The City Council of Red Bud, Randolph County, Illinois met on Wednesday, July 5, 2017 at 7:00 p.m. at Red Bud City Hall, City Council Chambers.

Members Present:Mayor Tim Lowry, Clem Esker, Curt Guebert, Bill Hanebutt, Glenn Linnertz, Kyle Donjon, Susan Harbaugh

Members Absent:Mike Reed, David Friess

Others Present: City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Administrative Assistant Pam Poetker

VI.Approval of Estimated and Listed Bills

Motion made by Council Member Harbaugh, seconded by Council Member Hanebutt, to approve the estimated and listed bills, as corrected by Superintendent Eckart. Page 6 of Payment Approval Report – Darren’s Automotive Inc. $414.85 change from 03-4705-613.001 to 04-4205-613.004) The vote was as follows: Guebert, aye; Hanebutt, aye; Linnertz, aye; Donjon, aye; Harbaugh, aye; Esker, aye. Motion carried.

A.Recognition of Peggy Sauer

Peggy Sauer, crossing guard was recognized for saving a child from running into the street, possibly saving his life, when he darted away from his grandmother. Mayor Lowry commended Ms. Sauer for doing a great job and going above and beyond her job duties.

1.Authorization to Hire Part-Time Officer

Motion made by Council Member Hanebutt, seconded by Council Member Linnertz, to approve the authorization to hire Mike Collins as part-time officer contingent on psychiatric, physical and drug testing, at the normal rate of pay. The vote was as follows: Linnertz, aye; Donjon, passed; Harbaugh, aye; Esker, aye; Guebert, aye; Hanebutt, aye. Motion carried with one passed vote.

D.Public Works Committee - Meeting June 19, 2017

1.Agreement to Authorize Hiring of Co-op Student Wyatt Duclos

Motion made by Council Member Linnertz, seconded by Council Member Donjon, to approve the authorization to hire Wyatt Duclos as a co-op student for the school year, at the current rate of pay, subject to the drug and physical testing. The vote was as follows: Donjon, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Hanebutt, aye; Linnertz, aye. Motion carried.

2.Clarifier Rehabilitation Work for Sewer Plant

Motion made by Council Member Linnertz, seconded by Council Member Hanebutt, to approve the authorization to enter into a contract with Environmental H2O to do clarifier rehabilitation work at the sewer plant, not exceed $27,418. The vote was as follows: Harbaugh, aye; Esker, aye; Guebert, aye; Hanebutt, aye; Linnertz, aye; Donjon, aye. Motion carried.

3.MFT – Co-op Share

Superintendent Eckart shared that he had received the MFT paperwork regarding the resurfacing of the parking lanes from Spring St. to 6th St. along Route 3. This will be a 50/50 cost share with IDOT. The City’s estimated cost is $15,525 and MFT funds will be used. The Mayor will sign the paperwork and return it by the July 14th deadline.

1.Request – Closure of Rock St. – July 20, 2017

Motion made by Council Member Donjon, seconded by Council Member Linnertz, to approve the request from Burmester Auction Service to close Rock St., for an auction on July 20, 2017 from 12:00-8:00 P.M., if needed. The vote was as follows: Esker, aye; Guebert, aye; Hanebutt, aye; Linnertz, aye; Donjon, aye; Harbaugh, aye. Motion carried.
