City of Kewanee City Council met May 8.

The City Council met in Council Chambers at 7:00 PM with the Mayor calling the budget meeting to order and the following answering to roll call:

The Pledge of Allegiance was said.
Mayor Looney asked for a moment of silence for our troops still fighting overseas.
Mayor Looney explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the April 24, 2017 Council Meeting, payroll for the pay period ending April 29, 2017 in the amount of $201,291.77, and reports from Code Enforcement, ESDA, Finance & Administration, Fleet Maintenance, Police Department, and Building & Zoning. The consent agenda was approved on a motion made by Council Member Yaklich and seconded by Council Member Koehler. Roll call showed 5 ayes, no nays. The motion passed.
Bills submitted for approval totaling $847,337.46 were approved on a motion made by Council Member Schweitzer and seconded by Council Member Koehler. Council Member Faber questioned the payment to Ratliff for use of the crane for removing the salt spreader. Public Works Operations Manager Johnson explained the need for the crane. Council Member Schweitzer requested an explanation of the payment to MICA. City Clerk Edwards explained that it was the annual payment for liability insurance. Council Member Koehler asked about the repair to the fire truck. City Manager Bradley explained that the driver of the truck had hit a bollard while attempting to maneuver in a narrow area. Roll call showed 5 ayes, no nays. The motion passed.
Citizen Participation
Mayor Looney asked if anyone wished to speak. Girl Scout Troop was in attendance and asked about other jobs that the Council Members might have. There being no other requests Mayor Looney moved on to new business.
New Business
Resolution #5049 fixing a municipal budget for Fiscal Year 2017/2018 was approved on a motion made by Council Member Koehler and seconded by Council Member Schweitzer. City Manager Bradley reviewed the highlights of the budget, including a confirmation, at the request of Council Member Koehler, that the general fund was forecasted to have deficit spending. Council Member Schweitzer questioned the additional funds needed for the sewer camera. Public Works Operations Manager Johnson explained that the original software purchased did not allow the images to be recorded, only viewed. Council Member Yaklich thanked staff for their work on the budget. Roll call showed 5 ayes, no nays. The motion passed.
City Clerk Edwards read a proclamation declaring May as Mental Health Awareness Month.
City Engineer Dale Nobel presented the plan for the 2017 GM Road Program to the City Council. He noted that the downtown area needed to have work done as well, but staff was looking for non-MFT funding sources for that work. He also noted that 80% of the streets in town need work, which equated to approximately $8 million in work. Council Member Faber questioned the use of the same process used the prior year on Central Blvd. Council Members commented on the plan and requested information on the timing of the project. Mayor Looney noted the work done on Red Adams Road. Engineer Nobel noted that the street department had done a good job of trying to build a base, while repaving the road would take the whole budget for the street program. Council Member Yaklich asked if assessment of the drainage was a part of the review of streets to put the plan together. Nobel explained that the goal is to keep the water off the pavement as much as possible. City Manager Bradley explained that the MFT funds were disbursed from the state based on population, so there would not be an increase in revenue. City Engineer Nobel explained that with the length of the process the program would probably take place in September, after Hog Days.
Community Development Director Keith Edwards presented some recommended changes to Chapter 155 regarding the definitions of trailers. The definitions were drafted in response to a zoning request regarding the sale of utility trailers. Council Members thanked Edwards for his work on the item and requested that the amendment be presented for approval at the next Council Meeting.
City Clerk Edwards read the following proclamations: May 7-13 as National Hospital Week, May 7-13 as Hunger Awareness Week, May 7-13 as Municipal Clerks Week, May 14-20 as Police Week and May 15 as Peace Officers Memorial Day and May 21-27 as National Public Works Week.
Other Business
Council Member Schweitzer noted that school was coming to a close, reminding residents to keep an eye out for kids. She wished everyone a Happy Mother's Day.
Council Member Koehler noted the upcoming graduations and promotional exercises,
Council Member Faber noted a recent demolition. He also reminded residents to slow down around cars during graduation time.
Mayor Looney reminded everyone of the upcoming Community Wide Cleanup on May 20 from 8am to 2 pm. He congratulated area high school and college graduates. He also wished everyone a Happy Mother's Day.
Announcements
City Clerk Edwards announced that landscape waste should be placed in a bag designed for landscape waste. There could not be any other miscellaneous garbage, plastic or rubbish included in the bag and no duct tape or other adhesives to close the bag. The landscape waste was used for composting. Also, bulk brush pickup limbs should be no larger than 4 inches in diameter and 5 feet in length. Please stack the limbs as neatly as possible at the curb. City Hall had recently started accepting credit/debit card payments at the counter, via telephone and online.
Mayor Looney thanked staffed and the Council for their work.
There being no further business, Council Member Schweitzer moved to adjourn the meeting and Council Member Faber seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at 8:06 PM
