Columbia City Council met October 16.

Here is the minutes provided by the Council:

I.Call To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Quorum present. Those in attendance recited the Pledge of Allegiance.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, October 2, 2017 were submitted for approval.

Motion:

It was moved by Alderman Martens and seconded by Alderman Niemietz to approve the minutes of the Regular Meeting of the City Council held Monday, October 2, 2017 as on file at City Hall. Motion Passed 7 to 0.

The report of the Library was presented to the Council.

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

E. City Engineer

The report of the City Engineer was presented to the Council.

1. GM&O Heritage Trail Improvements

Motion:

It was moved by Alderman Niemietz and seconded by Alderman Huch to accept the recommendation of the City Engineer and accept the low bid of $62,281.65 submitted by Sonnenberg Asphalt Co. Inc. and authorize the Mayor to enter into a contract for the GM&O Heritage Trail Paving Project. Motion Passed 7 to 0.

2. Task Order Agreement for Professional Services (HMG Engineers)

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to accept the recommendation of the City Engineer and authorize the Mayor to enter into an agreement with HMG Engineers for professional services for specific projects to be authorized by subsequent task orders. The preparation of exhibits for the revision of the City's Subdivision Code will be the first task order. Motion Passed 7 to 0.

F. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Martens and seconded by Alderman Huch, to authorize the payment of vouchers received through October 12, 2017 in the amount of three hundred sixty-four thousand, two hundred fifty-nine dollars and eighty-one cents ($364,259.81). Motion Passed 7 to 0.

G. City Attorney

The City Attorney presented his report to the Council.

H. City Administrator

The report of the City Administrator was presented to the Council.

1. Ordinance No. 3348 - Disposal of City Property (Radio Tower)

Motion:

It was moved by Alderman Agne and seconded by Alderman Reis, to approve Ordinance No. 3348, an ordinance authorizing the disposal of certain personal property owned by the City of Columbia. Motion Passed 7 to 0.

2. Ordinance No. 3349 - American Legion Pavilion Lease

Motion:

It was moved by Alderman Agne, and seconded by Alderman Ebersohl, to approve Ordinance No. 3349, an ordinance approving the extension of a Lease for a pavilion at American Legion Memorial Park by the City of Columbia, Illinois to American Legion Post 581. Motion Passed 7 to O.

3. Ordinance No. 3350 - American Legion Playground Lease

Motion:

It was moved by Alderman Niemietz and seconded by Alderman Agne, to approve Ordinance No. 3350, an ordinance approving the extension of a lease for a playground by the City of Columbia, Illinois from the American Legion Post 581. Motion Passed 7 to O.

Motion:

It was moved by Alderman Agne, and seconded by Alderman Martens, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 7 to 0.

IX. Executive Session

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss the purchase or lease of real estate and probable litigation as permitted under 5 ILCS 120/2(c)(5) and (11).

Motion:

It was moved by Alderman Agne, and seconded by Alderman Reis, to direct the Mayor to go into Executive Session at 7:15 P.M. to discuss the purchase or lease of real estate and probable litigation as permitted under 5 ILCS 120/2(c)(5) and (11). Motion Passed 7 to 0.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Ebersohl, to return to Regular Session of the City Council at 7:27 P.M. Motion Passed 7 to O.

Upon return to Regular Session, Aldermen Ebersohl, Agne, Niemietz, Huch, Reis, Holtkamp, Martens, and Mayor Hutchinson were present.

Mayor Hutchinson inquired if there was any additional business to be conducted by the City Council.

A. Gedern Village Walking Trail

Mr. Morani informed the Council there is a section of the Gedern Village Walking Trail that is outside the common area of Phase I of Gedern Village and there is no reference on the final plat that this property should be conveyed to or maintained by the Homeowners Association (HOA). Mr. Moranithen inquired if the Council is comfortable with staff approaching Mr. Paul Frierdich, the developer, to pursue acquisition of that section of the trail. Mr. Smith explained the approximate area is 180 feet and extends from the first bridge to the cul-de-sac. The Council agreed with the recommendation to pursue acquisition.

X. Adjournment

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Agne, to adjourn the Regular City Council meeting held Monday, October 16, 2017 at 7:34 P.M. Motion Passed 7 to 0.
