City of West Frankfort City Council met June 27.
Here is the minutes provided by the Council:
1. Mayor Jordan Called The Meeting To Order At 7:00 p.m. Requesting Aroll Call. All Commissioners Were In Attendance, Along With The City At Torney And City Clerk.
2. Mayor Jordan Asked For Approval Of The Minutes From The June 13, 2017 Regular Council Meeting. Commissioner Harkins Made Amotion To Approve, Seconded By Commissioner Simpson Roll Call Vote: All Commissioners And Mayor Jordan Woted To Approve Motion Carried.
3. Mayor Jordan Next Asked For Approval To Pay City Bills And Payrollin The Amount Of $148,510.97. Commissioner Simpson Made Amotion To Approve, Seconded By Commissioner Chambers, Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.
4. The Next Itemwas Discussion, With Possible Action, Regarding Facade Improvement Grant Applications. The Mayor Stated We Have An Application From The West Frankfort Columbian Club At 110 S. Monroe. They Are Going To Put Up An Awning With The Total Price Of $2,597.00. The City's Portion Will Be $1,298.50. Commissioner Blades Made Amotion To Approve, Seconded By Commissioner Chambers. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.
5. The Next Item Was Approval To Accept Bids And Award The Project For Installation Of A New Roof At West Frankfort Outlet Mall The Mayor Stated We Advertised And Requested Bids. The Bidders Were Asked To Come To The Mall Todo An Inspection And Get Up On The Roof To Take A Look We Only Had One Bidder That Did That. We Spoke With Him His Name Is Steve Phelps. The First Bid He Bid Was To Come In A Put A Custom Cut Fiber Board Downbetween The Roof And Put Another Fiber Layer On Top Of It And Put A Silicone Sealer On It. The Price Of That Todo The Entire Mall Wouldbe $525,650.00. To Just Do Vanity Fair Which Is Approximately Half Of The Mall Was $248,000.00. One Of His Concernsabout That Was The Fact That It Will Put A Lot More Weight On The Mall And He Was Concerned About The Additional Weight. His Second Option Was The Same Type Of Sealer Spray That They Put On That Roof He Can Apply That To The Metal Roof That Scurrently On The Mall They Would Power Wash And Clean The Metal Roof And Apply The Spray For $285,000.00. He Can Do Vanity Fair For $160,000.00. We Talked With Dongass And He Spentalot Of Time With Steve Upon The Roof And He Feels It Will Save Alot Of Weight And Isless Money He Has Recommended That We Should Do This And It Has The Same Warranty. Also, 95% Of The Problems That We Are Having With That Roof Would Be Fixed F We Just Did Vanity Fair He Is Going To Come Over Todo The Entrance Of The Mall And The Hall Way For $160,000.00 And We Can Solve All Of The Problems We Have Been Having For Now. We Have Todo Something About This Problem, We Have Money Left Over From The Grant We Got For Replacing The Air Conditioners And From Fixing The Roof And That Money Will Be Applied Towards This Commissioner Chambers Stated Will Make A Motion To Silicone Spray Overvanity Fair For $160,000.00 Commissioner Chambers Made Amotion To Approve, Seconded By Commissioner Smpson Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.
6. The Next Item Was Approval Of Anordinance Annexing Certain Territory Owned By James Trogolo And Julie Trogolo Into The Corporate Limits Of The City Of West Frankfort, Franklin County, Illinois. The Mayor Stated This Gentleman Purchased Property On S. Marion Road. His Property Touches The City Of West Frankfortand He Would Like To Annex Into The City Limits. Commissioner Blades Made Amotion To Approve, Seconded By Commissioner Harkins, Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.
7. The Next Item Was Approval Of Anordinance Authorizing The Leasing Of A Specificarea Of The West Frankfort Outlet Mall. The Mayor Stated We Talked A Couple Council Meetings Ago About Anarea For A Coffee Shop And This Is The Lease For Them. The Area Has Been Completed, This Is Lease Is For The Coffee House At The Outlet Mall This Will Be $250.00 A month For Two Years. Commissioner Chambers Made Amotion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.
