Chester City Council met August 28. 

Here is the minutes as provided by the council:

I.Call to Order

The City Council of Chester, Illinois, met in regular session on Monday, August 28, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 5:57 p.m.

II.Roll Call

IV.Reading of Minutes of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Clark, Ohlau, Crossland, Geisen, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

V.Correspondence

The following correspondence was acknowledged:

•Chester Area Christian Food Pantry Inc. newsletter dated August 9, 2017•Chester Water Plant Report for the month of July provided by Tim Crow

VI.Reports

Mayor:

Mayor Page reported: 1) A movie night in Cole Park is scheduled for September 23rd at 7:30 p.m. 2) The Solar Eclipse was a huge success. Mayor Page thanked Patti Carter, the entire city staff, police department, fire department and aldermen for all of their hard work planning this event. The mayor’s office has received numerous emails and calls from visitors expressing their appreciation and wanting to make reservations for the 2024 Solar Eclipse.

City Treasurer:

Treasurer Eggemeyer reported that several police pension members attended a training and earned 8 hours of training.

City Clerk:

Raffle license application for the Chester Eagle’s Club Aerie #3252 was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Ohlau, Rader, Blechle, Crossland, Allison, Geisen, Clark. Nays: None. Absent: None. Motion carried.

Raffle license application for the Chester Boat Club Inc. was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Clark seconded the motion. Upon Roll Call: Ayes:

Aldermen Platt, Ohlau, Rader, Blechle, Crossland, Allison, Geisen, Clark. Nays: None. Absent: None. Motion carried.

Raffle license application for the Knights of Columbus was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Ohlau, Rader, Blechle, Crossland, Allison, Geisen, Clark. Nays: None. Absent: None. Motion carried.

City Attorney:

Attorney Kerkhover advised that a list of properties owned by the city has been published for sale in the newspaper according to the state statute. These bids will be opened on October 2, 2017 at 6:15 p.m.

VII.Committee Reports

Cemetery & Finance Committee (Chairman Platt):

Alderman Platt advised that the committee met this evening at 5:30 p.m. to review city bills. His motion to approve payment of bills as prepared by the city clerk, subject to audit, was seconded by Alderman Rader. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Clark, Rader, Blechle, Ohlau, Allison. Nays: None. Absent: None. Alderman Geisen abstained from voting. Motion carried.

Water-Sewer Committee (Chairman Rader):

Chairman Rader reported that a meeting with Tim Crow was held regarding a new lime system at the water plant.

Ordinance Committee (Chairman Crossland):

Chairman Crossland announced that a meeting is scheduled for August 31, 2017 to review the Ordinances regarding delinquent and derelict properties. Secondly, Alderman Crossland commented on the Solar Eclipse. She noted Cole Park is a wonderful venue for camping and the council should consider allowing tent camping in the park.

Economic Development, Chamber, & Beautification Committee (Chairman Allison):

Alderman Allison advised that a Chamber of Commerce event is planned for this coming Thursday at Benson’s Wine Bar.

VIII.Public Discussion

Donald and Dixie Brockmeyer presented a $1,000.00 check in memory of James Brockmeyer to the COPS Program organized by the Chester Police Department and another $1,000.00 check in memory of James Brockmeyer to the Fire Prevention Program organized by the Chester Fire Department.

Multi-Purpose Lighting at the Cohen Complex:

Alderman Clark moved to ratify the action of the council to purchase lighting fixtures for the multi-purpose field at the Cohen Complex for $16,500.00 and to waive competitive bidding. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Crossland, Geisen, Ohlau, Rader, Blechle, Allison, Clark. Nays: None. Absent: None. Motion carried.

Natural Gas Futures:

Alderman Ohlau, Chairman of the Gas Department & Public Property Committee, requested permission from the council to purchase natural gas futures. Alderman Crossland moved to grant the Gas Committee authority to purchase natural gas futures and Alderman Platt seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Ohlau, Rader, Blechle, Allison, Platt, Clark. Nays: None. Absent: None. Motion carried.

Buena Vista Street Project – Water Main Replacement:

City Engineer Harold Sheffer presented an estimate from Red Dot Construction Inc. to relocate a water main off the right-of-way for Phase II of the Buena Vista Street project. Alderman Crossland moved to approve the bid of $41,457.00 from Red Dot Construction Inc. and waive competitive bidding. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Geisen, Ohlau, Rader, Blechle, Allison, Clark. Nays: None. Absent: None. Motion carried.

XI.Adjournment

At 6:21 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. VOTE: Ayes: Aldermen Ohlau, Platt, Clark, Crossland, Geisen, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.
