I.Call To Order

The City Council of Chester, Illinois, met in regular session on Monday, November 20, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.Pledge Of Allegiance

Reading Of Minutes Of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Clark, Crossland, Ohlau, Geisen, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

Correspondence:

The following correspondence was acknowledged:

•Invitation to the City Christmas Party on December 8th

•Article regarding the upcoming Smithsonian exhibit at the Chester Library

•Chester Christian Food Pantry Inc. newsletter dated November 8, 2017

Mayor:

Mayor Page advised that Christmas on the River is December 1st-3rd and encouraged the community to attend the upcoming Christmas on the River events.

City Clerk:

A raffle license application for the Chester Eagles Club Aerie #3252 was presented by the City Clerk. Alderman Clark moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Allison seconded the motion. Upon Roll Call: Ayes: Aldermen Ohlau, Crossland, Platt, Blechle, Rader, Allison, Geisen, Clark. Nays: None. Absent: None. Motion carried.

A raffle license application for the St. Mary’s Sodality was presented by the City Clerk. Alderman Platt moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Ohlau, Crossland, Platt, Blechle, Rader, Allison, Geisen, Clark. Nays: None. Absent: None. Motion carried.

A raffle license application for the Menard Correctional Center – Employee Benefit Fund was presented by the City Clerk. Alderman Clark moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Ohlau, Crossland, Platt, Blechle, Rader, Allison, Geisen, Clark. Nays: None. Absent: None. Motion carried.

Committee Reports:

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:00 p.m. to review city bills, and found them to be in order for payment. Alderman Platt’s motion to approve payment of bills as prepared by the city clerk was seconded by Alderman Allison. Upon Roll Call: Ayes: Aldermen Geisen, Crossland, Platt, Clark, Rader, Blechle, Ohlau, Allison. Nays: None. Absent: None. Motion carried.

Pay Estimate #3 for the Buena Vista Street project was presented. Alderman Platt’s motion to pay $45,659.07 to Red Dot Construction and Equipment Rentals Inc. was seconded by Alderman Rader. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Ohlau, Allison, Crossland. Nays: None. Absent: None. Motion carried.

Alderman Platt motioned to approve Pay Estimate #1 payable to Red Dot Construction and Equipment Rentals Inc. for ROW Water Main Replacement for $34,268.76. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Ohlau, Allison, Crossland. Nays: None. Absent: None. Motion carried.

Invoice #19526 from J.T. Blankinship Inc. for ROW Water Main Replacement engineering services for $2,456.50 was presented. Alderman Platt’s motion to approve Invoice #19526 was seconded by Alderman Allison. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Crossland Ohlau, Allison. Nays: None. Absent: None. Motion carried.

Invoice #19527 from J.T. Blankinship Inc. for Buena Vista Street Project construction engineering services for $21,633.25 was presented. Alderman Platt’s motion to approve Invoice #19527 was seconded by Alderman Clark. Upon Roll Call: Ayes: Aldermen Geisen, Platt, Clark, Rader, Blechle, Crossland Ohlau, Allison. Nays: None. Absent: None. Motion carried.

New Business:

Ordinance #1660 – An Ordinance Granting Request For Special Use Permit And Variance To Construct A Telecommunications Tower At 2269 Old Plank Road, Chester, Randolph County Illinois:

Attorney Kerkhover advised the Zoning Board of Appeals voted 5 to 0 to recommend that the application for Special Use Permit and variance of Patrick Erwin, Authorized Agent for Tillman Infrastructure, LLC, to construct a 199’ self-support telecommunications tower located at 2269 Old Plank Road, Chester, Illinois, 62233, as well as a variance from the height limit, be granted. After Alderman Platt’s inquiry, Attorney Kerkhover advised that this will be a new tower located on Old Plank Road. Alderman Clark moved to approve the Ordinance granting the request for a Special Use Permit and variance to construct a new telecommunications tower and Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Geisen, Clark, Rader, Blechle, Ohlau, Crossland, Allison. Nays: None. Absent: None. Motion carried.

Agreement—Egyptian Water Company:

The Water Plant and Water Distribution Superintendents met and proposed an increase for Egyptian Water Company to $280.00 for the first 100,000 gallons of water and $3.24 per 1000 gallons for water in excess of 100,000 gallons. Alderman Crossland moved to approve the recommendations of the Superintendents and approve the agreement with Egyptian Water Company. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Geisen, Clark, Rader, Blechle, Ohlau, Crossland, Allison. Nays: None. Absent: None. Motion carried.

Ordinance #1661 – An Ordinance Amending Section 21-3-1 Of Article Iii Of Chapter 21 Of The Revised Code Of Ordinances Of The City Of Chester, Illinois, Relative To The Closing Hours For Sale At Retail Of Any Alcoholic Liquor:

Attorney Kerkhover explained that upon written application to the Mayor by a licensee authorized to sell alcoholic liquor for consumption on the premises, the Mayor may grant to said licensee permission to sell alcoholic liquor for consumption on the premises for an extended hour until 2:00 a.m. on Thanksgiving Day and/or on New Year’s Day for Class “A” or Class “C” license. Mayor Page noted that no one will enter the establishments after 1:00 a.m. and the Chester Police Department have the ability to close any establishment if they receive a complaint. Alderman Crossland moved to approve Ordinance #1661 and Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Platt, Crossland Geisen, Clark, Rader, Blechle, Ohlau, Allison. Nays: None. Absent: None. Motion carried.

At 6:13 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. Vote: Ayes: Aldermen Ohlau, Crossland, Clark, Geisen, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.
