Here is the minutes provided by the Council:

I. Call to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Ebersohl Present Huch Present

Agne Absent Reis Present

Niemietz Present Holtkamp Present

Roessler Present Martens Present.

Quorum present. Those in attendance recited the Pledge of Allegiance.

Administrative Staff present:

City Clerk Wes Hoeffken City Administrator James Morani

City Attorney Terry Bruckert Chief of Police and EMS Director Jerry Paul

City Engineer Chris Smith Accounting Manager Linda Sharp

II. Delegations and Citizens' Comments

A. K-9 Officer Zack Hopkins - USPCASummary and Awards

Columbia K-9 Police Officer Zack Hopkins was recognized for his participation in the USPCA event and was awarded 2nd Place overall out of 21 participants. Officer Hopkins thanked Chief Paul, the City Council, Public Works, Sue Spargo, and his wife for the opportunity to host this event.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, June 5, 2017 were submitted for approval.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the minutes of the Regular Meeting of the City Council held Monday, June 5, 2017as on file at City Hall. Motion Passed 7 to 0.

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police and the Communications Departments were presented to the Council.

1. Ordinance No. 3330 - Dispatching Services Agreement with Columbia Fire Protection District

Motion:

It was moved by Alderman Reis, and seconded by Alderman Roessler, to approve Ordinance No. 3330, an ordinance authorizing the City of Columbia to enter into a Dispatching Services Agreement between the City of Columbia and the Columbia Fire Protection District. Motion Passed 7 to 0.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

1. Ordinance No. 3331- Easement Vacation Plat Lot 37 of Fox Run Estates Phase 1

Motion:

It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to approve Ordinance No. 3331, an ordinance approving the Easement Vacation Plat of part of lot 37 of Fox Run Estates Phase 1 subdivision in the City of Columbia. Motion Passed 7 to 0.

2. Ordinance No. 3332 - Final Subdivision Plat - Fox Run Estates Phase III Subdivision

Motion:

It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to approve Ordinance No. 3332, an ordinance approving the Final Subdivision Plat for the Fox Run Estates Phase IIIsubdivision in the City of Columbia. Motion Passed 7 to 0.

3. Ordinance No. 3333 - Zoning Code Variance to St. Paul's Lutheran Church

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Niemietz, to approve Ordinance No. 3333, an ordinance granting a Zoning Code Variance to St. Paul's Lutheran Church for a parcel with the property identification number of 04-22-101-026-000 in the City of Columbia to reduce the required parking spaces established for places of public assembly. Motion Passed 6 to 1.

4. Ordinance No. 3334 - Easement Agreement - A&M Property Holding, LLC

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to approve Ordinance No. 3334, an ordinance approving an Easement Agreement by and between the City of Columbia and A&M Property Holding, LLC. Motion Passed 7 to 0.

E. City Engineer

The report of the City Engineer was presented to the Council.

F. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through June 15, 2017 in the amount of three hundred fifty-two thousand, seventy-three dollars and eleven cents ($352,073.11). Motion Passed 7 to 0.

G. City Attorney

The City Attorney presented his report to the Council.

H. City Administrator

The report of the City Administrator was presented to the Council.

1. Offer to Purchase Right-of-Way at 548 South Main Street

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Roessler, to authorize the City Attorney to make an offer of $40,000.00 to purchase the Right-of-Way at 548 South Main Street. Motion Passed 7 to 0.

Approve Reports of Departments and Officers

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 7 to 0.

Executive and Rules

IX. Executive Session - 5 ILCS120 12(c) (1)

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss personnel as permitted under 5 ILCS120/2(c)(1).

Motion:

It was moved by Alderman Reis, and seconded by Alderman Niemietz, to direct the Mayor to go into Executive Session at 7:19 p.m. to discuss personnel as permitted under 5 ILCS120/2(c)(1). Motion Passed 7 to 0.

Motion:

Motion:

It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to adjourn the Regular City Council meeting held Monday, June 19,2017 at 8:13 p.m. Motion Passed 7 to 0.
