City of Waterloo Joint Ordinance and Planning Committee met Oct. 10.

Here is the agenda provided by the Committee:

Meeting called to order at 2 pm with following committee members in attendance; Alderman Clyde Heller, Russ Row, Steve Notheisen, Stan Darter, Russ Thomas. Mayor Tom Smith, City Attorney Dan Hayes, Shawn Kennedy, Zoning Code Administrator Jim Nagel, Craig Brauer, TWM Engineering, and Susan Ward also attended. Aldermen Jim Hopkins and Kyle Buettner were absent.

Agenda Item 1, Petitions by Citizens on non-agenda items: None.

Agenda Item 2, Liquor License Ordinance. Jim Nagel and City Attorney Dan Hayes presented information on possible language for a new “class G” license for convenience stores with video gaming. Much discussion on this topic resulted in the following consensus of committee members. Mr. Hayes would redraft ordinance referencing this new “Class G as a Non-Traditional Liquor License”. A Class G licensed business is any pour licensed business with less than 50% of the business revenue generated from food and/or alcoholic beverage sales. Established a city wide limit of 10 licenses for this class. Fee proposed is $2000.00 annual license fee. General discussion of current fees on other classes of license resulted in no changes.

Agenda Item 3, Southern Illinois Center for Health Preliminary Plat and Final Plat. Mr. Nagel presented the results of Planning Commission minutes on combining of Lot 5 with Lot 6 and the combining of Lots 7,8,9 with 10. Consensus is to move this item to City Council Agenda for approval.

Agenda Item 4, Lot No 1 Moore Street Station Sketch Plat. Jim Nagel presented information to the committee on proposed entrance from Moore Street directly opposite existing entrance to Waterloo Sports Association property. Craig Brauer also addressed another entrance from Station Crossing. Question concerning surface drainage from Moore Street. At this phase, final determination has not been made however a part would likely remain surface drainage with culvert access to each parking area. No committee recommendation needed at this point.
