Anna City Council will meet Nov. 15.

Here is the agenda provided by the Council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on October 17, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, and Commissioner Martha Webb. No council members were absent.

A motion was made by Commissioner Kamp and Seconded by Commissioner Isom that it be RESOLVED TO APPROVE THE OCTOBER 3, 2017. ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Budget Officer Steve Guined previously submitted a Financial Report as of September 30, 2017 for council review.

City Administrator Steve Guined announced his intent to retire in April 2018.

City Administrator Steve Guined updated the council on the following projects. 1) The appraisal for 209 W. Vienna St came in and was forwarded to Attorney John Foley to prepare an Ordinance to sell the property. 2) Steve stated that AJ Water Commission just finished a multi-million dollar project and Ed Earnhart was named the Water Operator of the Year by the State of Illinois. 3) Steve met with Clarida Zeigler on the sidewalk project. They are working on a grant. This project would begin after the IDOT projects. 4) The Housing Grant has 8 applicants for the grant. The amount awarded to the target area is $400,000. 5) Grass & Trash Ordinances from Murphysboro and Herrin are being reviewed. A meeting with Attorney John Foley will be set up at a later date to discuss the City of Anna’s current ordinance. 6) Payment from the IDNR from the park grant is being requested. 7) The natural gas rates for next month are going to be 16% less than this time last year. 8) The Bethany Village loading Zone area was review by Steve Guined, Bryan Zeigler and the public works manager Gene Sullivan. The project would require taking out the sidewalk and a part of the brick walls of the entry sidewalk to meet ADA requirements. Commissioner Kamp suggested that the city put up more "No Parking” signs in that area. Commissioner Bierstedt questioned where the responsibility lies. Mayor Hartline stated on both the city and Bethany Village. Further discussion was held.

A motion was made by Commissioner Kamp and seconded by Commissioner ISOm that it be RESOLVED TO PAY ALL APPROVED BILLS. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

The Tech Guy's Security Camera System proposal was tabled.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2017-23 CITY COUNCIL MEETING TIMES FOR 2018. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be RESOLVED – TO –APPROVE RESOLUTION 2017-24, MFT FUNDING, A Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be RESOLVED TO APPROVE RESOLUTION 2017-25, IL I46 PARKING AGREEMENT. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and Seconded by Commissioner Bierstedt that it be RESOLVED TO APPROVE RESOLUTION 2017-26 IDOT LETTER OF UNDERSTANDING, FAS I 9 II (OLD US 5 II). A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE RESOLUTION 20I7-27; IDOT LETTER OF UNDERSTANDING, FAS 885 (IL 146). A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE FULL-TIME GENERAL LABORER APPOINTMENTS TO SCOTT WAGNER & MARCUS PITTS EFFECTIVE OCTOBER 30, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Commissioner Kamp discussed the issue with Khoury League storing their equipment in the Anna Park Office. The Khoury League was asked by Street Foreman Bill Halter to remove the equipment. Brandon Craig requested a delay in moving the equipment. City Administrator Steve Guined, Commissioner Kamp and Bill Halter met to inspect the area and photos were taken. The Khoury League is storing lime in that area which cannot be allowed. Commissioner Kamp suggested sending a letter with the date the equipment has to be removed.

A discussion was held on creating a policy for a lease agreement on the new Concession stand and other park buildings.

Commissioner Webb discussed the Zoning on the north side of town having Smaller lots and how that creates building problems. City Administrator Steve Guined discussed the different lot coverage in each Zoning classification. A discussion was held on looking at the definition of a trailer and a Suggestion was made to clarify the definition in the Zoning ordinance.

Code Enforcement Officer Gary Rider submitted the monthly code enforcement updates.

Police Chief Hunter was on vacation no monthly police department stats report submitted. Assistant Chief Watkins stated that Chief Hunter will give a two month report the next time. Bryan stated that an officer has given a verbal intent to resign. Mayor Hartline instructed him to start the interview process. Bryan stated he spoke with Jason Thomas from Thomas Security about not being asked to place a bid for the security cameras at the park.

Discussion was held on the plans presented for the Outdoor Garden at 138 E. Davie St. for Lynn Stoner. Mayor Hartline and all council members agreed to allow her to proceed.

Commissioner Isom stated the El Jalepeno has an off premise sign located on the Old Bunny Bread building. This is a violation of the Sign Ordinance.

Attorney John Foley discussed passing a resolution to sell the property at 209 W. Vienna St. either by bid, auction or a realtor. Mayor Hartline directed Attorney Foley to do the sale by sealed bid.

Commissioner Bierstedt discussed a property swap between the City of Anna and the Union County Country Club. Steve Guined requested a letter from the Country Club to the city for the Swap. The issue is to be placed on the next scheduled meeting.

A motion was made by Commissioner Kamp and seconded by Commissioner Bierstedt that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA. CITY COUNCIL MEETING OF OCTOBER 17, 2017 BE ADJOURNED AT 6:55 PM. A. Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
