South Moline Township Board of Trustee met March 7.

Here is the minutes as provided by the board:

Present — Tracy Best, Supervisor; Karin Martin, Assessor; Brian Forsberg, Trustee; Kim

Lazenby, Trustee; Bob Schultz, Road Commissioner; and Rob Vyncke, Clerk. Also present: Luis

Puentes and Mark Lundahl. Absent: Andrea Anderson, Trustee and Lisa Griffin, Trustee.

Meeting Called to Order — Meeting was called to order at 6:00 p.m. by Supervisor Best.

Pledge of Allegiance

Approval of Minutes — Motion by Lazenby, second by Forsberg, that we approve the

minutes of February 21, 2017. Motion carried, with all voting in favor.

Officials' Reports —

a. Road Commissioner — We have been busy cleaning ditches. Rock Island County will

engineer a drainage program, which includes SMT. There is no cost for the township.

Also, all dead trees have been removed.

b. Assessor — All is going well. Seniors are still coming in. Martin then presented, for board

review, a comparison of SMT assessors vs. other area assessors. A copy is attached and

is to be considered a part of these minutes. Lazenby then asked where Martin is at in

keeping track of various duties, so this information could be presented to the board. Martin

answered that we are counting and keeping track of some of the important duties, but not

counting phone calls or keeping every little piece of paper that we handle. Lazenby said

we don’t need anything that detailed, but that some kind of report would be nice.

c. Clerk — We are getting ready for the upcoming town meeting. The agenda needs to be

ready by the next meeting.

d. Trustees — None

e. Cemetery — The budget is now completed. We are also looking at restoring some of the

old gravestones that have faded and can’t be read anymore.

f. Seniors — Everything is good. Bingo and card playing still having good attendance. We

also had a couple of rentals last month.

g. Youth — We received a request from Moline High School for bus passes for the lowincome

students. They asked for $2,700.00. Last year we donated $2,500.00 and they

are not to be used for discipline reasons. There was a motion by Forsberg to donate

$2,500.00. Second by Lazenby. All ayes, motion carried.

Supervisor's Report —

a. GA: Pending 0; Active 26; Approved 2; Term 1; Withdrawn 0; Sanctioned 1; for a Total of 30.

WR: Approved 2.

b. Best and Schultz presented a preliminary proposed budget for the Town Fund and the

Road & Bridge, stating that budgets are preliminary as all the financials are not done yet so

the numbers are subject to change. Board members are asked to start reviewing said

budgets.

Unfinished Business — Lazenby asked why the board has not received copies of job

descriptions for all employees. Best answered that no one ever requested them. Lazenby said

she has previously asked. Best answered that she did not previously ask. Best will email job

descriptions to all board members.

New Business — Lazenby asked about a long-range, 3-year plan for financials and other

programs for the township. Best said that we do it year by year so it’s very accurate, but that he

will look into it. Lazenby stated that she would like to see something like that.

3. Township Senior Center — Motion by Lazenby for approval; second by

Forsberg. Ayes: Lazenby, Forsberg and Best. Unanimous.

b. Town Fund — FICA — Motion by Forsberg for approval; second by Lazenby. Ayes:

Lazenby, Forsberg and Best. Unanimous.

c. Town Fund — IMRF — Motion by Lazenby for approval; second by Forsberg. Ayes:

Lazenby, Forsberg, and Best. Unanimous.

d. General Assistance — Motion by Forsberg for approval; second by Lazenby. Ayes:

Lazenby, Forsberg and Best. Unanimous.

e. Road & Bridge / General Fund — Motion by Lazenby for approval; second by

Forsberg. Ayes: Lazenby, Forsberg and Best. Unanimous.

f. Road & Bridge / IMRF Fund — Motion by Forsberg for approval; second by Lazenby.

Ayes: Lazenby, Forsberg and Best. Unanimous.

g. Road & Bridge / FICA Fund — Motion by Lazenby for approval; second by Forsberg.

Ayes: Lazenby, Forsberg and Best. Unanimous.

h. Road & Bridge / Equipment & Bldg — Motion by Forsberg for approval; second by

Lazenby. Ayes: Lazenby, Forsberg and Best. Unanimous.

i. Road & Bridge / Insurance Fund — Motion by Lazenby for approval; second by

Forsberg. Ayes: Lazenby, Forsberg and Best. Unanimous.

j. Cemetery — Motion by Forsberg for approval; second by Lazenby. Ayes: Lazenby,

Forsberg and Best. Unanimous.

Adjournment — Motion by Forsberg, second by Lazenby, that we adjourn the meeting. Motion

carried, with all voting in favor. Meeting adjourned @ 6:26 p.m
