Anna City Council met Sept. 5.

Here is the minutes provided by the Council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on September 5, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb. No council members were absent.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE THE AUGUST 15, 2017. ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OFSAID MEETING. A. Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined updated the council on the following projects. 1) Sewer Plant Project was in 3 phases with 1 & 2 completed. Phase 3 of the project will include work to be done on the aerators. This work is estimated to be completed in the next 45 days. 2) Old 51 North IDOT/City of Anna Project will be located in front of the Nazarene Church. IDOT will be doing some sidewalk and culvert work with the City of Anna doing work on Gas & Water services in that area. The bids for this project are set for sometime in September and estimated to start after the first of the year. This project is scheduled to be done on a weekend with some lane/street closure. 3) 4-Way Stop IDOT/City of Anna Project bid letting is Scheduled for January with Work to start in the spring. During this project the City of Anna will be doing a water project. This project will cause road closure for approximately 7 days. 4) Main Street IDOT/City of Anna Re-surfacing Project bid letting is scheduled for January with work to start in the spring. The parking lanes are the responsibility of the City of Anna. The City of Anna will try to get a federal grant to help with the cost.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 20 I7-20; VETERAN'S DAY PARADE ON NOVEMBER II, 2017 FROM II AM TO I PM. A. Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE A BUILDING PERMIT FOR BRENDA WRIGHT AT I I3 CHERRY ST. A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A BUILDING PERMIT FOR COOK SALES INC, AT-3305 E VIENNA ST. A Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner BierStedt that it be RESOLVED TO APPROVE PARK USAGE TO FIRST BAPTIST CHURCH OF ANNA FOR A PICNIC OCTOBER 1, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Mayor Steve Hartline discussed Ordinance 2015-07; Food Vendors. Mayor Hartline would like to increase the number of licenses. All council members agreed to have Attorney John Foley to amend the ordinance to allow for 10 licenses. Mayor Hartline directed Deputy City Clerk Tina Sadler to inform Attorney John Foley.

Commissioner Martha Webb discussed the damage at the new Play Courts at the park. Commissioner Webb voiced a concern of when the cameras are going to be installed in this area. City Administrator Steve Guined explained that the walk through is Thursday September 7, 2017 for the Concession/Bathrooms and once we take possession of the area the camera installation will begin.

Police Chief Hunter discussed that he has been working with Street Foreman Bill Halter on the traffic lights at the intersection of State Hwy 146 and Leigh Ave. City Administrator Steve Guined explained that we pay 50% of the maintenance and energy. Chief Hunter said that the traffic light at the intersection of State Hwy 146 and State Route 51 has no battery backup.

Commissioner Martha Webb Stated that Edward Crowell came to her about the School traffic at Lincoln School. Commissioner Webb stated his complaint was that he can’t get out of his drive way off of Casey Street because of the slope.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be RESOLVED TO EXIT CLOSED SESSION. A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF SEPTEMBER 5, 2017 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING, A Vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bierstedt that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF SEPTEMBER 5, 2017 BE ADJOURNED AT 6:25 PM. A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
