Village of Dix Village Board met May 9.

Here is the minutes provided by the Board:

The Dix Village Board met for a regular session on May 9, 2017 at the Dix Village Hall. President Larry Mooney called the meeting to order at 7:00 pm.

Roll Call: Trustees present- Kurt Karcher, Sean Wilkey, Nana Koenegstein, Mike Ahlf & Brandy Mount. Trustees absent- Samuel Hayes. Officers present: President- Larry Mooney, Village Clerk- Debora Reich & Village Treasurer- Sharon Bean. Officers absent- none.

Meeting opened with prayer and the Pledge of Allegiance.

Motion was made by Sean Wilkey to approve the minutes from March 14, 2017 with the corrections to (Building & Grounds Committee report - Memorial Day flags will be put up at 8 am. And Miscellaneous - there is $6,100.00 in the MFT fund.) Second to motion by Nana Koenegstein. Motion carried 5-0.

Motion was made by Brandy Mount to accept the Treasurer’s Report for April 2017. Second to motion by Mike Ahlf. Motion carried 5-0.

Motion was made by Kurt Karcher to approve the payment of bills for April 2017. Second to motion by Mike Ahlf. Motion carried 5-0.

Public comments: Question was asked if a dusk to dawn light could be put on the pole at 100 N. Marshall St.

There is a bush growing in the ditch by a culvert at the 400 block of West South Street, that needs taken care of.

Committee Reports-

Building & Grounds: Roof had shingles knocked loose that have been replaced.

Dead rose bush has been replaced.

Flags will be put up for Memorial weekend.

Street & Alley: New repairs are needed on North Jackson St. where a tile has collapsed and on Meadow Lane where drainage ditches are causing wash outs on the street as well as property owners side of ditches. Jax has been contacted to evaluate and estimate the cost of repairs.

The rest will be covered in business items.

Long Range Planning & Economic Development Committee: Met May 2, 2017. They discussed a plan to further develop a Comprehensive Plan for the Village, as well as ways to get the community involved with clean up-paint up-fix up. Ideas were discussed on how to promote Dix as a Village that wants to grow, for businesses and industry as well as residential.

Business items:

Item #1 - Oath of office was administered to the newly elected board members, Brandy Mount and Kurt Karcher.

Item #2 - Appointments were made to the two Village Board standing committees. Building & Grounds: Sean Wilkey (committee chairman), Nana Koenegstein and Brandy Mount. Street & Alley: Mike Ahlf (committee chairman), Kurt Karcher and Samuel Hays.

Item #3 - Motion was made by Mike Ahlf to approve Ordinance 2017-02: Renewal of Ameren Illinois Natural Gas Franchise Agreement. Second to motion by Sean Wilkey. Motion carried 5-0.

Item #4 - Motion was made by Kurt Karcher to rescind the Motion to repair the tile area at the entrance of East Lincoln Street. Second to motion by Nana Koenegstein. Motion carried 5-0.

Item #5 - Since the state repaired part of the work that needed done to East Lincoln Street, an adjusted repair project needs approval. Motion made by Mike Ahlf to add a 4 ft extension to the south side of entrance of East Lincoln Street along with riprap. The total would be about $3,270.00. Second to motion by Kurt Karcher. Motion carried 5-0.

Item #6 - A tile has been smashed in the 400 block of North Jackson St. President, Larry Mooney, Mike Ahlf & Max Wilson will put in a new corrugated tile along with necessary CA6 rock. Meadow Lane has holes forming because of difficulties with the storm drain. An estimate will be gotten from JAX to see what repair costs will be.

Item #7 - Clean up of newly purchased property on Miller Street. Tabled till June’s meeting.

Item #8 - The first draft of 2017-18 fiscal year Village budget was distributed.

Item #9 - Miscellaneous:

A) Mention was made of adding a piece of playground equipment to the Village Park.

B) President, Larry Mooney has written a letter to send to the Village residents encouraging them to take pride and responsibility in the Village’s appearance as well as letting them know of upcoming events. The Board gave their blessing to send the letter. Help will be needed the evening of May 10, 2017 to stuff envelopes and address letters to send.

C) It was mentioned that a measuring wheel would be a beneficial tool for the Village to own. One will be purchased.

D) A new street sign will be put up at 609 East Lincoln Street.

E) Fun Run for Rome Grade School has been rescheduled for June.

F) Copier has been serviced

G) Question was asked if an extension could be given on having an inoperable vehicle fixed.

Motion was made by Nana Koenegstein to adjourn the meeting. Second to motion by Mike Ahlf. Motion carried 5-0.

Meeting was adjourned at 8:17 pm.
