South Moline Township Board of Trustee met April 4.

Here is the minutes as provided by the board:

Present — Tracy Best, Supervisor; Andrea Anderson, Trustee; Brian Forsberg, Trustee; Lisa Griffin,


Trustee; Kim Lazenby, Trustee; Bob Schultz, Road Commissioner; and Rob Vyncke, Clerk. Also

present: Luis Puentes. Absent: Karin Martin, Assessor.

 Meeting Called to Order — Meeting was called to order at 6:00 p.m. by Supervisor Best.

Pledge of Allegiance

Approval of Minutes — Motion by Lazenby, second by Griffin, that we approve the minutes of

March 20, 2017. Motion carried, with all voting in favor.

Officials' Reports —

a. Road Commissioner — We are doing ditch-cleaning work down by Fruitland Addition. We

are having big problems with beavers and have contacted the Illinois DNR for ideas.

b. Assessor — None

c. Clerk — Annual Town Meeting will be held April 11.

d. Trustees — Griffin stated that she has been approached by a Moline teacher with a program

where Moline students will meet with seniors to provide technical help on electronics, like

computer or phone support. The proposed dates for the students to attend are April 11, May 9

and May 23. Best is currently talking to some seniors to see how much interest there is in this

type of program.

e. Cemetery — None

f. Seniors — Attendance is still very good at all activities at the Senior Center.

g. Youth — We received a request from Moline Project Graduation. After some discussion,

there was a motion by Lazenby that we donate $500.00, which matches what we donated to

United Township. Second by Anderson. All ayes, motion carried.

We received a request from Moline High School wrestling for a donation. Lazenby stated that

she would rather see the money go to some type of educational-related program. Best will

research possible education programs that we could donate to. Best stated that we donated

$300.00 last year. There was a motion by Anderson to donate $300.00. Second by Forsberg.

All ayes, motion carried.

Supervisor's Report —

a. GA: Pending 0; Active 24; Approved 0; Denied 0; Terminated 2; Withdrawn 0; Sanctioned 0;

for a total of 26. EA and WR 0. Lazenby asked if we could also get a running total or year-todate

figures on GA. Best stated, yes.

b. Best asked all to again look over the proposed budget that was emailed. Lazenby stated that

we must do some trimming, as line items are too high. Best stated that the Levy has already

been approved for this year. Anderson asked for a budget which show last year’s figures for

comparison. Lazenby asked for a report that would show budget line items and also show

what was actually spent. Best said he will look into it. Lazenby said that we should also be

looking at and planning for long-term goals.

Unfinished Business — Best stated that he again called ARC and regretfully reported that ARC

has no further interest in the property that SMT has for sale. Best has put up another for-sale sign.

Griffin, Lazenby, Forsberg and Best. Unanimous.

3. Township Senior Center — Motion by Lazenby for approval; second by Griffin.

Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

b. Town Fund — FICA — Motion by Griffin for approval; second by Anderson. Ayes:

Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

c. Town Fund — IMRF — Motion by Anderson for approval; second by Forsberg. Ayes:

Anderson, Griffin, Lazenby, Forsberg, and Best. Unanimous.

d.General Assistance — Motion by Forsberg for approval; second by Lazenby. Ayes:

Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

e.Road & Bridge / General Fund — Motion by Lazenby for approval; second by Griffin.

Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

f. Road & Bridge / IMRF Fund — Motion by Griffin for approval; second by Anderson. Ayes:

Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

g. Road & Bridge / FICA Fund — Motion by Anderson for approval; second by Forsberg.

Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

h. Road & Bridge / Equipment & Bldg — Motion by Forsberg for approval; second by

Lazenby. Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

i. Road & Bridge / Insurance Fund — Motion by Lazenby for approval; second by Griffin.

Ayes: Anderson, Griffin, Lazenby, Forsberg and Best. Unanimous.

j. Cemetery — Motion by Griffin for approval; second by Anderson. Ayes: Anderson, Griffin,

Lazenby, Forsberg and Best. Unanimous.

Adjournment — Motion by Anderson, second by Forsberg, that we adjourn the meeting. Motion

carried, with all voting in favor. Meeting adjourned @ 6:25 p.m.
