Waterloo City Council met October 2.
Here is the minutes provided by the Council:
1. The meeting was called to order by Mayor Tom Smith.
2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.
3. Pledge of Allegiance led by Mayor Tom Smith. A moment of silence was observed for the victims of the Las Vegas shooting.
4. Correction or Withdrawal of Agenda Items by Sponsor.
Motion made by Alderman Notheisen and seconded by Alderman Darter for the addition of a Proclamation for Domestic Violence to the agenda. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.
5. Approval of Minutes as Written or Amended.
Motion made by Alderman Darter and seconded by Alderman Heller to approve the September 18, 2017 City Council Meeting Minutes. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

1. Proclamation for Domestic Violence. Mayor Smith read the Proclamation. Kay Clements thanked Mayor Smith and reminded the council this year’s March would be on October 5th in Columbia, IL at 7:00 p.m. to begin at the Columbia City Hall Fountain and ending at Metter Park.
2. Sister Cities Award Presentation. Mayor Smith stated that Sister Cities Representatives along with Alderman Stan Darter and Chief of Police Mike Douglas accepted the Sister Cities of the Year Award in Chicago, IL at the recent IML Convention. He especially thanked Josephine Wittenauer and Debbie Cummins for their hard work in submitting for the award. Sister Cities’ Josephine Wittenauer stated she was very grateful and honored to have our Mayor awarded the Sister City of the Year for 2017. She gave a special thank you to Alderman Clyde Heller, the entire Sister City membership and Board of Directors. She received an invitation from the Burgermeister of PortaWestfalica Germany for the year 2018. She and Bill Getchman extended the invitation to Mayor Smith and City Council to travel with them to Germany.
3. Proclamation for October as National Substance Abuse Prevention Month presented by the Monroe County Coalition for Drug Free Communities. (Bill Rebholz, Anne King and Gary Most. Bill Rebholz extended a sincere appreciation and thank you to the Coalition executive board members for their four years of service. Gary Most spoke on what the Coalition does to generate awareness of substance abuse by forums and educational outreach. He informed the council of the county-wide drug awareness event to be held on Sunday, October 8th from 3-4 at the Monroe County Bandstand. Anne King, from Human Support Services, explained the very valuable and unique Adult Redeploy Illinois program they run. Mayor Smith read the Proclamation for October as National Substance Abuse Prevention Month.

Motion made by Alderman Notheisen and seconded by Alderman Row to approve Warrant No. 558. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.
B. Consideration and Action on Travel Expense for Governor’s Hometown Award Presentation in Springfield, IL.
Motion made by Alderman Darter and seconded by Alderman Buettner to approve the travel expense for attendance at the Governor’s Hometown Award Presentation in Springfield, IL. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.
C. Consideration and Action on Solicitation Request from the National Association of Letter Carriers Branch #155 for their Annual MDA Fundraiser, “Satchel Drive” to be Conducted at the Intersection of Main and Mill on Friday, October 27, 2017 from 3:00 p.m. to 7:00 p.m.
Motion made by Alderman Hopkins and seconded by Alderman Heller to approve Solicitation Request from the National Association of Letter Carriers Branch #155 for their Annual MDA Fundraiser, “Satchel Drive” to be conducted at the intersection of Main and Mill on Friday, October 27, 2017 from 3:00 p.m. to 7:00 p.m. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting yea.
D. Consideration and Action on Special Event Permit Request for Trunk or Treat to be held in Downtown Waterloo on Tuesday, October 31, 2017 from 5 p.m. to 9 p.m. with the Closure of Main Street from Third to Mill.
Motion made by Alderman Heller and seconded by Alderman Row to approve Special Event Permit Request #17-021-E for Trunk or Treat to be held in downtown Waterloo on Tuesday, October 31, 2017 from 5 p.m. to 9 p.m. with the closure of Main Street from Third to Mill. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.
13. Discussion of Matters by Council Members Arising After Agenda Deadline.
Alderman Notheisen stated that StubbornFest drew a large crowd and we need to be preparing for Brewfest.
Alderman Darter stated that a drug take-back box will be at Schnucks on October 28th.
Alderman Heller stated that Sister Cities will be making pancakes in Maeystown this Sunday.
Mayor Smith stated the EMS will be holding a gun raffle on November 1st if anyone would like to get tickets. He was at the Stubbornfest as well and it was outstanding.
14. Motion to Adjourn. Motion made by Alderman Notheisen and seconded by Alderman Hopkins to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 8:08 p.m.
