Village of Dix Village Board met April 11.

The Dix Village Board met for a regular session on April 11, 2017 at the Dix Village Hall. President Larry Mooney called the meeting to order at 7:00 pm.
Roll Call: Trustees present- Kurt Karcher, Sean Wilkey, Nana Koenegstein, Mike Ahlf & Brandy Mount. Trustees absent- Samuel Hayes. Officers present: President- Larry Mooney, Village Clerk- Debora Reich & Village Treasurer- Sharon Bean. Officers absent- none.
Meeting opened with prayer and the Pledge of Allegiance.
Motion was made by Mike Ahlf to approve the minutes from March 14, 2017. Second to motion by Sean Wilkey. Motion carried 5-0.
Motion was made by Mike Ahlf to accept the Treasurer’s Report for March 2017. Second to motion by Brandy Mount. Motion carried 5-0.
Motion was made by Brandy Mount to approve the payment of bills for March 2017. Second to motion by Kurt Karcher. Motion carried 5-0.
Public comments: Question was asked if Dix/Texico Road, just at the edge of town, has a speed limit. There have been very fast vehicles going thru that area.
Committee Reports-
Building & Grounds: Water is on at the Village Park, also bathrooms are open and accessible.
Last remaining light has been installed in the Village garage.
Flags will need to be put up May 26th for Memorial Day, at 8am. They will be taken down May 29th at 5pm.
There is a swing at the Village park that needs to be checked to make sure it is not broken.
Street & Alley: E. Lincoln St. ditch around to the east side of Illinois Route 37 has been repaired by IDOT. This work done by the state will reduce our cost from $3,495.00 to $3,270.00 for the work JAX now needs to do. The rest of E. Lincoln St. will now be repaired since there is enough in the budget for it.
The tile at Wilson’s drive, on Jackson St., is going to need more extensive work to fix.
Long Range Planning & Economic Development Committee: Next meeting will be May 2, 2017.
Business Items:
Item #1 - The Board considered purchasing a new copier for the Village Hall and decided keeping what we have for 2 more years is the best option for now.
Item #2 - Motion was made by Kurt Karcher to approve a proclamation declaring May as motorcycle awareness month. Second to motion by Nana Koenegstein. Motion carried 5-0.
Item #3 - December 3, 2018 will mark the 200th anniversary of Illinois admission to the Union as the 21st state. Three months later, March 18, 2019, Jefferson County was the first county to be incorporated after the State was created. Special celebrations are being planned around the state. We have been asked as a Village if we will participate in some manner. President, Larry Mooney, will find out more information on the subject and report back to the board in May or June.
Item #4 - State Senator, Paul Schimpf has asked for a list from the Village for a possible Capitol Bill, of 3 items, in order of importance, that we could use money to help fix. Motion was made by Brandy Mount to send a list, decided upon by the board, of infrastructure items. #1 sidewalks, #2 drainage, and #3 paving of streets. Second to motion by Mike Ahlf. Motion carried 4-0 with Sean Wilkey abstaining.
Item #5 - Clean up of newly purchased property on Miller St. was tabled. Still waiting on bids.
Item #6 - Miscellaneous:
A.) Approval was given for Rome School to do a Fun Run. That will take place on April 29, 2017 beginning at 9am.
B.) Reminder that the Motor Fuel Tax Fund, which was $6,100.00 as of the end of March, can only be used towards the MFT program.
C.) A request was made for everyone to look at the bathrooms in the Village Building to see if something new needs to be done to make them better. It is something to consider for the upcoming fiscal year finances.
Motion was made by Mike Ahlf to adjourn the meeting. Second to motion by Nana Koenegstein. Motion carried 5-0.
