Here is the minutes provided by the Council:

The regular meeting of the Sesser City Council was held on Thursday, June 8, 2017. It was called to order by Mayor Ashmore at 6:38 pm. Prayer was led by Father Urban from the St. Mary’s Catholic Church. The pledge of allegiance was said. Mayor Ashmore asked for all Veterans to stand and appreciation was shown by applause. Mayor Ashmore thanked them for their service.

Mayor Ashmore asked Clerk Stacey to call the roll. Roll call was as follows:

Rodney Zettler—here, Dana Laur—absent, Wayne Shannon—here, Rich Miller—here, Travis Zettler—here, David Bates—here.

A motion was made by Wayne Shannon and 2nd by David Bates to approve the minutes from the regular May meeting. All those in attendance were in favor of the motion. Motion carried.

A motion was made by David Bates and 2nd by Rich Miller to approve the minutes from the special meeting in May. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #1

Mayor Ashmore explained the TIF agreement with Josh and Ashley Qualls—new owners of the Anchor Grille. This agreement would be a one-time payment of $5,000.00 after completion of the project which is estimated at $25,000.00. A motion was made to approve the TIF agreement and Resolution #8-2017 with Josh and Ashley Qualls owners of the Anchor Grille for a one-time payment of $5,000.00 by Rich Miller and 2nd by Wayne Shannon. Voting was as follows: Rodney Zettler—no, Wayne Shannon—yes, Travis Zettler—yes, Rich Miller—yes, David Bates—no. Motion carried.

Agenda Item #2

Mayor Ashmore discussed the annual appropriation ordinance—city budget—with the council. He sked if there were any questions and also explained that he had included a set amount in the TIF for possibly doing some small projects for homeowners this coming fall. He explained some thoughts he and clerk Stacey had and said more information would be forthcoming next month. A motion was made to approve the annual appropriation ordinance—Ordinance #3- 2017 by Rodney Zettler and 2nd by Travis Zettler. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #3

Mayor Ashmore explained the raises he is suggesting. He explained that Randy Newbury had attained his certifications for water and sewer to justify his larger raise. He also explained the savings the city has had with retirements. A motion was made by David Bates and 2nd by Travis Zettler to approve the raises for city employees as presented by Mayor Ashmore and to take effect on July 1, 2017. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #7

Mayor Ashmore explained he had finally received a bid for the new food pantry/police office from contractor Bryant Harris. He also explained it was the only bid he had received. He asked Clerk Stacey to open the bid.

The bid from Bryant Harris Builders—total cost $3,200.00

A motion was made to approve and accept the bid from Bryant Harris for the construction of the new food pantry by David Bates and 2nd by Wayne Shannon. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #8

Mayor Ashmore explained that Rodney Zettler had got prices on fencing for the community garden area. Rodney explained what he thought it needed. A motion was made to authorize the purchase of fencing for the Community Garden up to $2,500.00 (possibly TIF eligible) by Travis Zettler and 2nd by David Bates. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore explained that attorney Bigler was out of town, but sent his regards.

A motion was made by David Bates and 2nd by Wayne Shannon to approve the bills as presented by the finance committee. All those in attendance were in favor of the motion. Motion carried.

A motion was made by Travis Zettler and 2nd by Rich Miller to approve the treasurer’s report as presented. All those in attendance were in favor of the motion. Motion carried.

A motion was made to approve the police report by Wayne Shannon and 2nd by David Bates. All those in attendance were in favor of the motion. Motion carried.

A motion was made to approve the code inspector’s report by Travis Zettler and 2nd by Rich Miller. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore introduced Officer Swallers and had him introduce his new K-9 and explain what he will be used for. Officer Swallers introduced Duke. Duke is a bloodhound and will be used for tracking. Once he is trained he could be used for tracking lost children or the elderly.

Mayor Ashmore discussed what the masonry estimates were for the problems at the Opera House. It would take about $70,000.00 to bring the Opera House up to code and to keep it from collapsing. The walls are starting to bow. He asked the council to think about some ideas for fundraising as he intends to talk to the Opera House board about ideas on fundraising as well.

A motion to adjourn was made at 7:34 pm by David Bates and 2nd by Travis Zettler. All those in attendance were in favor of the motion. Motion carried.
