Village of Dix Village Board met February 14.

The Dix Village Board met for a regular session on February 14, 2017 at the Dix Village Hall. President Larry Mooney called the meeting to order at 7:00 pm.
Roll Call: Trustees present- Sean Wilkey, Nana Koenegstein, Mike Ahlf & Brandy Mount. Trustees absent- Kurt Karcher & Samuel Hayes. Officers present: President- Larry Mooney, Village Clerk- Debora Reich & Village Treasurer- Sharon Bean. Officers absent- none.
Meeting opened with prayer and the Pledge of Allegiance.
Motion was made by Mike Ahlf to approve the minutes from January 10, 2017. Second to motion by Brandy Mount. Motion carried 4-0.
Motion was made by Nana Koenegstein to accept the Treasurer’s Report for January 2017. Second to motion by Mike Ahlf. Motion carried 4-0.
Motion was made by Mike Ahlf to approve the payment of bills for January 2017. Second to motion by Brandy Mount. Motion carried 4-0.
Public comments: None
Committee Reports-
Building & Grounds: Flags to be put out on President’s Day at 7 am & to be picked up that evening.
New employees are doing a great job, no problems.
Street & Alley: New fire hydrant has been put in on West Washington St. Need to check with Charlie Burge to see what is being done abut the culvert.
Long Range Planning & Economic Development Committee: Quarterly meeting will be in May.
Business Items:
Item #1 - Lisa Pelczynski of Jam Joey’s Convenience Store addressed the Village Board asking about the possibility of getting a liquor license to sell packaged liquor, because they need the extra income. She asked if the question could be put before the Village residents to let them decide. She also asked what progress was being made towards hiring a police officer for the Village. President Larry Mooney told her that we would have to see what revenues are going to be before we can proceed with that.
Item #2 - Economic Interest papers were distributed and filled out by the board members.
Item #3 - Motion was made by Mike Ahlf to approve Ordinance 2017-01: An Ordinance Establishing a Non-Home Rule Municipal Retailers’ Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax. Second to motion by Nana Koenegstein. Motion carried 4-0.
Item #4 - Motion was made by Sean Wilkey to approve making an extra set of Village Hall & Community Center keys for Dix Water & Sewer Department. Second to motion b Mike Ahlf. Motion carried 4-0.
Item #5 - Motion was made by Sean Wilkey to set the date for the annual Village-wide rummage sale as May 20, 2017. Second to motion by Brandy Mount. Motion carried 4-0.
Item #6 - Motion was made by Mike Ahlf to upgrade the lighting in the Village storage building to LED lights. The building currently has 4 florescent light fixtures. Priced from WinnNelson, LED fixtures would be $126.00 each including bulbs. Second to motion by Brandy Mount. Sean Wilkey amended the motion to, purchase 2 fixtures and install them. If more are needed, those would then be bought. Motion carried 4-0.
Item #7 - Motion was made by Mike Ahlf to again send letters to those within the Village that have inoperable vehicle violations, giving them 90 days to comply before a fine would be imposed per car, according to the Village ordinance. Second to motion by Brandy Mount. Motion carried 4-0.
Item #8 - Miscellaneous:
A.) Municipal update - No write in candidates have filed.
B.) Insurance company inspection on report was passed out to the Village Board.
C.) March agenda needs mowing agreements for the Village Park & right-of-ways.
D.) The Village copier is 6 years old now. We need to consider the possibility of purchasing a new copier. Our contract comes due May 1, 2017. April’s agenda will carry more info on it.
E.) Max Wilson brought up the fact that 2 trees in the park are dead and need to be removed. He asked permission to cut them down. President Larry Mooney will check into the insurance information on it.
F.) There is a problem with young people burning out on West Lincoln St. scattering rock off the road. President Larry Mooney stated that if license plate numbers can be gotten, then the Village can send letters to the people responsible for it.
Motion was made by Sean Wilkey to adjourn the meeting. Second to motion by Brandy Mount. Motion carried 4-0.
