City of Waterloo - Street Committee met November 6.
Here is the minutes as provided by the committee:
Present: Aldermen, Jim Hopkins, Stan Darter, Steve Notheisen, Jim Trantham, Russ Row, Russ
Thomas, Kyle Buettner, Clyde Heller, Public Works Director Tim Birk, Financial Director
Shawn Kennedy, Mayor Tom Smith, and City Attorney Dan Hayes.
1. Petitions by Citizens on Non-Agenda Items
None
2. 2017-18 Salt Purchase
Tim requested to buy 400 tons of salt for $49.44 ton. He advised that there is
several thousand tons of salt stored at the Valmeyer caves and they will shortly be
hauling some to the new salt storage shed off Third Street. We will continue to
hold over a thousand tons of salt in storage in the caves. Tim advised us that every
salting event uses 100 tons of salt on city streets. The committee agreed to
authorize Tim to purchase the 400 tons of salt.
3. 2018 Street Improvements
Areas to be overlayed for 2018 will be the South Vandebrook area and West Lake
area. Tim hopes to start the overlay in June.
4. Future Equipment Needs
Tim Birk advised the street department is in need of a light grader/loader. He
presented information on a Maulden M413XT Gold Key Motor Grader with
loader for $152,305.00 from CMW Equipment in St. Louis, Mo. After discussion
the committee requested Tim hold off ordering the grader until January 2018 with
an anticipated delivery approximately three months later.
Motion made by Russ Row and seconded by Clyde Heller to purchase the grader
as presented in the literature. Motion passed unanimously.
5. Right Turn at Hamacher & Market Only
After discussing the need to change the No Left Turn to Right Turn
Only due to traffic backing up on Hamacher. Motion made by Jim Trantham
and seconded by Kyle Buettner to refer it to the Ordinance Committee, and
request Ord. #1031 24.3.6 from 1996 be amended to reflect this change. Motion
passed unanimously.
6. Sealing Previously Paved Streets
There was discussion of whether the city seals asphalt streets and Tim explained
that the uptown area was sealed a couple of years ago in an experiment to see how
well the sealing of asphalt streets works.
7. Downtown Handicap Parking
In response to a written request from a subject for a wheel chair accessible
parking spot at 219 W. Mill Street the mayor recommended having a study done
of the entire downtown area. This study would be done by the city’s engineering
firm and Tim Birk stated he would do a Task Order to obtain the cost of the study.
It was noted that this study could take up to a year in length. Tim will respond to
the requester in writing that this is being looked at. Motion made by Clyde Heller
and seconded by Russ Row to direct Tim Birk to do a Task Order to obtain the
cost of a study on the entire downtown area & to respond to the request of a
handicap parking on W. Mill St. Motion passed unanimously.
8. Personnel
Tim Birk advised the committee that he has a verbal notice of one retirement from
the street department in January 2018 and suspects another in early spring of
2018. He requested permission to start the process of acquiring applications to
choose from for these future hires. Motion made by Russ Thomas and seconded
by Clyde Heller to start the process of acquiring applications for future hiring.
Motion passed unanimously.
9. Comments –
A. Mayor Smith advised that the Odd Fellows have requested that Third
Street between Market and Main Streets be marked with parallel parking
spaces. He presented photos taken which showed vehicles parked at
random in that area and hopefully more cars will be able to park in the
area with the parking spots lined. All Street Committee members agreed
and Tim Birk stated he will take care of it.
B. Mayor Smith questioned a stop sign in the Castle Green area and whether
an ordinance was ever enacted for that sign. No one on the committee
could remember such an ordinance and it will be researched further.
C. Mayor Smith stated that HH Road West of Moore Street is in need of
smoothing the bumps that have risen from the surface. Tim Birk advised
we do not have a grader at this time and he will continue to try to use one
from the county.
D. Jim Hopkins questioned the status of making Norma and Depyt Streets
one way, opposite the current direction. Mayor Smith advised the request
will have to come from school officials and then the city would poll the
local residents. It was felt that reversing the one way direction would
make the dropping off of children safer and allows Norma Ave. residents
to park on the street on the house side.
E. Steve Notheisen advised that he is seeing various trailers parked in
different city locations that will be illegal when the new trailer parking
ordinance goes into effect. The committee and mayor discussed different
methods to inform the public about the new ordinance.
Motion made by Kyle Buettner and seconded by Clyde Heller to adjourn the meeting at
7:12 p.m. Motion passed unanimously.
