Anna City Council met October 1.

Here is the minutes provided by the Council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on October 3, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb. Commissioner Brandon Bierstedt was absent.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved To Approve The September 19, 2017 Anna City Council Regular Session Minutes As Submitted As The Official Minutes Of Said Meeting. A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined updated the council on the following projects. (1) Police Chief Mike Hunter has been working on the security cameras at the park and should have information for the next meeting. (2) The Concession Stand/Bathroom area is finished and the city has taken possession. The electrician has to replace one can light. (3) Alley service will start in a couple of weeks.

A motion was made by Commissioner Isom and seconded by Commissioner Webb that it be Resolved To Approve A Building Permit For Tracey Smith On Lot 2 Of The Page Subdivision. A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Mayor Hartline that it be Resolved To Accept The Smith/Page Proposal For Payment Of City Subdivision Fees, A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Discussion was held in regards to the utility service upgrade installation. Mayor Hartline Stated that the proposal states they want the upgrade and would be responsible for the fees.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Approve A Sign Application For Cooks Sales Inc. Located At 3305 E. Vienna St. A Vote Was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved To Approve Road Closure On Lime Kiln Rd., E. Lewis & N. Main St To Union County Colorfest Biathlon For A 5k Run October 7, 2017. A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Mayor Hartline discussed the parking issues at Bethany Village. Commissioner Kamp State he thinks we have two options. One is to stop parking in front completely; the other is to gravel a couple of spaces. Attorney John Foley Suggested making a loading/unloading area. City Administrator Steve Guined Suggested looking into concreting the area.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Enter Closed Session To Discuss Personnel. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be Resolved To Exit Closed Session. A Vote Was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve The Closed Session Minutes Of October 3, 2017 As Previously Read As The Official Closed Session Minutes Of Said Meeting. A Vote Was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resol Ved To Approjve Internal Posting Of Tmavo Full-Time General Laborer Positions. A Vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be Resolved That The Regular Session Of The Anna City Council Meeting Of October 3, 2017 Be Adjourned At 6:50 pm. A vote was taken upon the motion with the following results. Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
