Columbia City Council met November 20.

Here is the minutes provided by the Council:

I. Call To Order

City Clerk Wes Hoeffken called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Quorum present.

Administrative Staff present:

A. Appoint Meeting Chairman

City Clerk Hoeffken requested a motion to appoint a temporary meeting chairman for the City Council meeting.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Agne, to appoint Alderman Ebersohl as the Chairman for the evening's City Council meeting. Motion Passed 8 to 0.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, November 6, 2017 were submitted for approval.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Roessler, to approve the minutes of the Regular Meeting of the City Council held Monday, November 6, 2017 as on file at City Hall. Motion Passed 8 to 0.

A. Library

The report of the Library was presented to the Council.

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

1. Ordinance No. 3354 - Amend Municipal Code Regarding Fire Limits

Motion:

It was moved by Alderman Agne, and seconded by Alderman Reis, to approve Ordinance No. 3354, an ordinance amending Chapter 15.20.050 of the City of Columbia Municipal Code regarding Fire Limits. Motion Passed 8 to 0.

E. City Engineer

The report of the City Engineer was presented to the Council.

1. City Landfill

Mr. Smith informed the Council he received a response regarding final closure of the landfill and the two remaining issues are the permanent closing of the old monitoring wells and final ground water testing. Mr. Smith then explained the monitoring wells will need to be filled with concrete and added water samples have been taken at the test sites and forwarded to the lab for analysis.

F. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through November 16, 2017 in the amount of five hundred seventy thousand, eight hundred forty-eight dollars and eighty-seven cents ($570,848.87). Motion Passed 8 to 0.

G. City Clerk

The City Clerk presented his report to the Council.

H. City Attorney

The City Attorney presented his report to the Council.

1. City Administrator

The report of the City Administrator was presented to the Council.

1. Resolution No. 2017-15 - Levy Tax for Columbia Public Library Building and Equipment

Motion:

It was moved by Alderman Agne, and seconded by Alderman Niemietz, to approve Resolution No. 2017-15, a resolution to levy a tax of.02% of the value of the taxable property in the City of Columbia, Illinois, for Columbia Public Library Building and Equipment Purposes for the fiscal year of the City commencing May 1, 2017 and ending April 30, 2018. Motion Passed 8 to 0.

2. Hire Kelly Mathews - Full-Time Accounting/Clerical Assistant

Motion:

It was moved by Alderman Huch, and seconded by Alderman Martens, to accept the recommendation of the City Administrator and hire Kelly Mathews as a full-time Accounting/Clerical Assistant. Motion Passed 8 to 0.

3. Appoint City Administrator James Moranias City Representative for the Columbia Athletic Association

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to appoint City Administrator James Morani as the City Representative for the Columbia Athletic Association. Motion Passed 8 to 0.

J. Mayor

The report of the Mayor was presented to the Council.

Approve Reports of Departments and Officers

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 8 to 0.

IX. Executive Session - 5 ILCS 120/2(c) (11)

Chairman Ebersohl informed the Council that he would entertain a motion to go into Executive Session to discuss pending litigation as permitted under 5 ILCS 120/2(c)(11).

Motion:

It was moved by Alderman Reis, and seconded by Alderman Agne, to go into Executive Session at 7:22 p.m. to discuss pending litigation as permitted under 5 ILCS 120/2(c)(11). Motion Passed 8 to 0.

Motion: It was moved by Alderman Reis, and seconded by Alderman Holtkamp, to return to Regular Session of the City Council at 7:34 p.m. Motion Passed 8 to 0.

Upon return to Regular Session, Chairman Ebersohl and Aldermen Agne, Niemietz, Roessler, Huch, Reis, Holtkamp, and Martens were present.

Χ. New Business

1. Battery Recycling

Mr. Morani informed the Council the current battery recycling program needs to be reviewed and he would like to proceed with replacing the outdoor sign board with a new battery recycling bin. Mr. Morani explained the cost to build the recycling bin would be a one-time minimal cost, but the monthly pick-up fee by Reliable Sanitation could be $50-$100. Alderman Holtkamp inquired if all reclaimed batteries are recycled for reuse or just rechargeable batteries. While Ms. Fultz stated she thought it was just rechargeable batteries, Mr. Morani stated staff would need to confirm with the recycler.

XI. Adjournment

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to adjourn the Regular City

Council meeting held Monday, November 20, 2017 at 7:38 p.m. Motion Passed 8 to 0.
