Here is the minutes provided by the Council:

Call To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Ebersoh! Present; Huch Present; Agne Present; Reis Present ;Niemietz Present; Holtkamp Present; Roessler Present; Martens Absent

Quorum present. Those in attendance recited the Pledge of Allegiance.

Delegations and Citizens' Comments

A. Domestic Violence Prevention Month Proclamation

Mayor Hutchinson read the proclamation declaring October as Domestic Violence Prevention Month.

B. Substance Abuse Prevention Month Proclamation

Mayor Hutchinson read the proclamation declaring October as Substance Abuse Prevention

Month. Members of the Executive Board of the Monroe County Coalition for Drug Free Communities provided an overview of the organization and information about the Adult Redeploy of Illinois program.

Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, September 18, 2017 were submitted for approval.

Motion: It was moved by Alderman Roessler, and seconded by Alderman Reis, to approve the minutes of the Regular Meeting of the City Council held Monday, September 18, 2017 as on file at City Hall.

Motion Passed 7 to 0.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, September 18, 2017 were submitted for approval.

Motion: It was moved by Alderman Huch, and seconded by Alderman Niemietz, to approve the minutes of the Executive Session of the City Council held Monday, September 18, 2017 as on file at City Hall. Motion Passed 7 to 0.

IV. Report of Departments and Officers

A. Community Development

The report of Community Development was presented to the Council.

1. Ordinance No. 3345 - Community Unit Plan Type A

Motion:

It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to approve Ordinance No. 3345, an ordinance for conditional approval of a Community Unit Plan (Type A) for the property having a Tax identification Number of 04-08-200-007-000 in the City of Columbia, Illinois. Motion Passed 7 to 0.

2. Miller-Fiege Home Painting Bids

Motion:

It was moved by Alderman Agne, and seconded by Alderman Reis, to accept the recommendation of the Director of Community Development and accept the low bid of $20,000.00 submitted by Mark E. Butler Painting for painting the Miller-Fiege home. Motion Passed 7 to O.

3. Special Event Permit Application - Veteran's Honor-Oue

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Reis, to approve the Special Event Permit Application for the Veteran's Honor-Oue as submitted and on file at City Hall. Motion Passed 7 to 0.

4. Special Event Permit Application - Columbia PTA Fall Festival

Motion: It was moved by Alderman Reis, and seconded by Alderman Roessler, to approve the Special Event Permit Application for the Columbia PTA Fall Festival as submitted and on file at City Hall. Motion Passed 7 to O.

B. City Engineer

The report of the City Engineer was presented to the Council.

4. Immaculate Conception School Water and Sewer Tap Fees

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Roessler, to waive the water and sewer tap fees for Immaculate Conception School, contingent upon receipt of utility easements due to the City. Motion Passed 7 to 0.

C. Finance

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through September 28, 2017 in the amount of forty-one thousand, six hundred twenty-eight dollars and forty-nine cents ($41,628.49). Motion Passed 7 to 0.

2. Statement of Funds

Motion: It was moved by Alderman Roessler, and seconded by Alderman Ebersohl, to approve the Statement of Funds through August 31, 2017 as presented and on file at City Hall. Motion Passed 7 to 0.

3. Fiscal Year 2016-2017 Audit Presentation - Schorb & Schmersahl, LLC

Mr. James Schmersahl of Schorb & Schmersahl, LLC presented the 2016-2017 Audit to the Council.

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to approve the Annual Audit for Fiscal Year 2016-2017 as presented and on file at City Hall. Motion Passed 7 to 0.

D. City Attorney

The City Attorney presented his report to the Council.

E. City Administrator

The report of the City Administrator was presented to the Council.

1. Ordinance No. 3347-Parking in Bolm-Schuhkraft Park

Motion: It was moved by Alderman Reis, and seconded by Alderman Roessler, to approve Ordinance No. 3347, an ordinance amending Section 12.32.040 of the City of Columbia Municipal Code regarding parking in Bolm-Schuhkraft Park. Motion Passed 7 to 0.

2. U.S. Census Update

Mr. Morani informed the Council that the final report has been received from the U.S. Census Bureau and the City has 1,161 new residents from the 2010 Census. Mr. Morani then explained the new population count needs to be certified by the Illinois Secretary of State.

F. Mayor

The report of the Mayor was presented to the Council.

1. Appointment of Three-Member Board for Evaluation of Damage Extent

Motion: It was moved by Alderman Reis, and seconded by Alderman Roessler, to appoint General Contractor John Levin, State of illinois Licensed Plumbing Contractor Jay Jatho, and City of Columbia Licensed Electrical Contractor Jon Wagner to the Fire Limits Review Board to review and evaluate a damaged structure located at 548 South Main Unit #19 as permitted under Section 15.20.050 (Fire Limits) of the City Municipal Code. Motion Passed 7 to 0.

Approve Reports of Departments and Officers

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 7 to 0.

Old Business

A. Annexations

Mayor Hutchinson presented a draft of a letter that he would like sent to property owners included in the list of future annexations explaining options for waiving water and/or sewer tapin fees by completing an annexation agreement by December 29. Alderman Roessler stated the letter really does not offer anything to the outlying properties where there are no water and sewer utilities. Mayor Hutchinson stated it isn't about providing anything to the landowners, but about doing what is right with regards to the rest of the City residents. Alderman Reis stated that while he has concerns about the loss of rights, he is concerned about discharging of weapons on those properties and the Council needs to protect all City residents. Alderman Niemietz stated that is why the State uses 60 acres as the property size for allowing the discharge of firearms. After additional discussions, the Council agreed to proceed with sending the letter.

B. Walking Trail - Gedern Village

Mayor Hutchinson explained that a letter has been sent to the Gedern Village Homeowners Association requesting direction regarding the walking trail. Alderman Holtkamp explained the HOA plans to request a vote during their annual meeting which is in early November. Mayor Hutchinson stated the City needs a binding decision from the Gedern Village Homeowner's Association.

Mayor Hutchinson inquired if there was any business to be addressed in Executive Session. There was none.

IX. Adjournment

Motion: It was moved by Alderman Reis, and seconded by Alderman Ebersohl, to adjourn the Regular City

Council meeting held Monday, October 2, 2017 at 8:15 P.M. Motion Passed 7 to 0.