8. The Next Item Was Approval Of A Resolution Adopting The Franklin County Multi-Hazard Mitigation Plan. The Mayor Stated This Is A Plan That Was Worked On By Ryan Buckingham Whois The Emergency Management Director For The County. This Is Basically A Plan That Lists All The Hazards In The County That Are Possible They Have Done Alot Of Workon This We Need To Compliment Them On The Work They Have Done. Commissioner Simpson Stated What Is Our Responsibility If We Signonto Thist The Mayor Stated There Wasn't Anything In The Plan That Talked About Requirements For The City To Do Anything. Commissioner Simpson Stated I Don't Have A Problem Just Want To Make Sure There Is Nothing Reouired Or On The City Taking Mitigation Action To Implement This Plan The Mayor Stated There Is Nothing Like That In The Plan. 9. The Next Item Was Approval Of A Municipal Estimate Of Maintenance Costs In The Amount Of $199,729.63 Regarding The 2017 Motorfueltax Program. 12. The Next Itemwas Discussion, With Possible Action, Regarding Repairs To The Boat Dock At The City Of West Frankfort Lake. The Mayor Stated The New Lake Has A Dock Out There That We Talked About At The Last Council Meeting. We Did Get An Estimate From Si Docks For A Floating Dockwith An 8" X 20' Platformanda 20' X 6 Ramp That Goes Out To Twith Rails. They Will Tear Out And Dispose Of The Old Dock And Install The New One. The Price Is $11,500.00. If We Put Composite Decking On T Will Be $14,090.00. Ed Hammonds Stated I Have Had Several People Approach Me And Askif We Could Remove That Dock. People Are Trying To Use It And A Board Flippedup And Hit Someone Commissioner Blades Stated We Will Take A Backhoe Out There And Get It Out. This Matter Was Tabled.

14. The Next Item Was Approval For Payment Of A Contractor's Partial Payestimate #14 To Midwest Petroleum & Excavating Inc. In The Amount Of $351,186.21 Regarding The Sewer Treatment Plant Retrofit Project Commissioner Blades Made Amotion To Approve, Seconded By Commissioner Simpson Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.
15. The Next Tem Was Approval For Payment Of A Construction Engineering Bill #14 For Brown & Roberts Inc. In The Amount Of $21,136.90 Regarding The Sewer Treatment Plant Retrofit Project. 16. Commissioner Blades Stated We Have An Emergency Bill For Repairing The Jet Truck For The Sewer Plant That They Use Almost Every Day. Would Like To Make A Motion To Pay To Coe Equipment For $6,989.21. Commissioner Blades Made Amotion To Approve, Seconded By Commissioner Simpson. 20. Building And Sign Permits:
The First Request Was A Building Permit From Bill Davis At 1802 E. Clark Street. He Has An Existing Pole Barn And He Would Like To Add One To The End Of The Want's To Add On A 36' X 40' Addition Which Would Take Up The Lothe Has Be Hind His Existing Barn. This Does Allow 10' Easement On All Sides So It Will Be Fine Commissioner Blades Made Amotion To Approve, Seconded By Commissioner Simpson Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve Motion Carried.
The Next Request Was A Building Permit From Berry Cabeen At 1004 E. St.Louis Street. He Is Requesting A Permit To Put Up A Car Port. I Had Some Questions At The Beginning Because Of The Amount Of Room That Was Between His House And The Neighborshouse It Will Just Fit With 1' Inside His Property Line And I Talked With The Neighbors And They Haveno Problem With Himputting A Portable Car Port. The Next Request Was From Randy House. He Just Purchased Fielders Choice On South Logan And He Is Requesting A Building Permit To Put Upan 80' X 100' Pole Barn Onto The Back Of The Existing Building About The Designated Alley Way In The Back, As Of Today Wasn't Able To Find Out If All Of The Utilities Are Non Existent. The Water Seems To Be On The 37 Side And Charles And I Have Not Beenable To Determine Whether The Sewer Goes Through The Back All The Way To Skeleton, What I Wouldask Is To Give Us Until Next Meeting Until We Can Determine Where The Sewer Line Is Commissioner Chambers Stated Is He Asking For A Building Permit To Build Across The Alley? Ed Stated Yes. Commissioner Chambers Stated That Is Anon Existent Issue, We Haven't Wacated The Alley. Commissioner Chambers Stated Wewould Have To Vacate The Alley Before We Can Approve A Building Permit. The Mayor Stated Is He Going To Build The Building Regardless2 Ed Stated Yes, If He Has To Go Beyond The Area That Is Designated As Analley He Will This Matter Was Tabled.

