Here is the minutes provided by the Council:

I. Call To Order

Alderman Ebersohl called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Present Ebersohl, Huch, Agne, Reis, Niemietz, Holtkamp, Roessler, Martens

Mayor Hutchinson was not present for the meeting.

Quorum present. Those in attendance recited the Pledge of Allegiance.

Administrative Staff present:

1. Mayor Pro Tem

Motion:

It was moved by Alderman Agne, and seconded by Alderman Niemietz, to appoint Alderman Gene Ebersohl as Mayor Pro Tem for the period commencing August 5, 2017 and ending August 10, 2017. Motion Passed 8 to 0.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, July 17, 2017 were submitted for approval.

It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to approve the minutes of the Regular Meeting of the City Council held Monday, July 17, 2017 as on file at City Hall. Motion Passed 8 to 0.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, July 17, 2017 were submitted for approval.

Motion: It was moved by Alderman Reis, and seconded by Alderman Martens, to approve the minutes of the Executive Session of the City Council held Monday, July 17, 2017 as on file at City Hall. Motion Passed 8 to 0.

IV. Report of Departments and Officers

A. Police and Communications

1. Employ Gregory Degener - Full Time Police Officer

Motion: It was moved by Alderman Huch, and seconded by Alderman Niemietz, to accept the recommendation of Chief Paul and employ Gregory Degener as a full time Police Officer contingent upon satisfying all pre-employment requirements. Motion Passed 8 to 0.

B. Community Development

The report of the Community Development Department was presented to the Council.

1. Ordinance No. 3338-Amend Chapter 5.50 - Food Truck Vendors

It was moved by Alderman Holtkamp, and seconded by Alderman Reis, to approve Ordinance No. 3338, an ordinance amending Chapter 5.50 to the City of Columbia Municipal

Code regarding Food Truck Vendors. Motion Passed 8 to 0.

2. Special Event-Columbia High School Homecoming Parade and Bonfire

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the Special Event Permit Application for the Columbia High School Homecoming Parade and Bonfire as presented and on file at City Hall. Motion Passed 8 to 0.

C. City Engineer

The report of the City Engineer was presented to the Council.

1. Ordinance No. 3339 - Amend Municipal Code Governing Stop Intersections

West Legion Avenue at intersection of West Bottom Avenue

Motion:

It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to approve Ordinance No. 3339, an ordinance amending Section 10.52.020 (Schedule "B") of Chapter 10.52 (Traffic Schedules) of Title 10 (Vehicles and Traffic), of the Municipal Code of the City governing stop intersections in the City of Columbia. Motion Passed 8 to 0.

2. Brellinger Fourth Addition Subdivision improvement Plans

It was moved by Alderman Holtkamp, and seconded by Alderman Niemietz, to accept the recommendation of the City Engineer and approve the Brellinger Fourth Addition Subdivision improvement Plans as submitted and on file at City Hall. Motion Passed 8 to 0.

D. Finance

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Martens, to authorize the payment of vouchers received through August 3, 2017 in the amount of three hundred thirty-five thousand, nine hundred thirty-eight dollars and twenty-one cents ($335,938.21). Motion Passed 8 to 0.

2. Statement of Funds

Motion:

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the Statement of Funds through June 30, 2017 as presented and on file at City Hall. Motion

Passed 8 to 0.

3. Schorb & Schmersahl Engagement Letter

Motion:

Niemietz Yea Reis Yea

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to authorize the Mayor to sign the Schorb & Schmersahl Engagement Letter for professional accounting services to conduct the annual audit of the City for the fiscal year commencing May 1, 2016 and ending April 30, 2017 at a cost not to exceed $20,900.00 plus certain out-of-pocket

expenses. Motion Passed 8 to 0.

E. City Attorney

The City Attorney presented his report to the Council.

F. City Administrator

The report of the City Administrator was presented to the Council.

It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 8 to 0.

Executive and Rules

ΠΧ. Executive Session - 5 ILCS 120/2(c)(1)

Mayor Pro Tem Ebersohl informed the Council that he would entertain a motion to go into Executive Session to discuss personnel as permitted under 5 ILCS 120/2(c)(1).

Motion: It was moved by Alderman Reis, and seconded by Alderman Martens, to direct the Mayor Pro Tem to go into Executive Session at 7:19 P.M. to discuss personnel as permitted under 5 ILCS 120/2(c)(1). Motion Passed 8 to 0.

Motion:

Motion: It was moved by Alderman Reis, and seconded by Alderman Niemietz, to adjourn the Regular City

Council meeting held Monday, August 7, 2017 at 7:45 P.M. Motion Passed 8 to 0.
