Village of Dix Village Board met Tuesday, Aug. 8.

The Dix Village Board met for a regular session on August 8, 2017 at the Dix Village Hall. President Larry Mooney called the meeting to order at 7:00pm.
Roll Call: Trustees present- Kurt Karcher, Sean Wilkey, Nana Koenegstein & Mike Ahlf. Trustees absent- Brandy Mount. Officers present: President- Larry Mooney & Village Treasurer- Sharon Bean. Officers absent- Village Clerk- Debora Reich.
Meeting opened with prayer and the Pledge of Allegiance.
Motion was made by Mike Ahlf to approve the minutes from July 11, 2017. Second to motion by Kurt Karcher. Motion passed 4-0.
Motion was made by Nana Koenegstein to accept the Treasurer’s report from July 2017, with corrections of spelling and new sign account. Second to motion by Mike Ahlf. Motion carried 4-0.
Motion was made by Mike Ahlf to Approve the payment of bills for July 2017. Second to motion by Nana Koenegstein. Motion carried 4-0.
Public comments: A request was made to have a petition sent to the state, to change the stop at the corner of 37 and Dix/Texico Rd from a 2-way to a 4-way stop. Village President, Larry Mooney will contact IDOT to look into the possibility. Requests were made to have a hopscotch and 4-square game added to the Village Park. Sean and the Building & Grounds Committee will check into seeing if that can be done and what is needed.
Committee Reports-
Building & Grounds: a)New Christmas decorations have come in. b)Continental has completed and installed the new teeter totter.c)Help is requested to put up flags, September 1st at 8 am, and to take them down September 5th at 10 am. d)Community Center floor needs to be stripped and waxed.
Street & Alley: a)East Lincoln St. projects were completed in July.b)Both attempts to repair the drain tiles and subsidence problem on Meadow Ln. are currently holding. c)The broken sidewalk between Rome Meadows and Dollar General has been repaired.d)The survey of the new Village property on Miller St. has been completed. The tree company has been notified that they may proceed with work there.e)Street & Alley Chairman, Mike Ahlf, met with Bob Metcalf, of JAX, to upgrade the quote they had given on the ditch work needed throughout the Village.
Long Range Planning & Economic Development Committee: Meeting was planned for Tuesday, August 1, 2017. Due to illness and a vacant seat, the meeting has been rescheduled to Tuesday, August 15, 2017.
Business Items:
Item #1 - Motion was made by Sean Wilkey to order two new Municipal League Books, at $50.00 each (estimated). Second to motion by Kurt Karcher. Motion carried 4-0.
Item #2 - Consideration was given to participating in a flag display over Interstate overpasses during September 11th. Our intestate overpasses include East Beal St, West Lincoln St and County Line Rd. Antioch Christian Church will cover West Lincoln St. The Village will put together a flyer to seek out interested parties to man the flag displays.
Item #3 - Motion made by Sean Wilkey to hire Shirley Wilson for the Inside Building Position that was left vacant when Karla Dodson resigned effective August 15, 2017. Second to motion by Mike Ahlf. Motion carried 4-0.
Item #4 - Motion made by Mike Ahlf to award the MFT project, drainage work on various streets, to JAX Asphalt. The quote they gave was $4,832.00 for North Jackson St., Duncan Ln., West North St., and West Lincoln St. Kurt Karcher requested copies of the quotes, those were not available. Second to motion by Kurt Karcher. Motion carried 4-0.
Item #5 - Motion was made by Sean Wilkey to table amending the vehicle section of Ordinance # 96.1 until September’s meeting. Kurt Karcher would like to see any ordinances currently on the books enforced. Second to motion by Kurt Karcher. Motion carried 4-0.
Item #6 - Motion was made by Kurt Karcher to accept Village President Larry Mooney’s suggestion of Paul Ayers as the replacement for Samuel Hayes as Village Trustee & committee person for Street & Alley Committee. He will be sworn in at September’s meeting. Second to motion by Sean Wilkey. Motion carried 4-0.
Item #7 - Miscellaneous:
A.) The Community Center floor needs stripped and waxed. It will be on September’s agenda to make a decision on.
B.) On September’s agenda we plan to have the Director of Mt. Vernon’s Chamber of Commerce, Mike Beard, to make a presentation on the value of the Village of Dix becoming members of the Chamber of Commerce.
C.) LED Christmas bulbs are being ordered for the Village Christmas Ornaments.
D.) The asphalt work will be done in front of the Post Office and Village Hall with in the next 60 days.
E.) Street light for North Marshall St. was installed on the wrong pole. Correction will be made.
F.) Village President, Larry Mooney received the Village census packet. He and Village Treasurer, Sharon Bean will be reviewing it. Village Trustee, Kurt Karcher volunteered to help.
