Analysis: Metro East fire, police pension funds paid $39 million, lost $3.9 million on investments in 2016

In 2016, Belleville's firefighters' pension fund paid out over $3 million in benefits and lost $283K from investments.

Metro East’s 43 police and fire pension funds paid out a total of $39,423,550 in benefits to 965 retirees and inactive recipients in 2016 while losing $3,907,865 on their investments, according to a Metro East Sun analysis of the funds' mandated financial filings with the Illinois Department of Insurance.

The Sun analyzed financials reported by firefighter and police funds across the region, including Alton, Belleville, Collinsville, East St. Louis and Granite City. Collectively, the 43 funds hold approximately $387 million in assets and paid out $44,337,165 more in 2016 than they earned, including $1,005,750 in fees to investment advisers, according to the filings.

$28 million from Metro East property taxpayers

Metro East property taxpayers made up most of the difference, subsidizing the funds last year to the tune of $28,281,784.

Alton property taxpayers paid the most to pension funds, at $6.04 million in 2016. The cities’ two funds lost a combined $973,252, spending $98,288 on investment adviser fees. 

Belleville taxpayers contributed $5.22 million to their city’s two funds, followed by Granite City ($2,644,631), Collinsville ($1,937,883), and Edwardsville ($1,635,001).

Twenty-one Metro East funds lost money in 2016, when the S&P 500 returned 12 percent.

Belleville’s police officers’ fund lost $771,560 on $35.55 million in assets (-2.17 percent) and paid out $3.15 million in benefits.

O’Fallon’s police officers’ fund lost $424,258 on $24.36 million in assets (-1.67 percent) and paid out $1.03 million in benefits.

Granite City’s police officers’ fund lost $366,163 on $17.27 million in assets (-2.12 percent) and paid out $2.24 million in benefits.
