assisted by Daisy Scout Eleanor C. Bass and Cub Scout Tanner C. Roessler, called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, April 17, 2017 were submitted for approval.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to approve the minutes of the Regular Meeting of the City Council held Monday, April 17, 2017 as on file at City Hall. Motion Passed 7 to 0.

It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve the minutes of the Executive Session of the City Council held Monday, April 17, 2017 as on file at City Hall. Motion Passed 7 to 0.

IV. Report of Departments and Officers

A. EMS

1. Employ Kenneth James, Jr. - Full-Time Paramedic

Motion:

It was moved by Alderman Reis, and seconded by Alderman Martens, to accept the recommendation of Police Chief and EMS Director Jerry Paul and employ Kenneth James, Jr. as a full-time Paramedic, contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

The report of the Community Development Department was presented to the Council.

1. Ordinance No. 3322 - Final Subdivision Plat for Joy View Acres Phase 4

Motion:

It was moved by Alderman Agne, and seconded by Alderman Ebersohl, to approve Ordinance No. 3322, an ordinance for approval of the Final Subdivision Platfor Joy View Acres Phase 4 Subdivision in the City of Columbia, Illinois. Motion Passed 7 to O.

Motion:

3. Ordinance No. 3324 - Amending Municipal Subdivision Code Regarding General Regulations

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Niemietz, to approve Ordinance No. 3324, an ordinance amending Sections 34-3-1(A), 34-3-2(A), and 34-3-2(B) of the City of Columbia Municipal Code regarding General Regulations. Motion Passed 7 to 0.

Motion:

6. Special Event Request-Centennial Scout Fest (Rescheduled)

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve the Special Event Permit for the Centennial Scout Fest as submitted and on file at City Hall. Motion Passed 7 to 0.

C. City Engineer

The report of the City Engineer was presented to the Council.

1. MFT Bid Letting Proposals

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to accept the recommendation for the City Engineer and approve the low bids submitted by Verlan Funk Truck Services for item #1, Wolfmeier Truck Services for item #8, and Mike A. Maedge Trucking, Inc. for item #10. Motion Passed 7 to 0.

2. Pavement Striping Bids

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Reis, to accept the recommendation of the City Engineer and authorize the Mayor to enter into a contract for the 2017 Pavement Striping Bid with Varsity Striping and Construction Company for $16,752.42. Motion Passed 7 to 0.

3. Engineering Agreement with Horner & Shifrin, Inc. (Ghent Road Water Main Replacement)

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Ebersohl, to accept the recommendation of the City Engineer and authorize the Mayor to enter into an Engineering Services Agreement with Horner & Shifrin, Inc. for the Ghent Road Water Main Replacement Project at a cost not to exceed $42,800. Motion Passed 7 to 0.

1. Vouchers to be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to authorize the payment of vouchers received through April 27, 2017 in the amount of two hundred two thousand, one hundred seventy-six dollars and forty-nine cents ($202,176.49). Motion Passed 7 to 0.

Motion:

1. Ordinance No. 3325-Salary of Appointed Officers and Employees

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Niemietz, to approve Ordinance No. 3325, an ordinance to establish the salary/remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the fiscal year of the City commencing May 1, 2017 and ending April 30, 2018. Motion Passed 7 to 0.

2. Ordinance No. 3326- Appointment of Boards, Commissions, and Committees

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Reis, to approve Ordinance No. 3326, an ordinance to provide for the appointment of members of certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the fiscal year of the City commencing May 1,2017 and ending April 30, 2018. Motion Passed 7 to 0.

3. Lease for Temporary Office Space for Special Census Activities

Motion:

It was moved by Alderman Reis, and seconded by Alderman Agne, to adjourn sine die the Regular City Council meeting held Monday, May 1, 2017 at 7:26 p.m. Motion Passed 7 to 0.

IX. Swearing in of Mayor, City Clerk, and Aldermen

Mayor Hutchinson was sworn in by City Clerk Wes Hoeffken.

City Clerk Wes Hoeffken was sworn in by Mayor Hutchinson.

Mayor Hutchinson Swore in Aldermen Ebersohl, Agne, Niemietz, and Roessler.

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to direct the Mayor to go into Executive Session at 7:35 p.m. to discuss personnel as permitted under 5 ILCS 120/2(c)(1). Motion Passed 7 to 0.
