City of Kewanee City Council met April 10.

Here is the minutes as provided by the concil:

The City Council met in Council Chambers at 5:32 PM with the Mayor calling the meeting to order and

the following answering to roll call:

Council Member Yaklich made a motion at 5:33 PM to adjourn to executive session pursuant to Section

2(c)(6) of the Open Meetings Act to discuss sale or lease of real estate, Section 2(c)(1) to discuss personnel

and Section 2(c)(2) to discuss collective bargaining. Council Member Wallace-McKenna seconded the

motion. Roll call showed 5 ayes, no nays. The motion passed.

The executive session was adjourned at 6:01 PM on a motion made by Council Member Wallace-McKenna

and seconded by Council Member Yaklich. Roll call showed 5 ayes, no nays. The motion passed.

A budget work session was held at 6:05 PM. The budget session was adjourned at 6:55 PM on a motion

made by Council Member Schweitzer and seconded by Council Member Koehler. Roll call showed 5 ayes,

no nays. The motion passed.

The Council Meeting resumed at 7:00 PM with Mayor Looney announcing that Council was reconvening

following a closed session pursuant to Section 2(c)(6) of the Open Meetings Act to discuss sale or lease of

real estate, Section 2(c)(1) to discuss personnel and Section 2(c)(2) to discuss collective bargaining, as well

as a budget session.

The Pledge of Allegiance was said.

Mayor Looney asked for a moment of silence for our troops still fighting overseas.

Mayor Looney explained that the next items were placed on the consent agenda and were considered to be

routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any

member of the Council or the audience wishing to have an item removed from the consent agenda for

individual consideration to make the request and the item would be removed and considered following the

approval of the remaining consent items. The consent agenda included minutes from the March 27, 2017

Council Meeting, payroll for the pay period ending April 1, 2017 in the amount of $187,146.60 and staff

reports from Code Enforcement, ESDA, Building & Zoning, and Police Department. The consent agenda

was approved on a motion made by Council Member Wallace-McKenna and seconded by Council Member

Schweitzer. Roll call showed 5 ayes, no nays. The motion passed.

Bills submitted for approval totaling $574,245.16 were approved on a motion made by Council Member

Schweitzer and seconded by Council Member Yaklich. Council Member Koehler questioned the status of

the chloride issue. City Engineer Nobel reported that the results of the tests on Well 4 are still being

reviewed to determine a strategy. The chloride issue would be impacted by the decision made regarding

Well 4. Roll showed 5 ayes, no nays. The motion passed.

Citizen Paticipation

Mayor Looney asked if anyone wished to speak. There being no such requests Mayor Looney moved on to

new business.

New Business

Resolution #5043 authorizing the City Manager to enter into an agreement with Murphy’s Container

Service was approved on a motion made by Council Member Yaklich and seconded by Council Member

Schweitzer. City Manager Bradley explained that the City Code stated that transfer station billings

should be treated the same as water billing. The billing to Murphy’s had not been treated the same with

penalties charged on top of penalties. He explained that under this agreement Murphy’s would be

required to bring a minimum tonnage through the transfer station each month. He also noted that in did

a comparison of all the municipally owned transfer stations regarding penalties, with the largest penalty

charged to a commercial hauler being 2%. So this agreement would lower the penalties charged to

Murphy’s to 2% and give them 30 days to pay, rather than 20 as it had been previously. It was also

noted that other commercial haulers would be eligible for a similar agreement. Roll call showed 4 ayes,

no nays, with Council Member Wallace-McKenna abstaining from the vote. The motion passed.

Ordinance #3880 amending Chapter 155.140(A)(1)(b) of the City Code permitted signs in residential

districts for multi-family dwellings was approved on a motion made by Council Member Schweitzer and

seconded by Council Member Schweitzer. City Manager Bradley reported that Havenpark, the new

owners of the mobile home parks in Kewanee, had requested a four by eight sign to be placed in front of

their mobile home park. The code only allowed twelve square feet. We reviewed the existing signs in

front of multi-family dwelling units and found four by eight to be a more standard size. Roll call

showed 5 ayes, no nays. The motion passed.

Other Business

Council Member Yaklich commented on the low turnout at the polls. He also thanked residents for

voting for him.

Council Member Wallace-McKenna thanked everyone for voting. She complimented a recent article by

Mike Berry in the Star Courier. She also noted her pleasure with the recent newsletter, noting the Citywide

cleanup scheduled for May 20. She gave a couple of addresses and requested the residents be

notified of the cleanup day to assist in cleaning up the properties.

Council Member Schweitzer reported that several residents had approached her regarding the ability to

watch the Council Meetings without having Comcast.

Council Member Koehler thanked those who went to the polls.

Mayor Looney reminded residents of the City wide cleanup on May 20th and wished everyone a Happy

Easter.

Announcements

City Clerk Edwards announced that City Hall offices would be closed on Friday, April 14 in observance

of Good Friday. There would be no change to the trash collection schedule. The transfer station would

not be open on Saturday, April 15, but would resume Saturday hours on Saturday, April 22 from 8 AM

to 12 noon. She also reminded residents that grass clippings should be blown into their yards, and not

the city streets.

There being no further business, Council Member Yaklich moved to adjourn the meeting and Council

Member Koehler seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at

7:19 PM.
