Sesser City Council met September 14.

The regular meeting of the Sesser City Council was held on Thursday, September 14, 2017. It was called to order by Mayor Ashmore at 6:35 pm. Prayer was led by Larry Cook from the Bear Point Church. The pledge of allegiance was said. Mayor Ashmore asked for all Veterans to stand and appreciation was shown by applause. Mayor Ashmore thanked them for their service.
Mayor Ashmore asked Clerk Stacey to call the roll. Roll call was as follows:

A motion was made by Wayne Shannon and 2nd by Travis Zettler to approve the minutes from the regular August meeting. All those in attendance were in favor of the motion. Motion carried.
Agenda Item #1
Mayor Ashmore explained the TIF agreement with Ray Bates to have a shed torn down on the property at 501 West Yung Street. Bids were opened by Clerk Stacey as follows:
K-5--$1,500.00
All in One Services--$1,000.00
A motion was made to accept the lowest bid in the amount of $1,000.00 for All in One Services to tear down and haul off the shed at 501 West Yung Street by Rich Miller and 2nd by Travis Zettler. All those in attendance were in favor of the motion. Motion carried.
Mayor Ashmore explained the TIF proposal from Marion Lappin for the demolition of a house at 402 West North Street. Clerk Stacey opened the bids as follows:
All in One Services--$4,250.00
K-5--$6,550.00
A motion was made by Rich Miller and 2nd by Wayne Shannon to approve the TIF proposal with Marion Lappin for a maximum amount of $2,500.00 of the cost of the demolition of the home at 402 West North Street. All those in attendance were in favor of the motion. Motion carried.
Agenda Item #2
Mayor Ashmore presented the petition for annexation to the council. The petition is to annex the property commonly known as 702 East Yung Street, Sesser, IL into the city limits of Sesser.
A motion was made by Travis Zettler and 2nd by Rich Miller to approve the petition for annexation with Franklin Investments, INC. by Robert Les Mallot. All those in attendance were in favor of the motion. Motion carried.
A motion to approve and pass Ordinance #5-2017 approving the annexation of certain real property was made by Rich Miller and 2nd by David Bates. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore explained the proposed contract extension with Bulldog Systems. Bulldog is suggesting a $.25 increase during 2018 and a $.25 increase in 2019. This is a 2 year contract extension on to the current contract. A motion was made to approve the 2 year contract extension with Bulldog Systems thru December 31, 2019 with an increase of $.25 each year ($10.75 in 2018 and $11.00 in 2019) by Rich Miller and 2nd by David Bates. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore discussed the suggested Halloween Trick-or-Treat hours. A motion was made to set Halloween hours for Trick-or-Treat as 6:00—9:00 pm on October 31st, 2017 by David Bates and 2nd by Travis Zettler. All those in attendance were in favor of the motion. Motion carried.
Agenda Item #7
Mayor Ashmore explained the training that was coming up that the city treasurer needed to attend and asked for approval from the council for the costs of the training, travel lodging and meals. A motion was made by Travis Zettler and 2nd by Rich Miller to approve for Janette to attend the Treasurer training at the cost of $410.00 for the registration as well as lodging, miles and meals. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore explained that we had only received one bid to demo the old Redwood Manor nursing home. He will continue to seek bids.
Agenda #9
Mayor Ashmore asked the council to approve the $100 donation to the Sesser Yap for the upcoming program Hometown Heroes. Rich Miller suggested giving them $200. A motion was made to approve the donation of $200 by Rich Miller and 2nd by David Bates. Travis Zettler abstained; all other council members were in favor of the motion. Motion carried.

Mayor Ashmore asked the council to approve a donation the Chamber of Commerce for the Oktoberfest. A motion was made to donate $100 to the Chamber of Commerce for the Oktoberfest by Wayne Shannon and 2nd by Rich Miller. Travis Zettler abstained; all other council members were in favor of the motion. Motion carried.

Mayor Ashmore asked for council to approve to advertise for bids on the DRA water main project. A motion was made by Travis Zettler and 2nd by David Bates to advertise for bids on the DRA water main project. All those in attendance were in favor of the motion. Motion carried.
Agenda Item # 12
Mayor Ashmore explained that we are in need of more hours from Megabytes. A motion was made by Rich Miller and 2nd by David Bates to approve additional hours Megabytes. All those in attendance were in favor of the motion. Motion carried.
Attorney Bigler gave updates on RLCD lawsuit. He also said the city would be closing on the Sewer grant this month.
A motion was made by David Bates and 2nd by Travis Zettler to approve the bills as presented by the finance committee. All those in attendance were in favor of the motion. Motion carried.
A motion was made by Rich Miller and 2nd by David Bates to approve the treasurer’s report as presented. All those in attendance were in favor of the motion. Motion carried.
A motion was made to approve the police report by Travis Zettler and 2nd by Wayne Shannon. All those in attendance were in favor of the motion. Motion carried.
A motion was made to approve the code inspector’s report by Rodney Zettler and 2nd by Travis Zettler. All those in attendance were in favor of the motion. Motion carried.
A motion to adjourn was made at 8:11 pm Rich Miller and 2nd by Wayne Shannon. All those in attendance were in favor of the motion. Motion carried.
