City of Red Bud Economic Development Commission met April 26.

Attendance:Warren Frank, Shane Watson, Butch Stellhorn, Rodney Nevois, Mike Reed, Clem Esker, Jonathan Tallman, Larry Ingalls, Susan Harbaugh, Stuart Langrehr, Greg Birchler, Chris Martin, Pam Poetker
1.Call to Order
Chairman Clem Esker called the meeting to order at 6:00 p.m.
2.Review of Financial Reports
The Financial Reports were provided with the agenda when it was sent out. We are currently recapturing over $20,000 in payments per month between the CDAP and City Loan Programs.
3.Randolph County Update
Chris Martin provided a brief update on Randolph County Economic Development matters. The county was successful in obtaining DCEO funds for a KRPD project. The project has two components: one portion is a planning grant and the other is for Kellogg #1. As far as tourism, the county continues to dedicate attention to tourism efforts and the efforts are paying off in terms of numbers. The county has been using social media as a resource for marketing the county which has proved to be a great component of promoting tourism.
4.Industrial Park Updates
a.Secon:Addition on their building is complete
b.Moll Building Addition: They are currently leasing 40,000 sq. ft. of warehouse space in St. Louis
c.G & S Building: Nothing is being done with the building until it is cleared on the contents from the recent auction that was held online in early April.
d.Weir Parts: Update from Norm Roy is that they plan to be moved into the new location in November, 2017.
5.Business Updates
Clem Esker informed commission members that if at any time someone gets a potential lead on a business that may want to move to Red Bud to let him know so we can pursue it and provide information on the incentives that the city has in place.
6.Prospective Business Opportunities
Businesses that are new to Red Bud since the last meeting. Schnickelfritz Bakery and MiCasa Subs will be moving into the former Red Bud Tire and Battery building. The expected completion of the project is June, 2017. Willie Ratz is currently renovating the former VFW building but no completion date for that project has been established. The Burnt End is also new. It opened on Ash Wednesday and the owners have been very pleased with the response they have gotten from the community.
7.KRPD Microloan Program
The commission discussed the loan application and inquired about the fulfillment of the requirements per the city’s program. Many of the requirements on the checklist have been fulfilled, but Pam Poetker agreed to review the requirements to ensure that KRPD is in compliance. She will communicate the findings and corrective action to Clem Esker and Mayor Lowry. The intent will be to draw funds from Rural Development for the application. Chris Martin offered his assistance with the process because the county has been through the process before.
Motion made by Larry Ingalls, seconded by Jonathan Tallman to make a loan in the amount of $45,000 to KRPD from the City’s Microloan Program. Motion carried and will be forwarded to the city council for final approval.
8.LKSI – Evening on the Kaskaskia
Clem Esker inquired with commission members to see if anyone wanted to attend the event. Susan Harbaugh, Clem Esker, and Mike Reed will represent the city using three of the five tickets available. Anyone else interested in attending is asked to contact Pam. Tickets will be available on a first come first serve basis.
9.Anything for the Good of the City
Clem Esker mentioned the possibility of exploring incubator space using CDAP monies. Pam will inquire with the state and get written clarification if incubator space is an approved use of funds.
Clem Esker mentioned that there will be a vacancy on the commission once Susan Harbaugh is sworn into office as alderman on Monday, May 1, 2017. The city is currently looking for candidates to fill the seat on the commission and everyone will be updated as new information is available. Jonathan Tallman invited everyone to the Prayer Breakfast that is scheduled for May 4, 2017 at 6:30 a.m. the civic organizations in town are sponsoring the event. Capacity is 85 people, but there are still seats available.
Clem Esker mentioned that Mayor Lowry, himself and Pam Poetker recently attended the Monroe County Economic Development Corporation First Annual Meeting. The event was held at the new 11 South location and was very successful.