21. Mayor's Report:
The Mayor Stated Would Like To Say Somethingabout The Mission Serve Project Thatwe Had In West Frankfort Last Week. We Hadapproximately 125 Kids Fromalabama, South Carolina And Georgia. They Stayedat First Baptist Church And Other Churches Helped With Food. They Repaired Ten Houses In West Frankfortand There Were Alot Of Smiling Faces When They Left. The City's Contribution Was That We Took Care Of The Material We Had Free Labor And Were Able To Repair These Houses For The Low Income People. Also Want To Thankroger, The Street Department And The Public Works Department For Mowing The Levy At Both Lakes And They Got The Tree Down On Man Street. We Have Great Workers, Anything Weask Them Todo They Go Out And Do. Our Police Department, Fire Department, Water Department, Sewer Department And Street Department Just Cant Say Enough About Them. T's Hard To Balance Because People Want Us Todo Things That We Really Can't Do. If There Are Things We Cando, We Do It. We Probably Have One Of The Only Interchanges In Southern Illinois That Is Mowed Because We Mow It. Appreciate It And All You Guysdo. We Went One Step Further On Our St.Louis Street Project. It Is Going To Bea 2.8 Million Dollar Project. The Bids Came In About 12% Higher Than The Estimate From Engineering Was. The State And The Feds Both Approved It. Pulled The Commissioners And We Talked About The Fact That Our Portion Is Going To Be $600,000.00. We Have That Money Set Aside In Our Motorfuel Money So This Project Will Go Forward. The Bid Letting That We Talked About At The Last Meeting Happened For 2.8 Million And There Are Some Other Hoops We Have To Go Through That Are Out Of Our Hands. The Feds Will Do This, It Will Be Abig Projectabout 1 % Years. Want To Thank Our Engineering Firm Because This Is Going To Be Abigproject. We Were Able To Do This In One Phase Rather Than Splitting It In Two. The Last Thing Want To Say Is That Larry Warren Passed Away Today. He Was The Former Mayor Of West Frankfortand Was Instrumental In Us Getting Home Rule. During That Period Of Getting That Done He Didalot Of Other Things He Was A Good Mayor, He Dida Good Job.

Commissioner Blades Stated Larry Was Hard But He Was Far. He Was Very Smartand When You Dd Somethinghe Appreciated It. The City Was In A Pretty Bad Financial State When He Took Over And Brought It Up Pretty Good. If You Did Your Job, He Treated Youright. I Also Want To Comment On The Mission Serve Project. There Was One Done Across The Street Fromme For Two Kids That Make Minimumwage The House Was Bad And They Couldn't Get Insurance On It. The Kids Came Home When The Roof Was On There And Started Crying She Was So Happy. She Said They Can Go Shopping For Insurance Now And That You Don't Know How Bad It Is To Go To Sleepat Night And Hope Your House Doesn't Burn Down And Youre Homeless. That Was A Great Deal The Did And I Am Thankful For It.
Commissioner Simpson Stated I Have Known Larry Along Time And He Will Be Greatly Missed By The Community, Knew Larry When He Worked Weekends For His Father In Law At The Grill. He Has Always Been A Great Guy And I'm Really Going To Miss Him.
Commissioner Harkins Stated Larry Was The One Who Hired Me Inas The Codes Officer And It Was A Good Thing For Me, You Learn A Lot Being The Codes Officer. Got To Realize The Condition Of This Town And I Have Lived Here All My Life.
Commissioner Chambers Stated Was Areporter When He Was The Mayor And What I Can Say About Him Is Anytime You Came To Him With An Idea, Thought, Concern Or A Question He Was Excited To Talkabout It Even If It Was Just Something Small. If It Was Something That Was Going To Better Our Town He Would Talk To You About It Allday Long And It Was Exciting To Him Because He Loved Our Community, He Was Up There With Only A Hand Full Of People Who Live, Eat And Breathe West Frankfort. He Really Had A Heart For Our Town And He Will Definitely Be Missed. When We Ran The First Time Nobody My Age And No Women Had Ever Been Elected. Wasterrifed And Didn't Know If Wanted To Run. Put My Petition In And It Was Coming Close To Time For The Election And Heard Aknockon My Door And It Washim. He Sat In Our Living Roomand Gave Me All Of His Good Pieces Of Advice. He Spent The Whole Afternoon In Our Living Room Encouraging Me. Will Be Praying For His Family. The Concrete Is Down For The 9 Street Sidewalk For A Of The Project Thatwewere Able To Do And It Looks Fantastic. We Have Gotten A Lot Of Phone Calls And Support Frompeople Who Are Happy. It Took Along Time Appreciate The Council For Sticking With It.

Matt Tosh From Brown & Roberts Stated We Are Progressing. Weare Hoping To Startaround The End Of August, Getting Some Of The Components Going And We Will Continue To Work Through November. They Are On Time And We Are Trying To Push That Much Harder Since The Southplantflooded.
