City of Columbia City Council met Aug. 21.

Here is the minutes provided by the Council:

i. Call to Order

Mayor Hutchinson and Mayor for the Day Lily Misra called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the Pledge of Allegiance.

II. Delegations and Citizens' Comments

A. Constitution Proclamation

Mayor Hutchinson and Mayor for the Day Lily Misra read a proclamation declaring September

17, 2017 - September 23, 2017 as Constitution Week.

B. Songs4Soldiers

Mr. Dustin Row addressed the Council regarding the Songs4Soldiers event scheduled for

September 22-23, 2017.

C. Mayor for the Day - Lily Misra

Mayor Hutchinson recognized Mayor For A Day Lily Misra.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, August 7, 2017 were submitted for approval.

It was moved by Alderman Martens, and seconded by Alderman Huch, to approve the minutes of the Regular Meeting of the City Council held Monday, August 7, 2017 as on file at City Hall. Motion Passed 7 to O.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, August 7, 2017 were submitted for approval.

Motion: It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the minutes of the Executive Session of the City Council held Monday, August 7, 2017 as on file at City Hall. Motion Passed 7 to 0.

IV, Report of Departments and Officers

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police and the Communications Departments were presented to the Council.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

1. Acceptance of Whiteside Station Monument Marker

Motion: It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to accept the Gift Proposal from the Whiteside Station Chapter, National Society Daughters of the American Revolution, to place a Monument Marker in front of the historical Shoemaker Schoolhouse. Motion Passed 7 to 0.

2. Plan Commission Report - Chairman Bill Seibel

Mr. Bill Seibef presented the Plan Commission report to the Council and provided future plans and activities.

3. Special Event-Bernhard Auto Works/Kiwanis Club Car Show

Motion: It was moved by Alderman Agne, and seconded by Alderman Ebersohl, to approve the Special Event Permit Application for the Bernhard Auto Works/Kiwanis Club Car Show, as

submitted and on file at City Hall. Motion Passed 7 to 0.

4. Donation Drive - Knights of Columbus

Motion: It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to approve the request of the Knights of Columbus George R. Kutterer Council 6165 to hold their annual donation drive that helps those with intellectual disabilities, more commonly known as the Tootsie Roll Drive, scheduled to held the weekend of September 15 and 16, 2017. Motion Passed 7 to 0.

E. City Engineer

The report of the City Engineer was presented to the Council.

F. Finance

1. Vouchers To Be Paid

Motion: It was moved by Alderman Martens, and seconded by Alderman Reis, to authorize the payment of vouchers received through August 17, 2017 in the amount of two hundred twenty-eight thousand, nine hundred twenty-six dollars and seventy-five cents. ($228,926.75). Motion Passed 7 to 0.

G. City Attorney

The City Attorney presented his report to the Council.

H. City Administrator

The report of the City Administrator was presented to the Council.

1. Resolution No. 2017-10- Elected Officials Participation in IMRF

Motion: It was moved by Alderman Martens, and seconded by Alderman Niemietz, to approve Resolution No. 2017-10, a resolution relating to participation by Elected Officials in the Illinois Municipal Retirement Fund. Motion Passed 7 to 0.

2. Ordinance No. 3340 - Electric Franchise Agreement with Ameren Illinois Company d/b/a

Ameren Ilinois

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to approve Ordinance No. 3340, an ordinance amending the terms of an Electric Franchise Agreement with Ameren Illinois Company d/b/a Ameren Illinois. Motion Passed 7 to 0.

3. Ordinance No. 3341 - Amend General Duties of the City Administrator

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to approve Ordinance No. 3341, an ordinance amending Chapter 2.17.040 of the City of Columbia Municipal Code addressing the General Duties of the City Administrator. Motion Passed 7 to 0.

4. Bremser Road Telecommunications Tower Lease

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Niemietz, to terminate the Bremser Road Lease dated July 5, 1994, for lessee's failure to remedy breach of lease as identified in the violation notice to lessee, and authorize the City Administrator and Special Legal Counsel to communicate such immediate termination, and authorize continued temporary occupancy on a month to month basis under existing lease terms up to December 31, 2017, to allow for any negotiation for resolution and new lease with the City or removal of lessee's occupancy. Motion Passed 7 to 0.

Motion:

It was moved by Alderman Agne, and seconded by Alderman Ebersohl, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 7 to 0.

VI. New Business

1. Mayor Pro Tem - August 27 - September 3, 2017

Motion:

Niemietz Yea Reis Yea

It was moved by Alderman Martens, and seconded by Alderman Agne, to appoint Alderman Ebersohl as Mayor Pro Tem from August 27-September 3, 2017. Motion Passed 7 to 0.

Motion: It was moved by Alderman Agne, and seconded by Alderman Reis, to adjourn the Regular City Council meeting held Monday, August 21, 2017 at 7:47 P.M. Motion Passed 7 to 0.
