Chester City Council met October 2.

Here is the minutes provided by the Council:

I.Call To Order

The City Council of Chester, Illinois, met in regular session on Monday, October 2, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.Roll Call

IV.Reading Of Minutes Of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Rader, Ohlau, Geisen, Blechle, Allison, Platt, Clark. Nays: None. Absent: None. Motion carried.

V.Correspondence

The following correspondence was acknowledged:

•Fall events calendar provided by Recreation Director Patti Carter

•Chester Chamber of Commerce minutes dated August 15, 2017

•Letter from J.T. Blankinship Inc. regarding water treatment lime systems

•Letter from the 2017 Popeye Picnic Committee

•Letter of resignation by Patrick Miller from the Police Pension Board

•Maintenance Report for the month of September provided by Randy Eggemeyer

VI.Reports

Mayor:

Mayor Page requested a moment of silence for the victims in Las Vegas.

VII.Committee Reports

Cemetery & Finance Committee (Chairman Platt):

Chairman Platt advised that the committee met prior to the council meeting at 5:30 p.m. to review city bills. His motion to approve payment of bills as prepared by the city clerk, subject to audit, was seconded by Alderman Rader. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: None. Motion carried.

Chairman Platt moved to approve the September report of the Evergreen Cemetery as prepared by Randy Wofford. Alderman Allison seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: None. Motion carried.

VIII.Department Heads

Chief of Police (Ryan Coffey):

Chief Coffey summarized the monthly status report included in the packets.

Fire Chief (Marty Bert):

Chief Bert reported that the department responded to eleven calls during the month of September. Chief Bert advised that the fire prevention programs begin this week.

Tammy Grah announced that Chester Public Library will be one of six hosts for the traveling Smithsonian.

XI.New Business

LST 325 – 2018 River Tour:

Alderman Crossland moved to allow the USS LST 325 to dock and provide a river tour next year. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: None. Motion carried.

TIF Accounting for Calendar Year 2016 with Respect to Sixteenth Distribution of Property Tax Received by the City of Chester Relative to Ronald E. Pechacek, Pamela K. Pechacek and Welge-Pechacek Funeral Homes Inc.:

Attorney Kerkhover explained the TIF Accounting which provides that 75% of the $33,954.08 which was received by the city due to Welge-Pechacek’s TIF property tax apportionment equals $25,465.56 which shall be reimbursed to Welge-Pechacek. Alderman Clark moved to approve the TIF Accounting for Welge-Pechacek Funeral Homes Inc. Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: None. Motion carried.

Ordinance #1651 – An Ordinance Amending Article Iv, Section 4-4-5, Of The Revised Code Of Ordinances Of The City Of Chester, Illiniois, Relative To The Beautification And Tourism Commission Procedure:

Attorney Kerkhover explained Ordinance #1651 changes the Beautification and Tourism Commission meetings to the third Thursday each month. Alderman Clark moved to approve Ordinance #1651 and Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: None. Motion carried.

Surplus Property – Bids:

Attorney Kerkhover advised the council that a notice of sale of surplus property was published in the Randolph County Herald Tribune and The County Journal pursuant to statute. Mayor Page opened the following bids: 1) Young Avenue—Tyson Choate, $305.00. 2) 1149 George Street – Mark & Patricia Hunt, $9,500.00. 3) 818 Valley Street—Vernon Hartman, $1,001.00; David Elam, $1,601.01; Donald & Jodi Grah, $1,515.00. 4) 314 Church Street—Sam Crain, $500.00. 5) Market Street—Vernon Hartman, $3,006.00; Ricky Berkbuegler, $5,000.00.

Alderman Allison inquired about advertising the property at Rock Bridge Road in the near future. Attorney Kerkhover suggested waiting until more property is available for sale. Mayor Page stated the bids will be reviewed and no action will be taken at this time.

XII.Adjournment

At 6:21 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. Vote: Ayes: Aldermen Crossland, Blechle, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: None. Motion carried.
