City of Chester Council met April 17.

Here is the minutes as provided by the council:

I.Call to Order

The City Council of Chester, Illinois, met in regular session on Monday, April 17, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:03 p.m.

II.Roll Call

III.Pledge of Allegiance

 IV.Reading of Minutes of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Ohlau, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

Alderman Crossland moved to approve minutes of Executive Session held on April 3, 2017, as prepared by the city clerk. Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Allison, Crossland, Geisen, Clark, Ohlau, Platt, Rader, Blechle. Nays: None. Absent: None. Motion carried.

V. Correspondence

The following correspondence was acknowledged:

•Tax Revenue report for March 2017

•Letter of resignation from Don Welge from the Police Pension Board

VI.Reports

Mayor:

Mayor Page announced that a meeting will be held on April 18, 2017 with the Popeye

Picnic Committee regarding plans for the upcoming picnic.

Cemetery & Finance Committee (Chairman Platt):

Chairman Platt advised that the committee met this evening at 5:30 p.m. to review city bills. His motion to approve payment of bills as prepared by the city clerk, subject to audit, was seconded by Alderman Rader. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Platt, Rader, Blechle, Geisen, Allison. Nays: None. Absent: None. Motion carried.

Water-Sewer Committee (Chairman Rader):

Chairman Rader informed the council that Red Dot Construction cleaned out a basin at the water plant.

Economic Development, Chamber & Beautification Committee (Chairman Crossland):

Chairman Crossland announced that the Beautification-Tourism Committee is preparing for the 2017 Solar Eclipse Event.

VII.Public Discussion

Ed Powley addressed the council regarding the abandoned property at 309 Murphysboro Road. The weeds are extremely high at this residence and there is a large hole in the roof of the house. Mr. Powley informed Chief Coffey and Code Enforcement Officer Lorin Mott about the conditions of the house. Mayor Page informed Mr. Powley that he discuss this issue with Lorin and Ryan.

Gas Department Employee:

Alderman Ohlau advised that the Gas Department could be short an employee very soon. The city of Chester has an agreement with the Illinois Commerce Commission to complete meter changes on all residential and commercial property. A third gas employee is needed to assist with the completion of these tasks After Alderman Platt’s inquiry, Alderman Ohlau advised that it takes 4-5 months to get an employee fully certified. Alderman Ohlau motioned to advertise for a new employee in the Gas Department. Alderman Crossland seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Geisen, Ohlau, Rader, Blechle, Allison, Clark. Nays: None. Absent: None. Motion carried.

Ordinance #1640 – An Ordinance Amending Section 21-2-7 of Chapter 21 of The Revised Code of Ordinances of The City of Chester, 2011 Edition, as Amended, Which is an Ordinance Designating the Number of Liquor Licenses to be issued within The City of Chester:

Ordinance #1640 increases the number of Class “A” liquor licenses by one to provide for twelve Class “A” liquor licenses. A Class “A” license allows for the consumption and retail sale of alcohol. Alderman Crossland motioned to approve Ordinance #1640. Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Ohlau, Geisen, Clark, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

Ordinance #1641—An Ordinance of The City of Chester, Illinois, Renewing a Non-Exclusive Cable Television Franchise with Telecommunications Management, Llc, D/B/A Newwave Communications, and Approving Change of Control of The Cable Franchise:

Attorney Kerkhover presented the ordinance and noted that NewWave Communication’s franchise has been purchased by Cable One Inc. The ordinance consents to the extension of the Franchise for an additional term of ten years expiring on July 7, 2027. Attorney Kerkhover noted this agreement has been amended to delete Chester Skateland and add Chester Public Library. Alderman Ohlau moved to pass the ordinance renewing a non-exclusive cable television franchise with Telecommunications Management, LLC, D/B/A NewWave Communications. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Geisen, Ohlau, Crossland, Clark, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

Resolution –2017 Motor Fuel Tax:

Mayor Page presented the acceptance proposal and resolution for bituminous materials. Heartland Asphalt Materials had the lowest bid of $29,257.50. After Alderman’s Platt inquiry, City Clerk Berner stated that JTC Petroleum Company had the second lowest bid

of $31,090.97. Alderman Ohlau moved to accept the proposal submitted by Heartland Asphalt Materials to furnish bituminous materials in the amount of $29,257.50 and to pass the resolution that the Illinois Department of Transportation be requested to approve such acceptance. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Geisen, Ohlau, Crossland, Clark, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

X.Adjournment

At 6:22 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. VOTE: Ayes: Aldermen Crossland, Ohlau, Geisen, Clark, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.
