City of Red Bud Public Works Committee met May 15.

Here is the minutes provided by the Committee:

Committee Members Present:Kyle Donjon, Bill Hanebutt, Clem Esker, Curt Guebert

Committee Members Absent:Glenn Linnertz

Council Members Present: Mike Reed, Susan Harbaugh

Council Members Absent:David Friess

Others Present:Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Administrative Assistant Pam Poetker, City Clerk Joanne Cowell

Committee Member Donjon called the meeting to order at 8:26 p.m.

Old Business:

I.Power Plant

1.Plant Report

Eckart reported business as usual. In July & August, all member communities, who have generating units, will run for four hours to see what the generating capacity is. The annual surge test will be in June.

II.Safe Routes to School

Eckart reported that the project is underway. E Field Dr. is 75% finished.

III.FY’18 Permanent Street Program -Authorization to Advertise for Bids

Recommendation made by Committee Member Donjon, seconded by Committee Member Guebert, to approve the authorization to advertise for bids for the FY’18 permanent street program. Carried

IV.MFT

Eckart reported that oil and chip has been scheduled for the NW quadrant on September 12-13, 2017.

Eckart purchased a rubber tired roller for $9,000, with an extra steel drum roller added for free (2 machines.) The cost will be recouped through billing MFT yearly @$2,500 for rental.

New Business:

I.Approval of Prior Month’s Meeting Minutes – Meeting April 17, 2017

Recommendation made by Committee Member Donjon, seconded by Committee Member Hanebutt, to approve the minutes from the April 17, 2017 meeting. Carried

II.Transfer of Funds from Capital Plan to Cash Accounts

1.Gas: Squeeze Tools =$14,140.00

Recommendation made by Committee Member Donjon, seconded by Committee Member Esker, to approve the authorization to transfer $14,140.00 from the Gas Capital Plan to the cash account for the squeeze tools. Carried

2.Streets: Lawnmower=$10,979.00

Recommendation made by Committee Member Donjon, seconded by Committee Member Guebert, to approve the authorization to transfer $10,979.00 from the Street Capital Plan to the cash account for the lawnmower. Carried

3.Streets: Roller=$9,000.00

Recommendation made by Committee Member Donjon, seconded by Committee Member Esker, to approve the authorization to transfer $9,000.00 from the Street Capital Plan to the cash account for the roller. Carried

III.Training Request – GUA Annual Meeting – Josh Eckart and Kenny Langrehr

Recommendation made by Committee Member Donjon, seconded by Committee Member Hanebutt to approve the request to send Josh Eckart and Kenny Langrehr to training entitled “Gas Utilities Alliance Annual Meeting” in Springfield, IL, on June 16, 2017, with no fee, transportation is required. Carried

IV.Training Request – Illinois Rural Water Assoc. Operator Certification – Rick Timmons

Recommendation made by Committee Member Donjon, seconded by Committee Member Esker, to approve the request to send Rick Timmons to training entitled “IRWA How Technology And Analytics Is Changing The Water Utility Industry Midwest Meter Operator Certification” in Sparta, on May 23, 2017, with no fee, transportation is required. Carried

V.Kaskaskia Drive Industrial Park Expansion – Proposal from Rhutasel & Assoc.

VI.Abandonment of Easement at 351 Lockwood Drive

Recommendation made by Committee Member Donjon, seconded by Committee Member Esker, to approve the request from Kathy Asselmeier to abandon the portion of the easement at 351 Lockwood Drive (Garden Place) that is under the building and to authorize the proper signatures. Carried

VII.Public Comments/Anything for the Good of the City

Eckart reported that he sold old truck #24 on GovDeals for $1,809.
