Anna City Council met July 18.

Here is the minutes provided by the Council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on July 18, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb. Commissioner Brandon Bierstedt was absent.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve The June 20, 2017. Anna City Council Regular Session Minutes As Submitted As The Official Minutes Ofsaid Meeting, A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Hartline and seconded by Commissioner Isom that it be Resolved To Approve The June 27, 2017. Anna City Council Special Session Minutes As Submitted As The Official Minutes Ofsaid Meeting. A. Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Mayor Hartline praised everyone for their hard work involved in the Firework Display this year. Mayor Hartline placed fireworks for 2018 on the next council meeting.

Teresa Vincent discussed the yard sales guidelines and limitation. She requested that the council take another look at the ordinance before passing it.

Budget Officer Steve Guined reminded the council that the June 30, 2017 financial reports had been submitted for their review.

City Administrator Steve Guined updated the council on the following projects. 1) The final walk through on the Play Courts is scheduled for July 20, 2017. 2) The concession stand/bathrooms project is still under construction with an estimated date of August 1 for most of the area to be complete. Discussion is being held about a Hot Spot for Wi-Fi in this area being installed with the cameras. 3) Phase 3 of the downtown project has been completed and approved. 4) Projects at the Waste Water Treatment Plant are in progress. 5) Painting and street sign projects throughout town will be done this fall.

Mayor Hartline addressed Karen Sweitzer regarding P.A.W.S., he told her the council will get a decision.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Pay All Approved Bills. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Mayor Hartline that it be Resolved To Approve Ordinance 2017-04 Liouor Control Regulations. A vote was taken upon the motion with the following results. Commissioner Al Kamp, and Mayor Hartline voted yea. Commissioner Martha Webb voted Nay. Commissioner David Isom abstained. Mayor Hartline declared the motion carried.

Ordinance 2017-05; Regulation of Yard Sales within the City of Anna was tabled.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be Resolved To Approve Ordinance 2017-06. Ameren Franchise Agreement. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Approve Ordinance 2017-07, Republic Services/Trash Collection Agreement. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Ordinance 2017-08; Tech Guys/Water Tower Agreement was tabled.

A motion was made by Commissioner Webb and seconded by Commissioner Isom that it be Resolved To Approve Ordinance 2017.09 Establishing Utility Rates And Municipal Waste Collection Rates Charged By The City. A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Approve Resolution 2017-17 Prevalling Rate Of Wages For The City Of Annaas Of June 2017. A Vote Was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Webb that it be Resolved To Approve A Building Permit For Don Skelton At 142 Leigh Ave. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Approve A Sign Application For Kfc/Taco Bell. A. Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved To Approve A Sign Application For First Baptist Church. A. Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be Resolved To Approve Park Usage To Union County Chamber Of Commerce Movie In The Park July 21, Sept. I5, & Oct 27, 2017 With Rain Out Dates Of July 28 & Sept. 22. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Isom that it be Resolved To Approve Park Usage To First Baptist Church For Fishing Derby Onjuly 23, 2017. A Vote Was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve Park Usage To Anna. J.R. High District 37 For Baseball And Softball Season During July 24 - October 9, 2017. A Vote Was taken upon the motion With the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Isom that it be Resolved To Approve Park Usage To Wal-Mart Miracle Makers Softball Tournament For Charity On September 16, 2017 With A Rain Date Of September 23, 2017. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be Resolved To Approve Park Usage To Union County Counseling Inside Out 5k Run/Walk On October 21, 2017. A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Code Enforcement Officer Gary Rider Submitted the monthly code enforcement updates.

Police Chief Hunter Submitted the monthly police department stats report.

Attorney John Foley discussed that he has placed a Lien against the property at 209 W. Vienna St. for demolition. He is going to place a Foreclosure Lien on the property also. City Administrator Steve Guined Stated that the neighbor is interested in possibly purchasing the property.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be Resolved To Enter Closed Session To Discuss Personnel. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Exit Closed Session. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve The Closed Session Minutes Of July 18, 2017 As Previously Read As The Official Closed Session Minutes Of Said Meeting. A. Vote Was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved That The Regular Session Of The Anna City Council Meeting Of July 18, 2017 Be Adjourned At 8:00 pm. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
